The meeting was held in the Pre-Council Chambers at Granbury City Hall located at 116 West Bridge Street, Granbury, Texas. Notice of said meeting, giving date, place, and subject thereof having been posted as prescribed by Article 6252-17VATCS.with the following members present: Present: Mr.. CALLTOORDER = This meeting oft the Parks Board was called to order at 6:02 p.m. by Chairperson Dickens. B. CONSIDER APPROVAL OF MINUTES for regular session held on May 13th, 2024. Board Action Mr. Curtner made a motion to approve the minutes of May 13th, 2024. Vice Chairperson McGill seconded. All in favor. MOTION CARRIED D DISCUSSION Parks and' Wildlife Department Conduct a public hearing concerning recreation needs and submitting al Local Parks grant application to the Texas Jake McAdams, Project Manager with Public Management, Inc., introduced himself and Kristin Boswell. Public Management is a grant administration and planning firm which operates throughout the state. Mr. McAdams and Ms. Boswell's office is located in Granbury. Mr. McAdams was hired to assist with the City's2024 Local Park grant application through the Texas Parks and Wildlife Department. Mr. McAdams stated the offering tonight is called the Local Parks Grant Program through the Texas Parks and' Wildlife Department. This is the main park grant offering that is available for both large and small cities, large and small projects. Mr. McAdams stated this grant is generally accepted on an annual basis. The application is due August 1, 2024, award announcements are expected around the beginning of February 2025. The grant contract period is expected to begin by October 2025. Mr. McAdams stated that the specific fund that he was working on with Director McLain was the small community grant, which was entirely state funded, not federally funded. Ifawarded, a grant agreement could be expected in the summer of 2025 and has a three-year performance period. The maximum grant request of the small community. grant is $150,000. Ifawarded, the grant program requires a minimum dollar for dollar match from the City of Granbury. The match could bei int the form of cash, Mr. McAdams explained an exhibit that had been distributed to the board. The proposed project willi install trail and site in-kind, or donations. improvements in Lambert Branch Park, including: -Concrete trail along the shoreline -ADA ramps to existing boat docks and fishing piers -ADA parking spot -Solar lighting and decommissioning of existing wired lights Installation of covered picnic tables Installation of benches along the trail Installation of bench swings Mr. McAdams stated their role is to assist the City with the grant application preparation and submission. Theyare grant administrators not designers. Ifthe grant is funded, the City has the option to use Mr. McAdam's firm to do the administration and regulatory compliance. Their general scope is environmental, procurement, financial management, reporting and review. Mr. McAdams stated hel has done these projects with and without a design consultant. He suggested hiring an engineer and landscape architect if the City would like to move forward with this project. Mr. McAdams stated a wetlands delineation will probably be required. An archeologist will most likely not be required. The current budget was approximately $370,000. The program has al hard cap on professional costs which is 12% of construction. The City will have to have a design consultant which will exceed the 12% cap. Parks and' Wildlife strongly encourages: any kind of donation such as cash, labor, and materials. Mr. McAdams stated that extra points could be earned on the application ift the donation commitment letters are submitted with the application. The commitment letters would have to be completed within the next couple of weeks. Director McLain stated that thei information regarding the Tree Program and the Park Bench Dedication program information would be sent with the application to Mr. McAdams provided and explained the information on the project grant budget worksheet. FUTURE AGENDAI ITEM REQUEST: Ms. Snider requested a future agenda item to discuss the possibility of another engraved picket fence fundraiser. E. ADIOURNMENT = With there being no further business, Board Action A. Ms. Wasielewski made a motion to adjourn the meeting, Ms. Boozer seconded.
