Minutes The City of Princeton City Council Meeting of May 13, 2024 The City Council of the City of Princeton, Texas, met in Regular Session on May 13, 2024, at 6:30 p.m. in the City Council Chamber at the Municipal Center, located at 2000 E. Princeton Dr. Princeton, Texas 75407. The following Councilmembers were present: Mayor Brianna Chacôn, Mayor Pro Tempore Steven Deffibaugh, Councimember Marlo Obera, Councilmember Bryan Washington, Councimember Ryan Gerfers, Councimember David Kleiber, Councilmember Carolyn David-Graves, and Councimember Ben Long. The following Staff Members were present: City Manager Michael Mashburn, Interim Deputy City Manager John Land, City Secretary Amber Anderson, City Attorney Grant Lowry, Police Chief Waters, Officer Bradford, IT Analyst Mathew Ickes, Marketing and Communications Director Erin Mudie, Detective Rizzo, Library Director Glenda Puckett, Utility Billing Supervisor Mercedes Rodriguez, Utility Billing Manager William Rosales, Development Director Craig Fisher, Finance Director Brennan Harding, Employee Experience Director Fallan Carrillo, Fire Chief Harvey, Public Works Director Tommy Mapp, and Parks and Recreation Director Chase Bryant. Mayor Chacôn called the City Council Meeting to order at 6:30 p.m. Mayor Chacon called roll, present were Councimembers: Marlo Obera, Ryan Gerfers, Bryan Washington, Mayor Pro Tempore Steven Deffibaugh, David Kleiber, Carolyn David-Graves, and Ben Long. 1 Mayor Chacon then announced and lead thei invocation: Marc Hooks Mayor Chacon then announced the Pledge of Allegiance Mayor Chacon then announced Public. F.1 2024-086 Consider approving the following City Council meeting minutes; and take the appropriate action. April 29, 2024 Special Meeting April 29, 2024 CC/EDCICDC Special Joint Meeting F.2 2024- 05-13-R Consider approving Resolution No. 2024-05-13-R, authorizing the City Manager to execute a professional services agreement with EPT Commercial not-to- exceed the amount of $161,500; and take appropriate action. F.3 2024-05-13-R08 Consider approving Resolution No. 2024-05-13-R08, expressing official intent to reimburse costs associated with professional services related to the police training facility from the issuance of tax-exempt obligations; and take appropriate action. F.4 2024-05-13-R02 Consider approving Resolution No. 2024-05-13-R02, a request from Robert and Drenda Strong to remove a tract of land from the City's extraterritorial jurisdiction, said property being a 10.0 acre tract of land situated in the James Russell Survey, Abstract No. 743, Collin County, Texas; and take appropriate action. F.5 2024-05-13-R03 Consider approving Resolution No. 2024-05-13-R03, a request from 2 Danny Copeland to remove a tract of land from the Cit/sextrateritorial jurisdiction, said property being a 10.629 acre tract of land situated in the JH Standord Survey, Abstract No. 865, Collin County, Texas; and take appropriate action. F.6 2024-05-13- R04 Consider approving Resolution No. 2024-05-13-R04, a request from Juan and Kimberly Flores to remove a tract of land from the City's extraterritorial jurisdiction, said property being a 1.01 acre tract of land situated in the James Russell Survey, Abstract No. 743, Collin County, Texas; and take appropriate action. F.7 2024-05-13- R05 Consider approving Resolution No. 2024-05-13-RO5, accepting improvements and approving maintenance bonds for Cypress Creek East Lift Station improvements, Cypress Creek Phase 1 Utilities, Cypress Creek Phase 2 Utilities, and Cypress Creek West Utilities & improvements; and take appropriate action. F.8 2024-05-13-R06 Consider approving Resolution No. 2024-05-13-R06, accepting improvements and approving maintenance bonds for CR 490 roadway, and Lake Ridge South roadway improvements; and take appropriate action. F.9 ord-2024-05-13-02 Consider approving Ordinance No. 2024-05-13-02, adopting an updated Water Conservation Plani for the City and amending Chapter 78, Utilities, Article II, Water, Division 5, Water Conservation Plan, Section 78.121, Water Conservation Plan Adopted, of the Princeton Municipal Code by deleting the previous Water Conservation Plan ini its entirety and replacing it with a new Addendum A; and take appropriate action. F.10 2024-05-13-R07 Consider approving Resolution No. 2024-05-13-R07, ratifying and approving the creation and establishment of the PCDC Grant Program; and take appropriate action. F.11 ord-2024-05-13-03 Consider approving Ordinance No. 2024- 05-13-03, ratifying and approving an adjustment to the Community Development 3 Corporation's fiscal year 2023-2024 budget toi include funding for the PCDC Grant Program in the amount of $100,000.00; and take appropriate action. Mayor Pro Tempore Steven Deffibaugh made a motion to move item No. F.2 2024-05-13-R to Executive Session. Councilmember Bryan Washington seconded the motion to move item No. F.22024-05-13-R to Executive Session. The motion carried 7-0. Mayor Chacôn then announced the first item under Ceremonial G.1 2024-087 Presentation of a Proclamation designating the week of May 12- 18, 2024, as National Police Week, during which we honor the service and sacrifice of law enforcement officers in our community and across the nation. No Action Mayor Chacôn then announced the second item under Ceremonial G.2 2024-088 Presentation of a Proclamation designating the week of May 19- 25, 2024, as Public Works Week in Princeton. No Action Mayor Chacôn then announced the third item under Ceremonial G.3 2024-091 Acknowledge officers and personnel who played a vital role in honoring Officer Nancy Dominguez. No Action Mayor Chacôn then announced the fourth item under Ceremonial G.4 2024-092 Recognize The Princeton Police Department for the grants they have received, including: Motorola Solutions WatchGuard JAG Grant, $47,190.00 for upgrade to the 4 body worn/in car camera system and storage. Southern State K-9 Grant, $7,500 towards the Purchase and Training of Bolt. No Action Mayor Chacon then announced the Executive Session: Under terms of Chapter 551 of Texas Government Code the City Council may enter into Closed Session or Executive Session to discuss the following. Section 551.071, Texas Government Code. Terry Survey, Abstract No. 890, City of Princeton, Collin County, Texas; and take appropriate action. Mayor Chacôn then announced the second item under Public Hearings: ORD-2024- 05-13-01: Conduct a public hearing and consider approving Ordinance No. 2024-05-13- 01 of the City of Princeton from Adetomi Olawale for a Specific Use Permit for a Daycare (Home Childcare) at 501 Rawhide Way, Being Lot 14, Block P, situated in Winchester Crossing, Phase 2, in the City of Princeton, Collin County, Texas; and take appropriate action. Mayor Chacôn then announced the first item under Regular Agenda: K.1 2024-089: Consider approving the receipt of Planning and Zoning Board member Place 6, Aaron Barnett's resignation letter; and take appropriate action. Councimember Marlo Obera made a motion to approve. Councilmember Bryan Washington seconded the motion to approve. The motion carried 7-0. 7 Mayor Chacon then announced the second item under Regular Agenda: K.2 2024- 093: Discussion and presentation for the CWD annual review and cost adjustment, presented by Jason Roemer, VP of Operations for CWD. No Action Mayor Chacon then announced the third item under Regular Agenda: K.3 2024-05- 13-R01: Consider approving Resolution No. 2024-05-13-R01, ratifying and approving the FirstAmendment to the Agreement between the City and Community Waste Disposal, L.P. to provide solid waste and recyclable materials collection, transportation, and disposal services to the City and its residents; and take appropriate action. Mayor Pro Tempore Steven Deffibaugh made a motion to approve. Councimember Marlo Obera seconded the motion to approve. The motion carried 7-0. Mayor Chacôn then announced the fourth item under Regular Agenda: K.42024- 094: Consider approving a request from the PEDC and PCDC to authorize the creation of the PEDC-PCDC Manager position; and take appropriate action. Mayor Pro Tempore Steven Deffibaugh made a motion to approve. Councilmember Bryan Washington seconded the motion to approve. The motion carried 7-0. Mayor Chacôn then announced the fifth item under Regular Agenda: K.5 2024-090: Consider approving a request for items to be placed on a future agenda and NOT for discussion of these requests. 1. Councimember Marlo Obera would like Mr. Mashburn to explore the possible internship opportunities here within the city for our High School students that may have an interest in Government that could have an intern opportunity. 8 2. Councimember Carolyn David-Graves recommend that we post on our Facebook page and website a number for CWD that residents can call when they have a concern as well as information arranging for pickup at an additional cost.
