Agenda Motion by Mayor Pro Tem Mike Stephens to approve the consent agenda. Seconded by Council Member. Josh Tennison. Vote 4-0, motion carried. A. CVCAA- Renewal 2024 Vote 4-0, motion carried. Motion by Council Member Josh' Tennison to approve oft the agreement renewal with the Concho Valley Community Action Agency. Seconded by Council Member Skyler Rainwater. Discussion: The Sheriff's Department would like tol have an agreement inj place with the City of Robert Lee for the use of the animal control facility and its staff in animal cruelty cases since they do not have the facilities to hold animals. In the agreement, the council would like for the bill tol be sent directly to the County instead of the defendant in these cases, and to Discussion: Mayor Arens spoke with Judge Bounds about the requirements for judge since she no longer met the qualifications. Council needs to determine whether or not to terminate the position and publish thej position for applications or continue with the current judge who Motion' by Councill Member Skyler Rainwater to terminate the judgeship with Judge Bounds and allow office staff to publish the position and start taking applications. D. 17-24- Municipal Court Ordinance Discussion: Council would like to consider changing the requirement that judges need to own real property within the county to. Vote 4-0, motion Discussion: Parks Trailer LLC did not have the Council's requirement ofhaving General Liability insurance and' Workers Compensation insurance to proceed with the LCRA grant. Motion by Council Member Josh Tennison to select Bass Roofing quote to apply for the LCRA grant to repair the RLVFD roof. Seconded by Mayor Pro Tem Mike Stephens. Vote 4- Motion by Council Member Josh Tennison to approve of the RLVFD Financial Controls Policy. Seconded by Council Member Skyler Rainwater. RLVFD - Budget for 2024- A Approved 7-1-2024 Motion by Council Member Josh Tennison to approve oft the RLVFD Budget for 2024. Seconded by Council Member Jonathan Torres. Vote 4-0, motion carried. H. RLVFD- -I Purchasing Policy Approved 7-1-2024 Motion by Council Member Jonathan Torres to approve oft the RLVFD Purchasing Policy. Seconded by Mayor Pro Tem Mike Stephens. Vote 4-0, motion carried. Reports Mayor Administrator- - 579 Bills issues, 101 late bills issued, 8 meters disconnected due to nonpayment. Remaining street signs will be scrapped pending the Public Works schedule. Downton grant designs were altered because ofTDA denying the initial design, so the median on Austin is no longer an option. The part time animal control position was filled by Gilbert Abalos. Superintendent - 38 work orders completed, 6 sanitation work orders completed, 3 minor leaks repaired, 61 moderate leaks repaired, 1 major leak repaired. 3 sewer stops cleared, 1 line locates completed, 1 data log captured, 1 report ofi illegal dumping in the cardboard recycling containers. June 4th CCRs were sent out to all customers. Annual Sludge report submitted to TCEQ, and sludge transported permit renewed. Dollar General sewer and water taps completed. Zero turn parts ordered and repaired. Emergency evacuation on Bishop, north of thel highway due to a shut valve opening back up. Valve bypassed and set to bej properly repaired when a larger digging machine is available. Scheduled annual OSHA and EPA mandated chemical spill response training for. July 18th and 19th in the Dallas area. Request for Future. Agenda items The Sheriff's department asked that the City enforce their curfew ordinances with the rise in minor's committing vandalism. City staffinformed the officers present that with the recent pass House Bill 1819 in 2023, municipalities are no longer permitted to enforce curfews on minors.
