Motion carried and approved by majority vote. 2 Public Works Reports: Building & Permits: Leon Ward - Andy Pitz, 151 Oak Valley Lane - work done at electrical box was not correct when Richard inspected. Work will need to be corrected and Kathryn Armstong, 562 Oak Valley Lane - Regarding the containers, the electrical panels need to be combined. Per Randy Burkey Richard Tate needs red or green tags to use SO Oncor will know he has inspected. Max Taylor will check with Richard to see exactly Richard will recheck. what he needs. Road & Bridges Report: Mayor Max Taylor mentioned the ARP (American Rescue Plan) funds that we received in 2021 & 2022 for a total of $9,900 that currently remain in our Grant Account. He has discussed with the Texas Dept of Emergency Mgmt and filed the required report. He will further check CDBG-Drainage Improvement Project - As mentioned in previous meetings, Contractor may attempt to recover an additional $60K for work that was done w/o a properly approved change order. He has verbally threatened to sue. However, after careful review of the contract, the Town of Oak Valley is indemnified and the Engineering firm should be held responsible for additional costs. No further update the details to confirm how we can use these funds. at this time. Re-Building of Oak Valley Thoroughfares Update - Commissioner David Brewer confirmed that the bridge lumber has been received and is loaded, just need to get the work scheduled. However August has been extremely hot and he requested that the work be started in Sept. Council agreed. Instead of doing the bridge first, the Council proposed to begin with road work up to the Oak Valley bridge, stop and do the bridge work, then continue with the road work. Commissioner David Brewer agreed to this approach. Work will be scheduled the middle of Sept starting on Liberty Dr. But before Pin Oak is reclaimed, there is a large tree that has to be removed. Mayor Max Taylor has sent out for 5 bids and only rec'd 1 for $2,300. 3 Commerce Report: Planned Annexation Update - Mayor Max Taylor The best annexation route goes down CR1100 to FM2452. The straightest route would also include Corbet Water Supply, the Volunteer Fire Dept and the parcel across the street which is owned by the VFD. We don'tneed all parcels along the route but it will be Mayor Max Taylor provided the Council a list of 70 property owners along the proposed annexation route and a sample letter that will be mailed out. The letter will include a return postcard to indicate "yes" they are interested in learning how being annexed could benefit them best to annex as many as possible. or "no" they are not interested. Volunteer Fire Department Report: No VFD representative was present at the meeting. Mayor Max Taylor discussed the Annual Navarro County Firefighters Awards Ceremony on Aug 20th at the IOOF Events Center. They have asked for sponsorships to help offset the cost to each firefighter. The sponsorship levels are Chief Level $500, Assistant Chief Level $250 and FireFighter Level $100. It was suggested that the Town of Oak Valley make a donation in honor of Chris Fields in the amount of $250. Mayor Max Taylor will also post on Facebook to see if any residents would like to add to the donation. Motion to make the $250 donation was made by Leon Ward and seconded by Randy Burkey. Motion carried and approved by majority vote. Navarro County Sheriff's Dept. Report: None 4 Oak Valley Ladies Report: Update by Lynette Horton - Lynette thanked the Council for the key lock box that has been purchased and will be installed soon. There have been questions about what would be expected of a volunteer/host to help open up the Community Center for Ladies Night. She has communicated to those interested what a host would be responsible for. There will be an upcoming meeting for the NNO committee. Currently putting together ideas for things i.e. music, snowcones, etc for little or no cost. Lynette also asked about the possibility of updating the Community Center parking lot before NNO in Oct. After much discussion it was determined that any work on the parking lot should be put on hold at this time. Mayor Max Taylor asked if there were any other possible venues. Kim Ogden mentioned that sometimes area churches are agreeable and are good venues for NNO. We could possibly reach out to Retreat or the church on FM2555. Open Forum - Meeting adjourned at 7:11 PM.
