SNOOK CITY COUNCIL August 12, 2024 MINUTES OF SPECIAL CALLED MEETING The City Council of the City of Snook, Burleson County, Texas, convened in special meeting at the Snook City Hall on August 12, 2024 at 5:30 p.m. with Mayor Frank Fields presiding. Attendance Mayor: Mayor Pro-Tem: Aldermen: City Staff: Visitors: I. Frank Fields Matt Collins David Junek Tina Vega, Wade Elkins, Mary Cook, John Pollock Roy Sanders, Charles Dunlap Mayor Frank Fields called the meeting to order at 5:30 p.m. II. Aquorum was established. III. Mayor Pro-Tem Matt Colins made a motion to adopt the agenda. Alderman Mary Cook seconded the motion. Motion carried unanimously 5-0. VI. Open Forum/Visitor's - Comments: None. V. Action Items: 1. Mayor Frank Fields read the item and City Administrator/City Secretary David Junek reviewed the tax rate calculation sheet with city council and went over the different rates. Mayor Pro-Tem Matt Collins asked if the tax rate is being proposed to stay the same and Mr.Junek said yes since the proposed budget was based on it. Mayor Pro- Tem Matt Collins motioned to propose at tax rate of $0.25 per $100 for FY 2025.A second was made by Alderman John Pollock and the following record vote was taken: Mayor Frank Fields- - In Favor Mayor Pro-Tem Matt Collins - In Favor Alderman Mary Cook- - In Favor Alderman Tina' Vega - In Favor Alderman John Pollock- - Inl Favor Alderman Wade Elkins - In Favor 2. Mayor Frank Fields read the item and City Administrator/City Secretary David. Junek went over the cost comparison that was provided to city council. Mr. Fields asked about the difference in cost in purchasing a vehicle and Mr. Junke explained that we would more than likely have to purchase a brand-new vehicle for a contract deputy but could explore a used vehicle for a police chief. Alderman John Pollock commented that he's leaning more toward standing up our own department versus going through Burleson County for a contract deputy. Alderman Wade Elkins commented that it bothered him that there are times a night where there is only one deputy available in the county and tends to agree with having our own police department. Mayor Pro-Tem Matt Collins commented that he believed if the city decided to invest this kind of money into law enforcement, that they should do it for the city sO that code enforcement and other ordinances could be enforced. Mr. Pollock agreed that it would be difficult for a deputy to enforce and city ordinances. Conversation was had on items on the cost comparison that could be potentially funded by grants. Mr. Fields asked ifit was a good idea to maybe advertise for a police chief position sometime between the fall and the first of the year and then take some time to vet any potential candidates and city çouncil generally agreed. Mr. Pollock commented that we could find a chief and give him a timeframe to come up with a budget and policies. Mr. Fields commented that he'd like to look at the extended budgets he'd presented city council previously and see how it lined up 3. Mayor Frank Fields read the item and reviewed the grant program. Mr. Fields said that if the city was awarded the grant, it would be required to adopt a zoning ordinance. Mr. Fields believes the comprenensive plan part is good ideal and would be beneficial in handling future development requests, but. has reservations on the zoning part since it basically tells people how they can sell their land. Mr. Fields said he's not necessarily opposed to it, but not sure how the public feels about it. Mayor. Pro-Tem Matt Collins asked what the grant money would be used for and Mr. Fields explained that it would hire consultants and/or engineers to develop all that is listed in the program. Mr. Collins asked how much of the city would have to be zoned and Mr. Fields said all ofi it. Alderman Mary Cook commented on her experience with zoning while working for Hempstead and Tomball. She commented that it would be beneficial to adopt zoning sooner rather than later, but understood it was tough to tell people what they can and can't do with their property and would have to find ways to educate the public well. Details of zoning were discussed such as what a zoning ordinance would look like, rezoning requests, etc. Mr. Fields commented that he would like more publici input and more time to do research on the subject and 4. Mayor Frank Fields read the item and City Council reviewed the minutes from the July 22, 2024 regular meeting. A motion was made by Alderman John Pollockto approve the minutes. A: second was made by Alderman Tina Vega and carried with estimated costs. No action was taken. the rest of city council agreed. No action was taken. unanimously 5-0 VI.
