Minutes of August 26, 2024, Called City Council Meeting at Heritage Hall, 6:00 PM. The Merkel City Council met fora a Called City Council Meeting on August 26, 2024, at Heritage Hall, 6:00PM. Mayor Schrampfer called the meeting to order at 6:00 PM and announced a quorum present. Council members present were Matthew Riggan, Collin. Jacobs, Rode McElreath and Brady Rutledge. Mayor Schrampfer led the Pledge of Allegiance and Texas Pledge. Citizens were given an opportunity to comment. seconded by Rode McElreath. Approved 4-0. Motion to appoint Elaine Chaney to Merkel City Council Place 5 was made by Brady Rutledge and Administer Oath of Office to Elaine Chaney, City Council Place 5. Motion to approve 1st reading of Ordinance No. 09162024-1 an Ordinance oft the City of Merkel, Taylor County, Texas fixing and establishing a tax rate for the fiscal year beginning October 1, 2024 and ending September 30, 2025 (FY2025) was made by Rode McElreath and seconded by Matt Motion to approve Ordinance No. 08-19-2024-A an Ordinance of the City of Merkel, Texas changing the zoning use designation of the property described as lot $180V W2 240, block 3-4, Porter Heights Addition, from agricultural open space district to single-family residence district was made by Matt Riggan and seconded by Brady Rutledge. Approved 4-0. Collin Jacobs recused himself from the vote. Mayor Schrampfer opened the discussion of the EDC Board candidates. City Manager explained the reappointment process and terms fori the EDC Board. Three candidates were in attendance, Darrell Riggan, Donna Carter, and Mike Sloan. The candidates were asked questions regarding their vision for Motion was made to approve appointment of Mike Sloan, Darrell Riggan, and Donna Carter to the Merkel EDC Board by Collin Jacobs. Elaine Chaney seconded the motion. Approved 4-0. Matt Riggan Brady Rutledge motioned to adjourn and was seconded by Collin Jacobs. Approved. 5-0. Riggan.
