REGULAR SESSION April 10, 2024 The Thorndale City Council met in Regular Session on Wednesday, April 10, 2024 in the meeting room of Thorndale City Hall, 105 N. Main Street, Thorndale, Texas at! 5:30 p.m. Present- Mayor - George Galbreath Jr. Mayor Pro Tem - Steven Zuehlke Council -Marla Davis, Michael Becker, Wayne Green, Jared Melde Employees- - Raymond Miller. Jr., Stacy Irwin, Tonya Pickett, Jeremy Hoskins 1. 2. 3. Call to Order Mayor Galbreath called the meeting to order at 5:30 p.m. The Pledge of Allegiance was led by Mayor Galbreath. Pledge of Allegiance Citizens Public Comments Citizen Sam Pickett asked how many employees are currently taking classes for water and sewer licenses? Also, the water meters located on city property, should be responsible for replacing any end points that are damaged not the property owner. 4. Consent Agenda a) Approval of Minutes b) Approval of Bills c) Financial Statements Report d) Tax Report e) Police Report f) City Administrator Report Councilman Zuehlke made the motion to approve items on the consent agenda. Motion was seconded by Councilman Becker and carried, 3-0. REGULAR AGENDA ITEMS MAYOR GALBREATH MOVED TO ITEM #6 COUNCILMEN. JARED MELDE AND WAYNE GREEN ENTERED THE MEETING. Presentation and discussion on proposed financing for Texas Water Development Board financial assistance for the City of Thorndale Water Supply Project. Presentation by Lauren Ferrero began with introduction of Municipal Bonds and role of the Bond Counsel. Ms. Ferrero also explained the Bond transaction timeline from start to finish takes about 60 days. Duane Westerman the City's Financial Advisor provided a 6. Water and Sewer Rate Analysis. Furnishing estimated growth in customers and increases in water and sewer rates to customers to cover the expenses of the water MAYOR GALBREATH MOVED TO ITEM #5 AND RESUMED ORDER OF AGENDA. Discussion and action to approve the City Audit for fiscal year ending September 30, Auditor Donald Allman presented the audit to the council showing no deficiencies. Councilman Zuehlke made the motion to accept the audit. Motion was seconded by Discussion and update on the City Water Supply Project and' Water Meter Administrator Miller stated no major updates for the Water Supply Project. The Water Meter Replacement Project has been completed except for some 2 inch water meters. The majority of end points have been installed. The software has been installed as office staff is able to view meter readings and detect problems. City Clerk Pickett is able to begin using the system to upload meter readings instead of manually entering them into Discussion and possible action to approve Ordinance #2024-04 adopting new water Administrator Miller explained that Southwest Milam increased the water rates by six cents. In return, the rates are increased by the same. New rates proposed for customers inside the city limits will be a base rate of $25 and $4.79 per 1,000 gallons thereafter. Customers outside the city limits al base rate of $39 and $4.79 per 1,000 gallons thereatter. After some discussion, Councilman Becker made the motion to approve the rate increase. Motion was seconded by Councilman Zuehlke and carried, 5-0. Discussion and possible action to approve Resolution #24-04 for an Advanced Funding Agreement (AFA) with the Texas Department of Transportation for the Downtown Streetscape Project and authorizing the City Administrator tol bei its representative. Administrator Miller reported the City of Thorndale's Downtown Streetscape Project was awarded $1,348,831.00. The application that was approved also included $294,372.001 in Transportation Development Credits. The TxDOT Bryan District has decided to take over the project meaning, the funding will go to Bryan. This agreement is required even though the fundingi is not coming directly to the city. The things to point out is the city would be responsible for all non-reimbursable costs and overrun costs. Councilman Zuehlke made the motion to approve the Resolution with TxDOT. Motion well. Mayor Galbreath thanked them for the information. 5. 2023 presented by Donald Allman, CPA. Councilman Green and carried, 5-0. 7. Replacement Project. the software. rates. 8. 9. was seconded by Councilman Melde and carried, 5-0. 10. Discussion and possible action to approve Resolution #24-05 a Municipal Maintenance Agreement between the Texas Department of Transportation and the City. Councilman Zuehlke made the motion to approve the agreement. Motion was seconded by Councilman Green and carried, 5-0. 11. Discussion and possible action to grant a variance for a property line encroachment at Administrator Miller explained that Mr. Christopher Gerren has asked for a variance to an existing property line at 107 East Quinn. According to the survey the entry way of the home encroaches ini the city right of way along Quinn Street. After some discussion, Councilman Becker made the motion to grant the variance with a condition that in the event the porch or encroachment is ever torn down the structure will not be allowed to rebuild, and the property would have to conform to the existing property lines. Motion 107 East Quinn Street. was seconded by Councilman Zuehlke and carried, 5-0. following the May 2024 High School Graduation. seconded by Councilwoman Davis and carried, 5-0. 12. Discussion and possible action to allow a fireworks display inside the City Limits After some discussion, Councilman Zuehlke made the motion to allow the fireworks display inside the city limits but between the ballfields outside the fences. Motion was 13. Discussion and possible action to accept bid for repair of the roof on the City Administrator's Office located in the park and to paint the exterior. After some discussion, Councilman Zuehlke made the motion to approve the repairs and painting of the roof. Motion was seconded by Councilman Melde and carried, 5-0. 14. Discussion on draft policy regarding damage or tampering to City water meters and cellular end points. Administrator Miller suggested some policy information found from other cities whom have incurred damages of cellular endpoints or meters and charges they applied to citizens. Council was concerned with public awareness and education stating the public should receive a letter.
