Minutes The City of Princeton City Council Meeting of August 12, 2024 The City Council oft the City of Princeton, Texas, met in Regular Session on August 12, 2024, at 6:30 p.m. in the City Council Chamber at the Municipal Center, located at 2000 E. Princeton Dr. Princeton, Texas 75407. The following City Councilmembers were present: Mayor Brianna Chacôn, Mayor Pro Tempore Steven Deffibaugh, Councimember Bryan Washington, Councimember David Kleiber, Councilmember Carolyn David-Graves, Councilmember Ben Long, Councimember Marlo Obera, and Councimember Ryan Gerfers. Mayor Chacôn called the City Council Meeting to order at 6:31 p.m. Mayor Chacôn called roll, present were Councilmembers: Bryan Washington, David Kleiber, Carolyn David-Graves, Marlo Obera, Ryan Gerfers, Ben Long, and Mayor Pro Tempore Steven Deffibaugh. 1 Mayor Chacôn announced the invocation: Kelly Carr Mayor Chacôn announced Public Appearance: Dorinda Powell, Teresa McGuinness, Clinton Lowrance, Allison Guerrero. Mayor Chacôn announced Items of Community Interest: Join the Princeton Fire Department for a hands-on CPR class designed to teach life-saving skills! The class will be held on August 15 from 6-9 p.m. at Faith Baptist Church. Sign up on the City website. This class is brought to you by the Community Development Corporation. Improve your heart health! The American Heart Association offers Princeton residents a FREE health program to improve blood pressure. Participants will receive a blood pressure kit, monthly health education classes, and more! Classes will be provided at the library or remotely for those who cannot attend in person. To check availability and sign up, call 972-972-8930. Join the Princeton Fire Department for a special celebration as we honor a cherished tradition---the Firetruck Push-In Ceremony! Witness this time-honored ritual twice on August 21 as we officially welcome our new apparatus into service! The first ceremony will take place at 10 a.m. at Station #4, and the second will take place at 1 p.m. at Station #3. Each ceremony will last about 30 minutes. The Princeton Fire Department is thrilled to share that two ofi its own firefighters, Joe Vega and Steven Cortinas, are stepping into the ring to represent Team Fire at this year's Guns & Hoses Boxing Tournament! 2 We'd love for you to join us in supporting our brave heroes as they go head-to-head for a great cause, benefiting the families of fallen first responders. Mayor Chacôn announced the Consent Agenda: G.1 2024-158: Consider approving the following City Council meeting minutes; and take the appropriate action. July 22, 2024, City Council Work Session Meeting July 22, 2024, City Council Regular Meeting G.2:2024-159: Consider approving the FY2025 Collin County Dispatch Services Amendment for the Princeton Fire Dept; and take appropriate action. G.3 2024-160: Consider approving the FY2025 Collin County Jail Services Amendment for the City of Princeton; and take appropriate action. G.4 2024-161: Consider approving the FY2025 Collin County Dispatch Services Amendment for the Princeton Police Dept; and take appropriate action. G.5 2024-08-12-R: Consider approving Resolution No. 2024-08-12- R, accepting improvements and approving maintenance bond for Simpson Crossing Phase 2 improvements; and take appropriate action. 3 Mayor Pro Tempore Steven Deffibaugh made a motion to approve everything except items G.3 2024-160 and G.4 2024-161. Mathews, Detective Bradford, Officer Heflin, and Officer Stiltz of the Princeton Police department with their R.I.S.E. Pillar Awards H.2 2024-164: Presentation of a Proclamation designating August 9, 2024, as Smokey Bear Day. Mayor Chacôn announced Executive Session: Executive Session: Under terms of Chapter 551 of Texas Government Code the City Council may enter into Closed Session or Executive Session to discuss the following: Section 551.071, Texas Government Code. Consultation with the City Attorney on pending or contemplated litigation, a settiement offer, or on a matter in which the duty of the attorney to the governmental body under the Texas Disciplinary Rules of Professional Conduct of the State Bar of Texas clearly conflicts with this chapter on any agenda item listed elsewhere within this agenda, and/or the subject matter listed below. Mayor Chacon announced the second item that was removed from consent agenda G.42024-161: Consider approving the FY2025 Collin County Dispatch Services Amendment for the Princeton Police Dept; and take appropriate action. The motion carried7-0 Mayor Chacon announced the first item under Regular Agenda K.1 ORD-2024- 08-12: Consider approving Ordinance No. 2024-08-12 of the City Council of the City of Princeton, Texas, ordering and calling a general election to be held on November 5, 2024, for the purpose of electing a Mayor and City Council Members for Seat 1 and Seat 2; and take appropriate action. 5 Councilmember Bryan Washington made a motion to approve. Mayor Chacon announced the second item under Regular Agenda K.2 ORD-2024- 08-12-01: Consider approving Ordinance No. 2024-08-12-01 of the City Council of the City of Princeton, Texas, establishing the Municipal Court as a Court of Record; amending the Princeton Municipal Code, Chapter 22, "Courts," by repealing and replacing Article I," "In General," in its entirety and adding a new Article Ito be titled "Municipal Court of Record"; and take appropriate action. Mayor Pro Tempore Steven Deffibaugh made a motion to approve. Councimember Bryan Washington seconded the motion to approve. The motion carried 7-0. Mayor Chacôn announced the third item under Regular Agenda K.3 2024-08-12- R01: Consider approving Resolution No. 2024-08-12-R01 proposing amendments to the project plan and financing plan for a reinvestment zone number three, City of Princeton, Texas; calling a public hearing; providing effective date; and resolving other matters related thereto; and take appropriate action. Mayor Chacôn announced the fourth item under Regular Agenda K.4 2024-165: Consider approving our 2024 Budget Planning Calendar and scheduling a date for the budgetworkshop; and take appropriate action. The motion carried 7-0. 6 Mayor Chacôn announced the fifth item under Regular Agenda K.5 2024-171: Consider approving John Ragan's voluntary resignation from the Princeton Community Development Corporation, Place 2; and take appropriate action. Mayor Chacôn announced the sixth item under Regular Agenda K.6 2024-166: Consider approving the appointments and/or reappointments to the Boards and Commissions for the Economic Development Corporation and Community Development Corporation; and take appropriate action. Councimember Carolyn David-Graves made a motion to approve the appointment of Albert Lott, Place 5 to Economic Development Corporation and Mary Lou Pettis, Place 21 to the Community Development Corporation. Councimember Marlo Obera seconded the motion to approve the appointment of Albert Lott, Place 5to Economic Development Corporation and Mary Lou Pettis, Place 2 to the Community Development Corporation. The motion carried 7-0. Mayor Chacôn announced the seventh item under Regular Agenda K.7 2024- 167: Update and presentation on current and future roadway projects, by Public Works Director Tommy Mapp. No Action Mayor Chacôn announced the eighth item under Regular Agenda K.8 2024-168: Update and presentation by the Parks and Recreation Department updating City Council on Special Events for FY24- 25. No Action 7 Mayor Chacôn announced the ninth item under Regular Agenda K.9 2024-152: Discussion and update regarding the status of the PEDC/PCDC CEO position and hiring process; and take appropriate action. No Action Mayor Chacôn announced the tenth item under Regular Agenda K.10 ORD-2024-08-12-02: Consider approving Ordinance No. 2024-08-12-02, ratifying and approving an adjustment to the Community Development Corporation's fiscal year 2023-2024 budget to include funding for necessary repairs and maintenance at the Steven & Judy Deffibaugh Community Center in the amount of $500,000.00; and take appropriate action. Councimember Marlo Obera made a motion to approve. Councimember Carolyn David-Graves seconded the motion to approve. The motion carried 6-0 Defibaugh abstained. Mayor Chacôn announced the eleventh item under Regular Agenda I.11 2024-147: Consider approving a request for items to be placed on a future agenda and NOT for discussion of these requests. None Mayor Chacôn then announced the Report Agenda: 1) Special Housing Standards Commission Meeting, Thursday, August 22, 2024 @5 PM. 2) Next Regular City Council Meeting, Monday, August 26, 2024 @ 6:30 PM.
