City of Oak Ridge Kaufman County, Texas City Council Agenda Meeting Minutes August 26, 2024 at 7:00PM Item 1 Call to Order Meeting was called to order by Mayor Al Rudin at 7:02 PM. Present were Council Members, Rolando Guzman, Janelle Davis, Scherri Holmes, Nena Langford and Mayor Pro Tem Jimmy Quick. Chief Bill Weatherly and City Secretary Karen Stacey were also in attendance. Item 2 Item 3 Pledge of Allegiance All present stood and recited the pledge of allegiance. Citizen Input John Hill & Cary Hembey with SCR Inc. spoke in alignment with City Hall roof repairs. They handed out proposals for their company to be considered as a vendor for the City Hall repair. Derick Webb, a recent resident of Oak Valley, was in attendance to see our process and become familiar with the council members. Mr. Webb is a retiree, as Lieutenant, from the Dallas Police Department. Item 4 ofJuly 2024. Item 5 Update on Court Activities/City Fees for. July 2024 City Secretary, Karen Stacey, presented the numbers from the court reports/city fees for the month Approve July 2024 Financials Motion was made by Scherri Holmes and seconded by Nena Langford to approve July 2024 financials. All being in favor, motion carried. Item 6 Approve Payment of August 2024 Bills/Invoices Motion was made by Mayor Pro Tem Jimmy Quick and seconded by Nena Langford to approve bills for July/August 2024. All being in favor, motion carried. Item 7 Discuss, Consider, Action on Signing New Signature Cards at American National Bank for all Required Accounts Itwas discussed that at the very least the signature cards need to replace Judy Crow with the new City Secretary, Karen Stacey. Signature cards for all accounts must be obtained for review and to update all signatures. Motion was made by Janelle Davis and seconded by Rolando Guzman on signing new signature cards at American Nation Bank for the City of Oak Ridge on all required accounts. All being in favor, motion carried. Item 8 Discussion on Police Department (Chief, Bill Weatherly) Still working on resolution of wrecked police cruiser with TML. Captain Murray is still rehabbing his shoulder. Chief Weatherly will be attending Chief school. Working on electronic records. Item 9 Discussion on Roàds such as Commercial Trucks (Ord. #34-14 Mayor spoke regarding updating the ordinance to possibly remove a section on page 2. Will speak to attorney to implement a statement "Roads in City Limits No Through Trucks". Item 10 Discuss, Consider, Acceptance of Resignation for David Lacey from the Compliance Officer Position David Lacey, in his resignation letter of 08/12/24, made a recommendation of Jeff Swag to replace him as the City Compliance Officer. As ofthe council meeting, attempts to reach Mr. Swag have been unsuccessful. Because of recent health problems David has resigned and will be missed. A Motion was made by Scherri Holmes and seconded by Nena Langford on accepting David Lacey'sresignation. All being in favor, motion carried. Item 11 Discuss, Consider, Action to Approve the 2024-2025 Budget Motion was made by Mayor Pro Tem Jimmy Quick and seconded by Scherri Holmes to approve the 2024-2025 Budget. All being in favor, motion carried. Item 12 from Storm Damage Discuss, Consider, Action on City Hall Contractor for Roof Repair Three (3) bids were submitted, Crawford Roofing Company @ $13,875.00, Parmer Roofing @ $12,854.02, and SCR, Inc. @ $13,266.00. All Options were discussed and SCR, Inc. was ultimately chosen because they had the best warranty on materials and workmanship. Motion was made by Scherri Holmes and seconded by Janelle Davis to approve SCR, Inc. as the City Hall roof repair contractor. All being in favor, motion carried. Item 13 Approve City Council Meeting Minutes of August 12, 2024 Motion was made by. Janelle Davis and seconded by Rolando Guzman to approve meeting minutes of August 12, 2024. All being in favor, motion carried. Item 14 Approve Special City Council Meeting Minutes of August 20, 2024 Motion was made by Janelle Davis and seconded by Rolando Guzman to approve special meeting minutes of August 12, 2024. All being in favor, motion carried. Item 15 out for surgery. Item 16 Item 17 Set Date for September 2024 City Council "Workshop" Meeting Next City Council "Workshop" Meeting will be September 9, 2024 @ 6:00 p.m. Janelle Davis will be Set Date for September 2024 City Council Meeting Next City Council Meeting will be September 23, 2024 @ 7:00 p.m. Mayor/Council Items of Community Interest and/or Items for Future Council Considerations Need to add to permits on concrete pour that pre-inspection of "forms" must be done before pouring.
