Minutes The City of Princeton City Council Regular Meeting of June 24, 2024 The City Council of the City of Princeton, Texas, met in Regular Session on June 24, 2024, at 6:30 p.m. in the City Council Chamber at the Municipal Center, located at 2000 E. Princeton Dr. Princeton, Texas 75407. The following Councilmembers were present: Mayor Brianna Chacon, Mayor Pro Tempore Steven Deffibaugh, Councilmember Bryan Washington, Councimember Ryan Gerfers, Councilmember Carolyn David-Graves, Councimember Ben Long, and Councilmember Marlo Obera. F.2 2024-06-24-R: Consider approving Resolution No. 2024-06-24-R, a request from Apexx 241AC McKinney Partnership LLC and Parkwood Hill School Real Estate LLC to remove a tract of land from the City's extraterritorial jurisdiction, said property being 37.108 acres of land situated in the Thomas A. Rhodes Survey, Abstract No. 741 and the David Cherry Survey, Abstract No. 166, Collin County, Texas; and take appropriate action. F.7 2024-122: Consider approving a request from Retail Partners, LLC for final plat approval for a property being a 1.986 acre tract of land situated in the Hardin Wright Survey, Abstract No. 957, City of Princeton, Collin County, Texas; and take appropriate action. F.8 2024-123: Consider approving a request from Megatel Homes, LLC for final plat approval for a property being a 70.477 acre tract of land situated in the John Russell Survey, Abstract No. 743, City of Princeton, Collin County, Texas; and take appropriate action.F.9 2024-124: Consider approving a request from Clifton Ray Mayfield & Shirley E. Mayfield for preliminary plat approval for a property being a 229 acre tract of land situated in the Hardin Wright Survey, Abstract No. 957, City of Princeton, Collin County, Texas; and take appropriate action. F.10 2024-06-24-R05: Consider approving Resolution No. 2024-06-24-R05, establishing the allocation of funds not to exceed amount of $98,648.91 for the Myrick Lane construction project and authorizing the City Manager to execute Change Order #9 and all related documents; and take appropriate action. The motion carried 7-0. 4 Mayor Chacôn announced Ceremonial Items: G.1 2024-127: Recognize the exceptional efforts of our K9 unit, Bolt, for apprehending a dangerous suspect and locating key evidence. No Action. Mayor Chacôn announced the Executive Session: Executive Session: Under terms of Chapter 551 of Texas Government Code the City Council may enter into Closed Session or Executive Session to discuss the following: Section 551.071, Texas Government Code. Consultation with the City Attorney on pending or contemplated litigation, a settlement offer, or on a matter in which the duty of the attorney to the governmental body under the Texas Disciplinary Rules of Professional Conduct of the State Bar of Texas clearly conflicts with this chapter on any agenda item listed elsewhere within this agenda, and/or the subject matter listed below: Princeton Economic Development Corporation Princeton Community Development Corporation Administrative Services Agreement with PEDC/PCDC PEDC/PCDC Employee Compensation Local Sales and Use Tax Allocation and Options Section 551.074, Texas Government Code. Mayor Pro Tempore Steven Deffibaugh made a motion not to approve the request from the PEDC and PCDC regarding an annual compensation increase for the PEDC-PCDC Coordinator and set that amount at ten percent. Councimember Marlo Obera seconded the motion not to approve the request from the PEDC and PCDC regarding an annual compensation increase for the PEDC-PCDC Coordinator and set that amount at ten percent. Mayor Chacôn announced the seconded item under Regular Agenda K.2 2024- 117: Consider approving Terrance Johnson's voluntary resignation from Princeton Economic Development Corporation, Place 4; and take appropriate action. Mayor Chacôn announced the third item under Regular Agenda K.3 2024-125: Consider approving Jaisen Rutledge's voluntary resignation from Princeton Community Development Corporation, Place 4; and take appropriate action. Mayor Chacon announced the fourth item under Regular Agenda K.4 2024-119: Consider approving a First Amendment to the Consulting Services Agreement between the City and Charles S. Mayor Chacôn announced the fifth item under Regular Agenda K.5 2024-120: Consider approving a pre-annexation and development agreement by and between the City of Princeton, Texas and PrincetonNS Holdings, LLC specifying the terms for annexation and development of a 24.50 acre tract of land in the Carter T. Clift Survey, Abstract No. 162 Collin County, Texas; and take appropriate action. Mayor 7 Pro Tempore Steven Deffibaugh made a motion to approve. Councimember Ben Long seconded the motion to approve. The motion carried 4-3. Mayor Chacôn announced the sixth item under Regular Agenda K.6 2024-06-24- R04: Consider approving Resolution No. 2024-06-24-R04 determining costs and calling a public hearing to consider an ordinance levying assessments on property located within the Winchester Public Improvement District No.3; directing the publication and mailing of notice of such public hearing; and take appropriate action. Mayor Pro Tempore Steven Deffibaugh made a motion to approve. Councilmember Bryan Washington seconded the motion to approve. The motion carried 7-0. Mayor Chacôn announced the seventh item under Regular Agenda K.7 2024- 126: Consider approving the attached agreement between Collin County Municipal Utility District #2, Bridgewater, and the City of Princeton for fire protection and emergency medical services; and take appropriate action. Councimember Bryan Washington made a motion to approve. Councimember Carolyn David-Graves seconded the motion to approve. The motion carried 7-0. Mayor Chacôn announced the eighth item under Regular Agenda K.8 ORD- 2024-06-24: Consider approving Ordinance No. 2024-06-24 of the City Council of the City of Princeton, Texas, amending the Princeton Municipal Code, Chapter 30, Fire Prevention, by adding a new Article IV, Mitigation Rates for Emergency and Non- Emergency Services, to add authorization for a schedule of mitigation rates for fire department services in Appendix A, Fee Schedule; and take appropriate action. Councimember Carolyn David-Graves made a motion to approve. 8 Councimember Bryan Washington seconded the motion to approve. The motion carried 7-0. Mayor Chacon announced the ninth item under Regular Agenda K.9 2024-118: Consider approving a request for items to be placed on a future agenda and NOT for discussion of these requests. 1. Mayor Pro Tempore Steven Deffibaugh has requested an update on the 6th Street mailboxes. The mailboxes have not been moved, and there has been no progress on clearing out the debris or rocks from the yards or drainage ditches, nor has new sod been put down. He stated that this needs to be addressed as soon as possible.
