Members present were Mayor Pro Tem Arnie Kelley, Darrell Lunsford, Hope Hallmark, and Travis Simon. Tim Wright and Mayor Keith Yarbrough were absent. Others present were. Jack Brown, Myke Chandler, Tim Barton and Candace, Herbert Hancock, Ricky Colle, East Texas Apartment representatives, and Jenny Frederick. Mayor Pro Tem Arnie Kelley called the meeting to order at 5:14 P.M. Jack Brown led in prayer. There were no public comments. Jenny Frederick presented the minutes from. July 18, 2024. Hope Hallmark moved to approve the The council discussed with Mrs. Randolph from the East Texas Apartments their bill. Mrs. Randolph was inquiring why they were charged for 2 meters for the exact same amount on both bills, and one of those meters shows no usage. Jack discussed cutting in 2 valves or removing one meter.Jennyi informed everyone she thought the amount was calculated by charging each apartment, the office, and laundry room the minimum fee and the amounts were. just split over the 2 meters. Discussion ensued. The East Texas Apartments will need a letter explaining why the City of Garrison is billing the way they are for audit purposes. Going forward, everything will be billed on one bill instead of two. Ricky Colle presented the VFD report. There were 8 calls for service, 2 structure, 14 med calls, and 3 Tim Barton presented the police report. There were 20 calls for service, 74 stops, 47 citations written, 27 warnings, 0 arrest, 3 agency assist, 3 animal complaints, and 1 MVA. There was a correction to the arrests report from last month, there were no arrests. The other officer had a "fender bender" last month. A report was made with DPS, and there was only a scratch on the vehicle. Myke Chandler presented the Municipal Court report. The court received a total of $10,618. All voted yea. Herbert Hancock discussed with the council Windstream's collection notice from damage that occurred on Ave A & W West Cedar. The City of Garrison's insurance denied the claim. A handout was presented to all council members. The city needs a 24-kW generator for when power goes out so the SCADA system will continue to operate properly. Carter Tucker will order the booster pumps for Booster Station #2 in stages. Aerators 2&3are not working. Aerator 2 has been fixed but needs to be put back in the pond. Aerator 3isa wiring issue. The City of Garrison has received notification of being listed as number 1 for the TWDB Sewer Plant Grant. The city also received notification of being awarded the $500,000 grant from the CDBG Block Grant for sewer line upgrades. The Greenwood Project will begin on September1,2024, seconded. They want to map all the lines in the City of Garrison for approximately $25,000. Jenny Frederick presented the Secretary's report. The city's total account balances were $1,001,632.22. The balance sheets, profit and loss statements, adjustments for the month, bank statements and reconciliations for all accounts, and check details were provided.
