Minutes The City of Princeton  City Council Special Joint Meeting of July 2, 2024  The City Council of the City of Princeton, Texas, met in Special Joint Session on July 2, 2024, at 5:30 p.m. in the City Council Chamber at the Municipal Center,  located at 2000 E. Princeton Dr. Princeton, Texas 75407.  The following City Councimembers were present: Mayor Brianna Chacon, Mayor Pro Tempore Steven Deffibaugh, Councilmember Bryan Washington, Councimember David Kleiber, Councilmember Ryan Gerfers, Councimember Carolyn David-Graves, Councimember Ben Long, and Councilmember Marlo  Obera.  The following Economic Development Corporation Board Members were present: Chairman Terrance Johnson, Director Michael Crawford, Director Patsy  Sheehan, and Director James Miller.  The following Economic Development Corporation Board Members were absent: Director Emarcus Bingham, and Director Mike Thompson.  The following Community Development Corporation Board Members were present: Chairman Jaisen Rutledge, Director Jason Nash, Director Jeff Watson,  Director Michelle Burk, and Director Melissa Ned.  The following Community Development Corporation Board Members were  absent: John Ragan.  The following Staff Members were present: City Manager Michael Mashburn, Interim Deputy City Manager John Land, Assistant City Manager Allison Cook, City  1    Secretary Amber Anderson, City Attorney Grant Lowry, Police Chief Waters, Detective Crawford, Detective Loya, Officer Bradford, Officer Quimbey, IT Analyst Mathew Ickes, Employee Experience Director Fallan Carrillo, and Community  Development Corporation Coordinator Deshawyna Walker.  Mayor Chacôn called roll, present were Councimembers: Ryan Gerfers, Bryan Washington, Marlo Obera, David Kleiber, Mayor Pro Tempore Steven Deffibaugh,  Councilmember Ben Long, and Carolyn Davd-Graves.  Mayor Chacon called the City Council Meeting to order at 5:35 p.m. Chairman Terrance Johnson called the Economic Development Corporation  Meeting to order at 5:35 p.m.  Chairman Jaisen Rutledge called the Community Development Corporation  Meeting to order at 5:36 p.m.  Mayor Chacôn announced the invocation: Kelly Carr Mayor Chacôn announced the Pledge of Allegiance  Mayor Chacon announced Public. Appearance: Gbenga Abiodun Mayor Chacon announced Items of Community Interest: None Mayor Chacon announced Ceremonial Items: None  Mayor Chacôn announced Executive Session: Under terms of Chapter 551 of Texas Government Code the City Council may enter into Closed Session or Executive Session to discuss the following: Section 551.071, Texas Government Code. Consultation with the City Attorney on pending or contemplated litigation, a settlement offer, or on a matter in which the duty of the attorney to the governmental body under the Texas Disciplinary Rules of Professional Conduct oft the State Bar of Texas clearly conflicts  2    with this chapter on any agenda item listed elsewhere within this agenda, and/or the  subject matter listed below:  EDC/CDC CEO position and salary EDC/CDC Coordinator position and salary  Voluntary Resignations Council Liaisons  Section 551.074, Texas Government Code. Personnel Matters; Closed Meeting. Princeton Economic Development Corporation = Place 4 Resignation Princeton Community Development Corporation = Place 4 Resignation  Council adjourned into executive session 5:48 p.m. Council reconvened from executive session 7:55 p.m. EDC adjourned into executive session 5:46 p.m. EDC reconvened from executive session 7:55 p.m. CDC adjourned into executive session 5:47 p.m. CDC reconvened from executive session 7:55 p.m.  ACTION PERTAINING TO EXECUTIVE SESSION: No Action Councilmember Bryan Washington left the meeting at 7:55 p.m. Mayor then announced Public Hearings: None  3    Mayor Chacôn announced the first item under special agenda K.1 2024-128: Consider approving Terrance Johnson's voluntary resignation from Princeton Economic Development Corporation, Place 4; and take appropriate action. Mayor Pro Tempore Steve Deffibaugh made a motion to approve the voluntary resignation of Terrance Johnson effective immediately. Councilmember Ben Long seconded the motion to approve the voluntary resignation of Terrance Johnson resignation effective immediately. The motion carried 6-0.  Mayor Chacon announced the second item under special agenda K.2 2024-129: Consider approving Jaisen Rutledge's voluntary resignation from Princeton Community Development Corporation, Place 4; and take appropriate action. Mayor Pro Tempore Steve Deffibaugh made a motion to approve the voluntary resignation of Jaisen Rutledge effective immediately. Councimember Ben Long seconded the motion to approve the voluntary resignation of Jaisen Rutledge  effective immediately. The motion carried 6-0.  Mayor Chacôn announced the third item under special agenda K.3 2024-130: Discuss and approve the appointment ofi individual Councilmembers to serve as Council liaisons to the PEDC and PCDC for the purpose offacilitating communication; and take appropriate action. Councimember Ben Long made a motion to table item K.3 2024-130 to July 22nd meeting. Councilmember Carolyn David-Graves seconded the motion to table item K.3 2024-130 to July 22nd meeting. The  motion carried 6-0.  Mayor Chacon announced the fourth item under special agenda K.4 2024-131: Discussion and update regarding the PEDC-PCDC CEO hiring process; and take  4    appropriate action. Mayor Chacôn asked Deshawyna Walker for update on the process. Council direction from City side. Council direction to be able to have someone on the city side to help assist with that as a Liaison through the  process.  Mayor Chacôn announced the Report tAgenda:  1) Budget Town Hall Meeting, Monday, July 8, 2024, from 6-8 PM. 2) CC/PISD Special Joint Meeting, Tuesday, July 9, 2024, @ 6:30 PM.
