Minutes The City of Princeton City Council Meeting of July 22, 2024 The City Council oft the City of Princeton, Texas, met in Regular Session on July 22, 2024, at 6:30 p.m. in the City Council Chamber at the Municipal Center, located at 2000 E. Princeton Dr. Princeton, Texas 75407. The following City Councimembers were present: Mayor Brianna Chacôn, Mayor Pro Tempore Steven Deffibaugh, Councimember Bryan Washington, Councilmember David Kleiber, Councimember Carolyn David-Graves, Councilmember Ben Long, and Councilmember Marlo Obera. The following Councilmembers were absent: Councilmember Ryan Gerfers. F.3 2024-146: Consider approving a request from D.R. Horton-Texas, LTD for final plat approval for a property being a 33.232 acre tract of land situated in the Hardin Wright Survey, Abstract No. 957, City of Princeton, Collin County, Texas; and take appropriate action. F42024-07-22-R: Consider approving Resolution No. 2024-07- 3 22-R, approving the Contract for Banking Services with Peoples Bank and authorizing the City Manager or designee to execute the Contract and any and all documents related thereto; and take appropriate action. Mayor Chacon announced Ceremonial Items: None Mayor Chacôn announced Executive Session: Executive Session: Under terms of Chapter 551 of Texas Government Code the City Council may enter into Closed Session or Executive Session to discuss the following: Section 551.071, Texas Government Code. Consultation with the City Attorney on pending or contemplated litigation, a settlement offer, or on a matter in which the duty of the attorney to the governmental body under the Texas Disciplinary Rules of Professional Conduct of the State Bar of Texas clearly conflicts with this chapter on any agenda item listed elsewhere within this agenda, and/or the subject matter listed below. Mayor Chacôn announced the first item under Regular Agenda 1.1-2024-148: Consider approving the appointments and/or reappointments to the Boards and Commissions for the Economic Development Corporation and Community Development Corporation; and take appropriate action. Councilmember Ben Long made a motion to approve the appointment of Ahmad Thornton to CDC. Councimember Carolyn David-Graves seconded the motion to approve the appointment of Ahmad Thornton to CDC. Mayor Chacôn announced the second item under Regular Agenda I.2 2024-07-22- RO3: Consider approving Resolution No. 2024-07-22-R03 determining costs and 5 calling a public hearing to consider an ordinance levying assessments on property located within the Eastridge Public Improvement District; directing the publication and mailing of notice of such public hearing; and take appropriate action. Mayor Chacon announced the seventh item under Regular Agenda 1.7 2024-07- 22-R01: Consider approving Resolution No. 2024-07-22-R01, adopting a City Council Liaison Policy; and take appropriate action. Mayor Chacôn announced the eighth item under Regular Agenda 1.8 2024-154: Consider approving appointments of members of the City Council to serve as liaisons to some or all of the boards, commissions, and committees of the City in accordance with the City's Council Liaison Policy; and take appropriate action. Mayor Pro Tempore Steven Deffibaugh made a motion to approve Councilmember Bryan Washington as the CDC liaison, and Mayor Chacon as the EDC liaison. Mayor Chacon announced the ninth item under Regular Agenda 1.9 2024-152: Consider approving a Development Agreement by and between the City of Princeton, Texas, and Lennar Homes of Texas Land and Construction, Ltd., specifying the terms of annexation and development for an approximately 180-acre tract of land situated in the T.A. Rhodes Survey, Abstract No. 741, City of Princeton, Collin County, Texas; and take appropriate action. Mayor Pro Tempore Steven Deffibaugh made a motion 7 to approve. Mayor Chacon announced the tenth item under Regular Agenda 1.10 2024-153: Consider approving Pat Sheehan's voluntary resignation from the Princeton Economic Development Corporation, Place 5; and take appropriate action. Councilmember Carolyn David-Graves would like staff to look into Truck Stop issue. Councilmember Carolyn David-Graves would also like staff to investigate the Luxury Apartment homeless situation. Mayor Pro Tempore Steven Deffenbaugh would like a resolution in honor of Smokey the Bear's birthday. 8 Mayor Pro Tempore Steven Deffibaugh requested a presentation on the Woody' Williams foundation on goldstar family memorial a project that is ongoing here in the city.
