The meeting was conducted in person and on YouTube. Mayor Henry gave the Invocation, and the Board of Aldermen led the Pledge of Allegiance Board Members Present: Mayor Bert Henry, Mayor Pro-Tem Rodney Bell, Alderman Zach Hurst, and Alderman Michael MacDonald. Board Members Absent: Alderman D. Jasen Staff Present: Village Administrator Manual De La Rosa, City Secretary Debra Bean, Police Chief Allen Fields and Marketing, Tourism Manager Deanna Whitsonand City Planner Gina tot the United States and Texas flags. Graham Pence. 1. PUBLIC COMMENTS raise money. Elizabeth Whitfield suggested the Village start charging for permits for golf carts to Jim Boynton spoke of past administrators rejecting his building plans. He expressed his disappointment in Mayor Pro Tem Bell. He said what went on in Wimberley has now happened here. He said he had to threaten a lawsuit to build his children's house in the village. He said there is no solution except a tax increase. 2. CONSENT AGENDA (A) APPROVAL OF MINUTES OF AUGUST 1, 2024, REGULAR BOARD OF (B) APPROVAL OF FINANCIAL REPORTS ENDING JULY3 31, 2024 Motion to approve Consent Agenda as presented made by Alderman MacDonald. DISCUSS AND CONSIDER POSSIBLE ACTION REGARDING ANY ITEM REMOVED FROM THE CONSENT AGENDA None 4. STATUS REPORTS (A) MILLAGE ADMINISTRATORS REPORT SALES TAX COLLECTIONS Sales tax collections for July representing May 2024 were $83,152.00. PACE PARK ALL-ABILITIES PLAYGROUND DEDICATION Mr. De La Rosa reminded the Board to attend the dedication. PUBLIC WORKS MAINTENANCE WORKER POSITION VACANCY Mr. De La Rosa stated we are still trying to fill this position and will continue to outsource mowing until the position is filled. CEREMONY (B) POLICE CHIEF STATUS REPORT CALLS FOR SERVICE There were 381 calls for service. DEPARTMENT UPDATE LICENSE PLATE READER PROGRAM UPDATE There were 132,276 unique license plates read. $3,100 for AED devices for patrol cars. Barrow Brewing hosted the "Cops & Robbers 5K" and raised just over Mayor Henry returned to Public Comments. Maurine Garcia discussed the condition of the public water on the West side of town. (C) TOURISM DEPARTMENT REPORT SALADO MARKETING ACTIVITIES VISITOR'S CENTER ACTIVITIES UPCOMING EVENTS Mrs. Whitson explained the progress made on the QR codes. 5. WORKSHOP (A) Proposed Fiscal Year 2025 Operating Budget Mr. De La Rosa explained that the proposed budget was very lean. Mayor Henry explained that we have not had a balanced budget in about five years. Tne only positions added are a % time Public Works position. He explained that the highest line items are the police department. (C) Public Comments/Public Hearing on 5(A) and 5(B) (B) Proposed Tax Rate No public comments were made. (A) DISCUSS AND POSSIBLE ACTION TO APPROVE ACCEPTANCE OF BLUFF CIRCLE ROAD AS AN ASSET OF THE VILLAGE OF SALADO IN ACCORDANCE WITH ROADWAY IMPROVEMENT AGREEMENT DATED JULY21, 2022, AND AUTHORIZING MAYOR BERT HENRY TO EXECUTE A SPECIAL WARRANTY DEED FROM GRANTOR, BLUFF CIRCLE HOMEOWNERS, INC., C/O PRESIDENT DANNY ALLEN. Motion made by Alderman Hurst to approve the acceptance of Bluff Circle Road as an asset of the village of Salado in accordance with roadway improvement agreement dated July 21, 2022, and authorizing Mayor Bert Henry to execute a special warranty deed from grantor, Bluff Circle Homeowners, Inc., clo President Danny Allen. Seconded by Mayor Pro Tem Bell. All approved and motion carried by a vote of three in favor, none opposed. (B) DISCUSS AND POSSIBLE ACTION TO APPROVE ESCROW AGREEMENT 3Y. AND BETWEEN THE VILLAGE OF SALADO, TEXAS, AND CELTS INTERNATIONAL LLC., REFERRED TO AS THE SALADO CENTER DEVELOPMENT, AND AUTHORIZE THE VILLAGE ADMINISTRATOR TO Mayor Henry opened the floor for public comments. (C) DISCUSSION AND POSSIBLE ACTION TO APPROVE ORDINANCE NO. 2024-10, AN ORDINANCE ADOPTING THE 2019 COMPREHENSIVE PLAN, TO BECOME EFFECTIVE UPON ITS APPROVAL, AND REPEALING THE 2004 AND 2014 COMPREHENSIVE PLANS, AND PROVIDNG FINDINGS OF FACT; EFFECTIVE DATE; REPEALER; SEVERABILITY CLAUSE; AND Mrs. Pence explained that the 2019 Comprehensive Plan was never adopted by Ordinance, only by Minutes. Mayor Henry explained that by updating the pian in-house we are saving the Village about $50,000. Mayor Henry opened the floor for public comments. (F) DISCUSS AND POSSIBLE ACTION TO APPROVE A MUNICIPAL MAINTENANCE AGREEMENT BETWEEN THE STATE OF TEXAS THROUGH THE TEXAS DEPARTMENT OF TRANSPORTATION ("STATE"), AND THE VILLAGE OF CITY OF SALADO ("CITY") AND AUTHORIZING MAYOR BERT HENRY TO EXECUTE THE AGREEMENT. Mr. De La Rosa explained the purpose of the agreement. Our maintenance agreement is not current. This is to update the agreement to cover our current areas for streetlights, etc. He is recommending adoption and Motion made by Alderman MacDonald to approve the agreement as written. (G) DISCUSS AND POSSIBLE ACTION TO APPROVE, RESOLUTION NUMBER 2024-04, A RESOLUTION APPROVING THE AGREEMENT DATED AUGUST15, 2024 BETWEEN THE STATE OF TEXAS AND THE VILLAGE OF SALADO, TEXAS, FOR THE MAINTENANCE, CONTROL, SUPERVISION, AND REGULATION OF CERTAIN STATE HIGHWAYS AND/OR PORTIONS OF STATE HIGHWAYS IN THE VILLAGE OF SALADO, TEXAS: AND PROVIDING FOR THE EXECUTION OF SAID AGREEMENT.
