Public Hearing Public Hearing opened at 6:09 P.M. Alan Younts, the city's] part -time financial advisor stated to council, that the software that the city approved for the budget is very transparent, easy to work with, and he commended the city for getting the software. This year's proposed budget is way better than last year's, the city has implemented impact fees which strengthens the utility fund. The general fund budget is at a 12% increase, but you back out all the capital expenditures it's only a 3 to 4 percent increase. The tax rate will be going down two cents. The budget was in a deficit at the beginning but now it's in the positive. Mayor Pro-Tem Lonnie Garfield asked about the fund balance. Alan Younts stated hel has emailed the auditors twice and has not gotten a response yet. Councilmember Dave Shelburne stated that the trends and how they fluctuate. Public Hearing closed at 6:20 P.M. Mayor Pro-Tem Lonnie Garfield made ai motion to approve the 2024-2025 proposed budget. Councilmember Dave Shelburne seconded the motion and carried unanimously. 7. Consideration and action from Waller County Fair Association for Hotel/Motel funds in the amount of $5,000 for advertising. Councilmember Nora Hodges approved the funds in the amount of$ $5,000 for advertising. Councilmember Veronica Klausmeyer seconded the motion and carried. 8. Consideration and action on a Parade Permit from Hempstead High School to be held on October 2, 2024, from 5:00 P.M. to 9:00 P.M. Councilmember Dave Shelburne made a motion to approve the parade permit contingent upon receiving the certificate of liability from the school once its approved through their board. Crystal Kirvacka, the owner oft the property, stated to council that there would be minor changes. She is a native of Hempstead and is excited to invest in the community. She would like to paint the awing black, add lighting, tables, and chairs, and would like to add a partition inside of the building to rent out for baby showers, meetings, etc. Mayor Pro-Tem Lonnie Garfield stated that itisa a great idea highlighting our city. Councilmember Dave Shelburne agreed with Mayor Pro- Tem. Councilmember Nora Hodges stated it was a great idea for the downtown area. Councilmember Veronica Klausmeyer asked what will be done on the part of the building that faces 12th Street?
