City CITY COUNCIL REGULAR MEETING July 15,2024 Present: Clay Parker, Mayor Leo Whelchel, Mayor Pro Tem Councilmembers: Paula Coggin Ronnie Starkey Donovan Owens Kelly Gerber City Staff: Dessie Whelchel, City Administrator / Finance Director Call to Order and Announce a Quorum is Present Anita Griffith, Utility Billing Clerk Joe Snyder, Public Works Director With a quorum of the Council members present, the regular called meeting of the Redwater City Council was called to order by Mayor Parker at 06:02 pm on Monday, July 15, 2024, int the Community Center at Redwater City Hall, 120 Redwater Blvd. W, Redwater, TX. Invocation and Pledge of Allegiance led by Councilmember Paula Coggin. None. Reports Public Comments - Open Forum (a) Mayor-Clay Parker Update on tornado sirens-One of the three sirens is currently working. The estimate to repair and make operational for the other two would cost around $6,000. Clay has reached out for quotes to replace the sirens rather than repair them. and. hopes to hear Monthly Financial Reports - Council reviewed financial reports included in Council back on those quotes soon. (b) City Administrator. / Finance Director Dessie Whelchel Packet Consent Agenda REDWATER CITY COUNCIL REGULAR CALLED. MEETING JULY 15, 2024 MOTION: Upon a motion made by Councimember Whelchel and a second by Councilmember Gerber, the Council voted five (5) for and none (0) opposed to approve and adopt the consent agenda as follows: (a) (b) Approval of minutes of the Regular Meeting on June 18, 2024 Approval of accounts payable for June 2024 The motion carried. Executive Session Reconvene (a) (b) MOTION: Council adjourned into executive session at 6:08 pm Council reconvened into open session at 6:40 pm Discuss 2024 employee incentive pay Discuss pay rates/incentives for fiscal year 2024/2025 Upon a motion made by Councilmember Starkey, and a second by Councilmember Owens, the Council voted four (4) for and none (0) opposed, with Council member Whelchel abstaining, approving leaving the incentive pay the same as the prior year; and approved various pay rates for various employees for fiscal year 2024/2025. The motion carried. Adjournment MOTION: Upon a motion made by Councimember Whelchel and a second by Councilmember Owens, the Council voted five (5) for and none (0) opposed to adjourning the regular meeting of the Redwater City Council at 06:42 pm on Monday, July 15,2024.
