Minutes The City of Princeton City Council Special Meeting of July 8, 2024 The City Council of the City of Princeton, Texas, met in Special Session on July 8, 2024, at 5:00 p.m. in the City Council Chamber at the Municipal Center, located at 2000 E. Princeton Dr. Princeton, Texas 75407. The following Councilmembers were present: Mayor Brianna Chacon, Mayor Pro Tempore Steven Deffibaugh, Councimember Bryan Washington, Councimember Ryan Gerfers, Councilmember Carolyn David-Graves, Councilmember Ben Long, and Councimember Marlo Obera. The following Councimembers arrived late: Councimember Carolyn Davd- Graves arrived at 5:09 p.m. The following Councimembers were absent: Councimember David Kleiber. The following Staff Members were present: City Manager Michael Mashburn, Deputy City Manager John Land, Assistant City Manager Allison Cook, City Secretary Amber Anderson, City Attorney Grant Lowry, Police ChiefWaters, IT Director Rick Irvine, Detective Crawford, Police Administrative Supervisor Tiffany West, Detective Crawford, Detective Rizzo, Employee Experience Director Fallon Carrillo, Interim Finance Director, Community Events Manager Megan Petter, Parks and Recreation Director Chase Bryant, Public' Works Director Tommy Mapp, Library Director Glenda Puckett, Building Official Ismael Rivera, Facilities Specialist Jonathan Murley, Director of Marketing and Communications Erin Mudie, and Communications Specialist Mallory Cammarata. 1 Mayor Chacôn called the City Council Meeting to order at 5:01 p.m. Mayor Chacon called roll, present were Councimembers: Ryan Gerfers, Bryan Washington, Ben Long, and Mayor Pro Tempore Steven Deffibaugh. Mayor Chacôn announced the invocation: Marc Hooks Mayor Chacon announced Public Appearance: Ken Sligman Mayor Chacôn announced Items of Community Interest: None Mayor Chacon announced the Consent Agenda: F.1 2024-132: Consider approving the following City Council meeting minutes; and take the appropriate action. June 24, 2024, Regular City Council Meeting. F.2 2024-07-08-R: Consider approving Resolution No. 2024-07-08-R, a request from Catherine Frizzell to remove a tract of land from the City's extraterritorial jurisdiction, said property being 3.0 acres of land situated in the Hardin Wright Survey, Abstract No. 957, Collin County, Texas; and take appropriate action. F.3 2024-07-08-R02: Consider approving Resolution No. 2024-07-08-RO2, authorizing the City Manager to execute the professional services agreement with HDLA; and take appropriate action. Mayor Pro Tempore Steven Deffibaugh made a motion to approve. Councimember Bryan Washington seconded the motion to approve. The motion carried 5-0. Mayor Chacôn announced Ceremonial Items: None Mayor Chacôn announced Executive Session: None Mayor Chacon announced Public Hearings: J.1-2024-07-08: Conduct a public hearing and consider approving Ordinance No. 2024-07-08, levying assessments for the costs of certain improvements to be provided in the Winchester Public Improvement District No. 3; fixing a charge and lien against all properties within of the 2 district and the owners thereof; providing for the manner and method of collection of such assessments; making a finding of special benefit to property in the district; approving a service and assessment plan; providing a severability clause; providing an effective date; and take appropriate action. Public Hearing opened: 5:09 p.m. Public Hearing closed: 5:10 p.m. Mayor Pro Tempore Steve Deffibaugh made a motion to approve. Councimember Bryan Washington seconded the motion to approve. The motion carried 6-0. Mayor Chacon then announced the first item under Special Agenda: K.1 2024- 131: Consider approving the proposal to purchase of ICS Electronic Citations program for police and courts; and take appropriate action. Mayor Pro Tempore Steven Deffibaugh made a motion to approve. Councilmember Carolyn David- Graves seconded the motion to approve. The motion carried 6-0. Mayor Chacôn then announced the second item under Special Agenda: K.2 2024- 07-08-R01: Consider approving Resolution No. 2024-07-08-R01, a request for an Enterprise lease agreement for 15 police vehicles; authorizing the City Manager to acquire new' vehicles for use by the Princeton Police Department; and take appropriate action. Councimember Bryan Washington made a motion to approve. Councimember Carolyn David-Graves seconded the motion to approve. The motion carried 6-0. Mayor Chacôn then announced the third item under Special Agenda: K.3 2024- 133: Consider approving the Annual Comprehensive Financial Report for the year ended September 30, 2023 (audited), presented by Austin Henderson place of Louis 3 Breedlove with Brooks Watson & Co; and take appropriate action. Mayor Pro Tempore Steven Deffibaugh made a motion to approve. Councimember Bryan Washington seconded the motion to approve. The motion carried 6-0. Mayor Chacôn then announced the fourth item under Special Agenda: K.4 2024- 134: Consider approving a request for items to be placed on a future agenda and NOT for discussion of these requests.
