Mayor Brinkmann convened into Executive Session at 11:37 a.m. in accordance Gov't Code $551.074 to discuss and consider the appointment, reassignment, duties, discipline, or dismissal of City Manager. with Tex. employment, evaluation, Mayor Brinkmann reconvened into open session at 12:26 p.m. A motion was made by Mayor Brinkmann, seconded by Commissioner Barr and unanimously to approve the appointment ofR. Benton Maples as interim City Manager. passed Mayor Brinkmann opened the Formal Session Police Chief, Rick Pippins, lets the Commission know that he met with Ms. Gray came is requesting the Commission waive the fee for police officer Miss Emily's Kids Inc. about her upcoming Turkey Trot Event. A motion wasi made by Commissioner Barr, seconded by Commissioner Willis and passed unanimously to approve Ordinance No. 1229 - Adoption of FY 2024-2025 Budget for the first reading, as presented. Amotion was made by Mayor Brinkmann to approve the First Reading of Ordinance No. 1230- Setting Ad Valorem Tax Rate for FY 2024-2025, stating "I move that the property tax rate be increased by the adoption of a tax rate of $0.500814 per $100 which is effectively a 7.34% increase in the tax rate. 7.34% is the increase by which the Proposed Rate exceeds the No New Revenue Rate. This tax rate will raise more taxes for maintenance and operations than last year's tax rate. The tax rate will effectively be raised 13% and will raise taxes for maintenance and operations on a$ $100,000.001 home by approximately $29.72."The motion was seconded by Mayor Pro Tem Sims and passed unanimously to approve the First Reading of Ordinance No. 1230 - Setting Ad Valorem Tax Rate for FY2024-2025, as presented. Finance Director, Shannon Wallace, lets the Commission know ofa fraud attempt on the city's current bank account, as well ast the need to take Ray Resendez's name offoft the city's bank accounts as a signer. A motion was Mayor Pro Tem Sims, seconded by Commissioner Willis and passed unanimously to approve the opening ofai new bank account, and leave Commissioner Barr, Commissioner Brooks, Mayor Pro Tem Sims, and Commissioner Willis as signers on the bank account, and have two separate Commissioners sign checks until a permanent City Manager is in place. Mayor Brinkmann recommends the city reach out to PRPC to begin the search for a new city manager as soon as possible. He goes on to say the city will need to engage in a search for an interim city manager as well. He states he would also like to engage with a company named Texas First for the interim city manager search. A motion was made by Commissioner Barr, seconded by Commissioner Willis and passed unanimously to approve the city to engage.
