CITY OF SANTA FE PARK AND RECREATION BOARD SPECIAL MEETING JULY22, 2024 5:30 P.M. COUNCIL CHAMBERS 12002 HWY. 6, SANTA FE, TEXAS MINUTES The meeting was called to order at 5:44 p.m. by Chairperson Rebecca Martinez. Roll Call: Present: Chairperson Rebecca Martinez Associate Chairperson John Murello Board Member Chris Bozeman Board Member Nina Cederburg Board Member Mike Winburn Board Member Kara Campbell Absent: The Invocation was given by Associate Chairperson Murello, who then led those present in the Pledge of Allegiance IV. Presentation and approval of Minutes: 6/3/2024 Special Meeting, 6/17/2024 Regular Meeting, and Motion by Associate Chairperson Murello to approve the Minutes for the June 3, 2024, Special Meeting; the June 17,2024, Regular Meeting; and the June 26, 2024, Special Meeting, seconded by Board Member Bozeman. Old Business: Market Music Fest 1. Consideration and possible action: Involvement of the Park and Recreation Board for the 2024 Pocket The Pocket Market Music Fest founder Evelyn Hayes updated the Park and Recreation Board (the Board) on the current status of the music festival, which will take place on September 21, 2024, from 2:00p p.m. to 10:00p.m.: Thee event poster has been created, but Mrs. Hayes would like a vector logo for the Board to use on the poster Mrs. Hayes would like the $7,000 that the Board is sponsoring to be applied toward tents, tables, and chairs Mrs. Hayes will seek quotes for the tents, tables, and chairs, then submit the invoices to Community Services Mrs. Argentine confirmed to Mrs. Hayes that the City Ordinances support the sale of beer and wine at the festival, adding that the bartenders would need to be Texas Alcoholic Beverage Commission (TABC) certified Mrs. Hayes has secured security guards as well as police officers for festival security and traffic control Mrs. Hayes brought several posters to be hung up by Board members Director Georgia Argentine (formerly known as Georgia Carmack) Minutes (cont) 7/22/2024 Page 2of3 Mrs. Hayes has secured emergency medical personnel Mrs. Hayes will seek a mass gathering permit from the City of Santa Fe Mrs. Hayes is still working on the event schedule Mrs. Hayes is seeking monetary and in-kind sponsorships for the event Mrs. Hayes has social media posts scheduled to advertise the event Mrs. Hayes will visit local businesses with sponsorship packets that she willl be printing Mrs. Hayes will email the sponsorship packet to Mrs. Argentine for dissemination Mr. Brian Hayes, co-chair of The Pocket Market, stated that they would need approximately twelve hundred feet (1200') of fencing for the event Sponsorships and' VIP areas will be fenced off The Kids Zone will bei fenced off There will be 'all you can play' wristbands for sale for The Kids Zone There will need to be a minimum of twelve porta potties will be needed for the public One porta potty trailer will be needed for the bands and another one for the sponsors There will bei four hand washing stations Mrs. Hayes concluded by advising that she will not be holding The Pocket Market Holiday Market outdoors as originally planned, sO she will not be seeking to work in conjunction with the Board for thate event. B. Old Business: on June 29, 2024 1. Briefing and discussion: Lessons learned during Family Fun Fest held by the Park and Recreation Board Chairperson Martinez asked for feedback from Board members who volunteered for the Family Fun Fest. Board Member Cederburg stated that there were plenty of activities and that most of the attendees stayed for the majority Associate Chairperson Murello added that activity started to slow down only about an hour before the scheduled The festival was originally slated to end at 7:00 p.m. due to the Old Smokey Cook-off event, which was cancelled due to lack of interest. Chairperson Martinez expressed gratitude that the festival was instead able to end much earlier (around 2:00 p.m.), citing the risk of heat exhaustion due to the extreme heat and! humidity. The Park and Recreation Board discussed holding thel Family Fun Fest and the Old Smokey Cook-off as completely Chairperson Martinez stated that, despite news outlet i45NOW attending the event and interviewing her and the Pocket Market founder Evelyn Hayes, she did not see any news story on their Facebook page. Community Services Director Georgia Argentine said that the Galveston County Daily News published some photos oft the festival. Mrs. Argentine advised the swamp coolers had not yet been ordered since they would not be delivered in time for the festival, but she is working on getting them ordered. Consideration and possible action: Confirm and schedule event details for an August Art in the Park Community Services Director Georgia Argentine advised that the Kite Festival that was tentatively scheduled as an August event at Runge Park would have to be rescheduled due to Runge Park being designated by the Texas Commission on Environmental Quality (TCEQ) as a hurricane debris storage site following the destruction by Mrs. Argentine offered as an alternative an Art in the Park event to be held at. Tambrella Park at the same time as The Pocket Market, seconded by Board Member Bozeman. The motion passed unanimously. VI. Request for Future Agenda Items VII. Scheduling future meetings Chairperson Martinez recommended adding The Pocket Market Music Fest and Art in the Park to the next agenda. The Board scheduled a Special Meeting to be held on Monday, August 5, 2024, at 5:30 p.m. The next Regular Chairperson Martinez mentioned that the Santa Fel Park and Recreation Board meeting schedule may conflict with the monthly meetings of the Santa Fe Independent School District Board of Trustees, as both now meet on the third Motion to adjourn by Board Member Bozeman, seconded by Associate Chairperson Murello.
