Any items presented to the Thrall City Council are considered informational only and may result in placement on a future agenda for discussion and consideration. During this time the Thrall City Council may hear your concerns but may not respond to any comments and will defer to City Staff. Those wishing to speak during this time must complete an Orange Sign In Card and present to the City Secretary prior to the beginning of the meeting. CONSENTAGENDA ITEMS The Consent Agenda items listed below are considered to be routine by the Thrall City Council and will be enacted by one motion. There will be no separate discussion of these items unless requested by the Mayor and/or Commissioner, in which event, the item(s) will be removed from the Consent Agenda and considered as a Regular Agenda item(s). 3.1. Consideration and possible action regarding the approval of the minutes for the Special Called City Council Meeting on June 18, 2024. 3.2. Consideration and possible action regarding the May 2024 financial. Motion carried 3-0. 4. REGULAR AGENDA ITEMS (Green Sign In Card) This time is reserved for the public to speak to the Thrall City Council after the regular agenda item has been announced for consideration. Those wishing to speak must complete a Green Sign In Card and present the card to the City Secretary prior to the beginning of 4.1. Consideration and possible action regarding flashing beacons for Thrall ISD School the meeting. All visitors will observe a three-minute time limit. zones. Blake Schneider and a few other school representatives with Thrall ISD were present to discuss the beacons and the crosswalks for the schools and Bounds Street. The school and city discussed the following items. 1. Priority is the safety of the kids. 2. Improving the crosswalks. 3. Flashing beacons, Solar lighted Signs, Crossing Guards. 4. Isft funding available through grants, through the City, and/or County. 5. The current three crosswalks need to be painted before school starts, if . Paving of Eckhart and widening of the roadway. Work with school if they have a paving project coming up and maybe coordinate them at 7. No Parking signs will be installed along Bounds Street from Railroad to Eckhart Street before school starts. Commissioner Karch made a motion to accept Officer Kristopher House for a full- time employment for Thrall Police Department with a second by Commissioner 4.4. Discussion regarding property taxes and the City of Thrall 2024-2025 Fiscal Budget. Discussion only, no action taken. City Secretary Melissa L. Perry mentioned the two meetings that will be held during the budget period. The first meeting will be August 20, 2024, and the second and final meeting for adopting the budget and tax rate will be September 4. These meetings will replace the regular meetings scheduled 4.5. Consideration and possible action regarding Ordinance No. 2024-7-2 establishing rates and charges to be charged by the City of Thrall for its services and specifically the rates and charges for wastewater services; providing for a penalty on water bills if not paid by a certain date; providing for a termination of water service and a reconnect fee ifa bill is not paid by a certain delinquency date; providing for a severability clause; providing for a repealer clause; and providing for a publication clause. The council and staff discussed the rates, penalties regarding damaging of city property, theft of services, etc. Council and staff confirmed with Mark, City Attorney that the Council can adopt the service agreement, or it can be added in the ordinance. Either way would work. After further discussion, Mayor Marx made a motion to table 4.5 and 4.6 until further notice with a second by Commissioner Martin. Motion 4.6.
