Minutes The City of Princeton City Council Meeting of April 29, 2024 The City Council of the City of Princeton, Texas, met in Special Session on April 29, 2024, at 5:00 p.m. in the City Council Chamber at the Municipal Center, located at 2000 E. Princeton Dr. Princeton, Texas 75407. The following Councilmembers were present: Mayor Brianna Chacôn, Mayor Pro Tempore Steven Deffibaugh, Councimember Marlo Obera, Councimember Bryan Washington, Councilmember Ryan Gerfers, Councilmember David Kleiber, and Councilmember Ben Long. Mayor Chacon called the City Council Meeting to order at 5:01 p.m. 1 Mayor Chacon called roll, present were Councimembers: Marlo Obera, Ryan Gerfers, Bryan Washington, Mayor Pro Tempore Steven Deffibaugh, David Kleiber, and Ben Long. Mayor Chacon then announced the Consent Agenda: All consent agenda items listed are considered to be routine by the City Council and will be enacted by one motion. There will be no separate discussion of these items unless a Councilmember sO requests, in which event the item will be removed from the Consent Agenda and considered in its normal sequence on the agenda. F.1 2024-070: Consider approving the following City Council meeting minutes of April 8, 2024, Regular Meeting; and take the appropriate action. F.2 2024-04-29-R01: Consider approving Resolution No. 2024-04-29-R01, a request from Thomas R. Janecek to remove a tract of land from the City's extraterritorial jurisdiction, said property being a 21.343 acre tract of land situated in the Francisco De Lal Pina Survey,Abstract No. 689, Collin County, Texas; and take appropriate action. 32024-04-29-R02: Consider approving Resolution No. 2024-04-29- R02, a resolution of the City of Princeton, Texas, Authorizing individual project order #192 for the water, wastewater and roadway impact fee study update, and authorizing the City Manager to execute the agreement; and take appropriate action. F42024-04-29-R03: Consider approving Resolution NO. 2024-04-29-R03 adopting a proclamation policy for all official proclamations and other recognitions given by the Mayor at City Council meetings or otherwise; and take appropriate action. F.6 2024-073: Consider approving a request from Core PBSFR 3 Princeton 982, LLC for final plat approval for a property being a 26.599 acre tract of land situated in the Hardin Wright Survey, Abstract No. 957, City of Princeton, Collin County, Texas; and take appropriate action. F.7 2024-074: Consider approving a request from GRBK Edgewood, LLC for final plat approval for a property being a 30.241 acre tract of land situated ini the Thomas Rhodes Survey, Abstract No. 741, City of Princeton, Collin County, Texas; and take appropriate action. F.8 2024-075: Consider approving a request from Hazelwood Villas, LLC, Princeton Duplex LLC, and Hazelwood Single Family, LLC for final plat approval for a property being a 37.833 acre tract of land situated in the Hardin Wright Survey, Abstract No. 957, City of Princeton, Collin County, Texas; and take appropriate action. F.9 2024-077: Consider approving al Professional Services Agreement with North Texas Services, LLC; and take appropriate action. Mayor Pro Tempore Steven Deffibaugh made a motion to move F.4 2024-0429- RO3 to executive session for further discussion and approve remaining items. Councimember Marlo Obera seconded the motion to move F.4 2024-0429-R03 to executive session for further discussion and approve remaining items. The motion carried 6-0. Mayor Chacôn then announced Ceremonial Items 2024-071: Proclamation recognizing the importance and contributions of Officer Nancy Dominguez. No Action Mayor Chacôn then announced the Executive Session: Under terms of Chapter 551 of Texas Government Code the City Council may enter into CLOSED SESSION or Executive Session to discuss the following: Section 551.071,Texas Government Code. Councimember Carolyn David-Graves made the motion to approve and correct the typo on page 3 of3, line 4, 2nd paragraph "fourth". Edit all requests to reflect the city's vision, mission, and goals. All requests should have a specific local connection with the City of Princeton unless the request involves a significance to the City, Region, or State as determined by the Mayor. Mayor Chacon then announced the first item under Special Agenda K.1 2024-4- 29-R04: Consider approving Resolution No. 2024-04-29-R04, authorizing the City to enter into a Finance Contract with Government Capital Corporation for the purpose of financing a fire truck not to exceed the amount of $1,092,958.16; and take appropriate action. Mayor Pro Tempore Steven Deffibaugh made a motion to approve. Councilmember Ben Long seconded the motion to approve. The motion carried 7-0. Mayor Chacon then announced the second item under Special Agenda: K.2ORD-2024- 04-29-02: Consider approving Ordinance No. 2024-04-29-02, authorizing certain budget amendments pertaining to the FY 2023-2024 budget; providing for an effective date; and take appropriate action. Mayor Pro Tempore Steven Deffibaugh made a motion to approve. Councilmember Carolyn David-Graves seconded the motion to approve. The motion carried 7-0. Mayor Chacon then announced the third item under Special Agenda: K.3 2024- 076: Consider approving the reappointment of Larry Thompson to the North Texas Municipal Water District Board. Mayor Chacon then announced the fourth item under Special Agenda: K.3 2024- 072: Consider approving a request for items to be placed on a future agenda and NOT for discussion of these requests. 1. Councilmember Ben Long would like city staff look into creating a joint meeting with the Princeton Independent School District Board of Trustees to help coordinate efforts within the city. 2. Councimember Marlo Obera asked staff to review what ordinance the city has in place on abandoned or parked vehicles in public roadways. 3. Mayor Pro Tempore Steven Deffibaugh requested an update on 6thh Street about moving the mailboxes and maybe adding a pad for citizens to put their trashcans on. 4.
