ROLLIN e EXAS CITY OF ROLLINGWOOD SPECIAL CITY COUNCIL MEETING MINUTES Thursday, August 08, 2024 The City Council of the City of Rollingwood, Texas held a meeting, open to the public, in the Municipal Building at 403 Nixon Drive in Rollingwood, Texas on August 8, 2024. Members oft the public and the City Council were able to participate in the meeting virtually, as long as a quorum of the City Council and the presiding officer were physically present at the Municipal Building, in accordance with the Texas Open Meetings Act. A video recording oft the meeting was made and will be posted to the City's website and available to the public in accordance with the Texas Public Information Act upon written request. CALL SPECIAL CITY COUNCIL MEETING TO ORDER 1. Roll Call Mayor Gavin Massingill called the Special City Council meeting to order at 6:00 p.m. Present Members: Mayor Gavin Massingill, Brook Brown, Kevin. Glasheen, Sara Hutson, Phil McDuffee, and Alec Robinson Also Present: City Administrator Ashley' Wayman The following individuals spoke during public comments: PUBLIC COMMENTS Dave Bench, 11 Randolph Place, discussed the spirited discussion at last night's Planning and Zoning Commission, and suggested that the September 4th public hearing on residential building height and trees be postponed. He also discussed that hei tried to send a letter to the Planning and Zoning Commission to explain why the public hearing has been scheduled for September 4th, but after legal review it was determined that the letter could not be distributed. Discussion and possible action to set a public hearing ont the FY2 2024-2025 Budget for September Mayor Gavin Massingill explained that this is a series of agenda items continuing the budget 1 Special City Council Meeting - Minutes Thursday, August 08, 2024 Mayor Pro Tem Sara Hutson moved to set the public hearing on the Fiscal Year 2024-2025 Budget for September 4, 2024 at 5:00 p.m. Council Member Phil McDuffee seconded the motion. The motion carried with 5 in favor and 0 against. 3. Discussion and possible action to set a public hearing on the proposed Ad' Valorem Tax Rate for Mayor Pro Tem Sara Hutson moved to set the public hearing on the proposed. Ad' Valorem Tax Rate for September 4, 2024 at 5:00 p.m. Council Member Alec Robinson seconded the September 4, 2024 motion. The motion carried with 5 in favor and 0 against. 4. Discussion and possible action to set a proposed. Ad Valorem Tax Rate Mayor Gavin Massingill discussed that the recommendation is fori the City Councili to propose the Voter Approval Taxi rate, which is the rate just below what would trigger a voter approval process. He explained that the Council can always choose to adopt a rate lower than what was proposed, but that they can'texceed the rate was proposed. He also discussed the two rates that are before Mayor Pro Tem Sara Hutson moved to set the proposed Ad Valorem Tax Rate for Fiscal Year 2024-2025 at $0.2058 per $100 of valuation, which is the' Voter Approval Rate. Council the Council. Member Brook Brown seconded the motion. The motion carried with 5 ini favor and 0 against.
