Minutes The City of Princeton City Council and PISD Special Joint Meeting of July 9, 2024 The City Council of the City of Princeton, Texas, met in Special Joint Meeting Session on July 9, 2024, at 6:30 p.m. in the City Council Chamber at the Municipal Center, located at 2000 E. Princeton Dr. Princeton, Texas 75407. The following City Councilmembers were present: Mayor Brianna Chacôn, Mayor Pro Tempore Steven Deffibaugh, Councimember Bryan Washington, Councilmember David Kleiber, Councilmember Ryan Gerfers, and Councilmember Ben Long. The following staff members arrived late: Councimember Carolyn David-Graves arrived at 6:36 p.m. The following staff members were absent: Councilmember Marlo Obera. The following Staff Members were present: City Manager Michael Mashburn, Interim Deputy City Manager John Land, Assistant City Manager Allison Cook, City Secretary Amber Anderson, City Attorney Grant Lowry, Police Chief Waters, Officer Bradford, Officer Quimbey, Director of IT Rick Irvine, Employee Experience Director Fallan Carrillo, Building Official Ismael Rivera, Community Events Manager Meagan Petter, Parks and Recreation Director Chase Bryant, and Director of Public Works Tommy Mapp. Mayor Chacon called roll, present were Councimembers: Ryan Gerfers, Bryan Washington, David Kleiber, Mayor Pro Tempore Steven Deffibaugh, and Councilmember Ben Long. 1 Mayor Chacôn called the City Council Meeting to order at 6:34 p.m. Mayor Chacôn announced the invocation: Wes Brown Mayor Chacôn announced the Pledge of Allegiance Mayor Chacôn announced Public Appearance: Bob Lovelady, Darrel Evans Mayor Chacôn announced Executive Session: Executive Session: Under terms of Chapter 551 of Texas Government Code the City Council may enter into Closed Session or Executive Session to discuss the following: Section 551.071, Texas Government Code. Consultation with the City Attorney on pending or contemplated litigation, a settlement offer, or on a matter in which the duty of the attorney to the governmental body under the Texas Disciplinary Rules of Professional Conduct of the State Bar of Texas clearly conflicts with this chapter on any agenda item listed elsewhere within this agenda, and/or the subject matter listed below. Section 551.072, Texas Government Code. A govemnmental body may conduct a closed meeting to deliberate the purchase, exchange, lease, or value of real property if deliberation in an open meeting would have a detrimental effect on the position of the governmental body inr negotiations with a third person. Land acquisition Section 551.087, Texas Government Code. This chapter does not require a governmental body to conduct an open meeting:(1) to discuss or deliberate regarding commercial or financial information that the governmental body has received from a business prospect that the governmental body seeks to have locate, stay, or expand in or near the territory of the governmental body and with which the governmental body is 2 conducting economic development negotiations; or (2) to deliberate the offer of a financial or other incentive to a business prospect described by Subdivision (1).
