Minutes The City of Princeton City Council Meeting of August 26, 2024  The City Council of the City of Princeton, Texas, met in Regular Session on August 26, 2024, at 6:30 p.m. in the City Council Chamber at the Municipal Center, The following City Councimembers were present: Mayor Brianna Chacôn, Mayor Pro Tempore Steven Deffibaugh, Councilmember Bryan Washington, Councimember David Kleiber, Councimember Carolyn David-Graves, Councilmember Ben Long, Councimember Marlo Obera, and Councimember Ryan  located at 2000 E. Princeton Dr. Princeton, Texas 75407.  Gerfers.  The following Staff Members were present: City Manager Michael Mashburn, Interim Deputy City Manager John Land, Assistant City Manager Allison Cook, City Secretary Amber Anderson, City Attorney Grant Lowry, Police Chief Waters, Officer Scott, Fire Chief Harvey, Public Works Director Tommy Mapp, IT Director Rick Irvine, Director of Development Craig Fisher, Director of Marketing and Communications Erin Mudie, Library Director Glenda Puckett, Parks and Rec Director Chase Bryant, Interim  CFO Charles Cox, Employee Experience Director Fallan Carrillo, Mayor Chacôn called the City Council Meeting to order at 6:32 p.m. Mayor Chacôn called roll, present were Councimembers: Bryan Washington, David Kleiber, Carolyn David-Graves, Marlo Obera, Ryan Gerfers, Ben Long, and  Mayor Pro Tempore Steven Deffibaugh.  Mayor Chacôn announced the invocation. Mayor Chacôn led the invocation.  1    Mayor Chacon announced Public Appearance: Maxine Ellis, Clinton Lowrance.  Mayor Chacon announced Items of Community Interest:  Improve your heart health! The American Heart Association offers Princeton residents a FREE health program to improve blood pressure. Participants will receive a blood pressure kit, monthly health education classes, and more! Classes will be provided at the library or remotely for those who cannot attend inj person. The Princeton Lois Nelson Public Library is seeking feedback on how you feel about the library, the services you use, and the services you would like to see. The survey can be found on the library's Facebook page. The deadline to complete the survey is August Help your child build their ability to recognize letters and sounds! The Lois Nelson Public Library will hold its biweekly Toddler Phonics Program on Thursday, September 5 at 10:30 a.m. This program is best The Princeton Fire Department is thrilled to share that two ofi its own firefighters, Joe Vega and Steven Cortinas, are stepping into the ring to represent Team Fire at this year's Guns & Hoses Boxing Tournament on September 14! The Princeton Fire Department will teach an 8-hour CPR certification class on September 21 from 9 a.m. to 5 p.m. at the Municipal Center. Sign up on the City website. G.32024- 181: Consider approving a request from Victory Shops Princeton LLC for final plat approval for a property being a 1.051 acre tract of land situated in the Hardin Wright Survey, Abstract No. 957, City of Princeton, Collin County, Texas; and take appropriate action. G.4 2024-182: Consider approving a request from 1Avval Group, LLC for final plat approval for a property being a 1.616 acre tract of land situated in the David Cherry Survey, Abstract No. 166, City of Princeton, Collin County, Texas; and take appropriate  3    action. Rhodes Survey, Abstract No. 741, City of Princeton, Collin County, Texas; and take appropriate action. G.6 2024-08-26-R02: Consider approving Resolution No. 2024-08- 26-R02, a request from Ronald and Agnes McKenzie to remove a tract of land from the City's extraterritorial jurisdiction, said property being 4.967 acres of land situated in the David' Van Winkle Survey, Abstract No. 936, Collin County, Texas; and take appropriate action. G.72024-08-26-R03: Consider approving Resolution No. 2024-08-26-R03, a request from Joe and Sandra Crowl to remove a tract of land from the City's extraterritorial jurisdiction, said property being 5.16 acres of land situated in the F. De La Pena Survey, Abstract No. 689, Collin County, Texas; and take appropriate action. G.8 2024-08-26-R06: Consider approving Resolution No. 2024-08-26-R06, Dogwood Pump Station Project Change Order #3, repair of existing water supply pump cans; and take appropriate action. G.9 2024-08-26-R07: Consider approving Resolution No. 2024-08- 26-R07, Texas Community Development Block Grant Authorized Signatories; and take appropriate action. Mayor Pro Tempore Steven Deffibaugh made a motion to approve. Councimember Bryan Washington seconded the motion to approve. Mayor Chacôn announced Executive Session: Under terms of Chapter 551 of Texas Government Code the City Council may enter into Closed Session or  4    Executive Session to discuss the following: Section 551.071, Texas Government Code. Consultation with the City Attorney on pending or contemplated litigation, a settlement offer, or on a matter in which the duty oft the attorney to the governmental body under the Texas Disciplinary Rules of Professional Conduct of the State Bar of Texas clearly conflicts with this chapter on any agenda item listed elsewhere within  this agenda, and/or the subject matter listed below: Discuss Key Performance Indicators  Section 551.072, Texas Government Code. Area No. 3.  Public Hearing opened at 7:47 p.m. Public Hearing closed at 7:47 p.m.  5    Mayor Chacôn announced the first item under Regular Agenda L.1 2024-08-26-R: Consider approving Resolution No. 2024-08-26-R, naming the proposed tax rate that the City may adopt for the 2024 tax year and setting the date, time, and plaçe for a Councilmember Ben Long made a motion to move item to the September, 12th Budget meeting. Councimember Carolyn David-Graves seconded the motion to move item to the September, 12th Budgetmeeting. The motion carried 7-0. Mayor Chacôn announced the second item under Regular Agenda L.2 2024-177: Presentation and update on CWD trash and recycling route changes, along with the  public hearing on the tax rate; and take appropriate action.  associated communication plan. No Action.  Mayor Chacôn announced the third item under Regular Agenda L.3 2024-178: Discussion and update to provide the council with the latest information on the  Princeton Town Center project. No Action.  Mayor Chacôn announced the fourth item under Regular Agenda L.4 2024-08-26- R05: Consider approving Resolution No. 2024-08-26-R05 proposing amendments to the project plan and financing plan for Reinvestment Zone Number Three, City Of Princeton, Texas; calling a public hearing; providing an effective date; and resolving other matters related thereto; and take appropriate action. Mayor Pro Tempore Steven Deffibaugh made a motion to approve and hold Public Hearing on September 16th. Councilmember Bryan Washington seconded the motion to approve and hold Public Hearing on September 16th. The motion carried 7-0. Mayor Chacôn announced the fifth item under Regular Agenda L.5 ORD-2024-08- 26: Consider approving Ordinance No. 2024-08-26 levying assessments for the costs  6    of certain improvements to be provided int the Eastridge Public Improvement District Improvement. Area No. 3 project; fixing a charge and lien against all properties within Improvement. Area No. 3 oft the district, and the owners thereof; providing for the manner and method of collection of such assessments; making at finding of special benefit to property ini improvement area no. 3oft the district; approving a service and assessment plan; providing a severability clause; and providing an effective date; and take appropriate action. Mayor Pro Tempore Steven Deffibaugh made a motion to approve. Councilmember Marlo Obera seconded the motion to approve. The  motion carried 7-0.  Mayor Chacôn announced the sixth item under Regular Agenda L.6 ORD-2024- 08-26-01: Consider approving Ordinance No. 2024-08-26-01 authorizing the issuance of the "S SpecialA Assessment Revenue Bonds, Series 2024 (Eastridge Public improvement District Improvement Area No. 3 Project)"; approving and authorizing an indenture of trust, a bond purchase agreement, a continuing disclosure agreement and other agreements and documents in connection therewith; making findings with respect to the issuance of such bonds; and providing an effective date; and take appropriate action. Councimember Marlo Obera made a motion to approve. Councilmember Carolyn David-Graves seconded the motion to approve. The  motion carried 7-0.  Mayor Chacôn announced the seventh item under Regular Agenda L.7 ORD- 2024-08-26-02: Consider approving Ordinance No. 2024-08-26-02 authorizing the issuance of the "Special Assessment Revenue Bonds, Series 2024 (Winchester Crossing Public Improvement District No. 3 project)": approving and authorizing an  7    indenture of trust, a bond purchase agreement, a continuing disclosure agreement and other agreements and documents in connection therewith; approving an update to the service and assessment plan; making findings with respect tot the issuançe of such bonds; and providing an effective date; and take appropriate action. Mayor Pro Tempore Steven Deffibaugh made a motion to approve. Councilmember Bryan Washington seconded the motion to approve. The motion carried 7-0. Mayor Chacon announced the eighth item under Regular Agenda L.8 2024-185: Presentation and update on the cell phone tower construction agreement and current project status, presented by Public' Works Director Tommy Mapp. No Action. Mayor Chacôn announced the eighth item under Regular Agenda L.9 2024-186: Presentation and update on the broadband project, presented by John Thompson from  Johnson Technology Services. No Action.  Mayor Chacôn announced the ninth item under Regular Agenda L.10 2024-179: Consider approving a request for items to be placed on ai future agenda and NOT for  discussion oft these requests. None  Mayor Chacôn then announced the Report Agenda:  1) Special Housing Standards Commission Meeting, Thursday, September 12, 2024 2) Next Regular City Council Meeting, Monday, September 16, 2024 @ 6:30 PM.  @ 6:00 PM.
