He lets the Commission team drilled three test holes in the property south of town that was that based on the data recovered from drilling the test holes, once wells recently are in purchased. should He states able to produce approximately 250 gallons a minute. He would be worth the time to drill test holes  know that his place, it  be  goes on to say that he doesn't believe it  would be  on the property to the north because the production  minimal, however, it is still an option ifthe Commission should choose to do SO. A motion was made by Commissioner Barr, seconded by Commissioner Brooks, and passed unanimously to approve the consent agenda with the following items: the. August 20, 2024 Regular Commission Meeting Minutes, the August 29, 2024 Special Commission Meeting, and  paying the bills.    Mayor Brinkmann convened into Executive Session at 11:37 a.m. in accordance  Gov't Code $551.074 to discuss and consider the appointment, reassignment, duties, discipline, or dismissal of City Manager.  with Tex.  employment, evaluation,  Mayor Brinkmann reconvened into open session at 12:26 p.m.  A motion was made by Mayor Brinkmann, seconded by Commissioner Barr and unanimously to approve the appointment ofR. Benton Maples as interim City Manager. passed  Mayor Brinkmann opened the Formal Session  Police Chief, Rick Pippins, lets the Commission know that he met with Ms. Gray came is requesting the Commission waive the fee for police officer  Miss Emily's Kids Inc. about her upcoming Turkey Trot Event. Hel lets the Commission Emily Gray from Commissioner Willis voices a concern about future "for profit" companies presence the event. expecting the Commission to waive fees as well. It was suggested to putting recommend on an event the EOC and Volunteers to Ms. Gray. Ifs she is insistent on the police presence, then she would need fees associated with having them present. There was no action taken on this item. by the city: for the current SCADA system replacement and maintenance. He states that some oft the items listed in the bid are not necessary for replacement. There was no action taken on this item, and it will be potentially heard get the  Finance. Director, Shannon Wallace, makes the Commission aware ofminor  in the budget proposal.  Mayor Brinkmann opens the Public Hearing concerning the 2024-2025 proposed tax rate. Commissioner Barr suggests leaving the tax rate the same as the 2023-2024 tax rate. discussion about raising utility rates instead, however, it was stated utility rates can be adjusted There was any time. Mayor Brinkmann explains the issues that come with leaving the tax rate where it's at at  int terms ofbudgeting. Mayor Brinkmann closes the Public Hearing. A motion wasi made by Commissioner Barr, seconded by Commissioner Willis and passed unanimously to approve Ordinance No. 1229 - Adoption of FY 2024-2025 Budget for the first  reading, as presented.  Amotion was made by Mayor Brinkmann to approve the First Reading of Ordinance No. 1230- Setting Ad Valorem Tax Rate for FY 2024-2025, stating "I move that the property tax rate be increased by the adoption of a tax rate of $0.500814 per $100 which is effectively a 7.34% increase in the tax rate. 7.34% is the increase by which the Proposed Rate exceeds the No New    Revenue Rate. This tax rate will raise more taxes for maintenance and operations than last year's tax rate. The tax rate will effectively be raised 13% and will raise taxes for maintenance and operations on a$ $100,000.001 home by approximately $29.72."The motion was seconded by Mayor Pro Tem Sims and passed unanimously to approve the First Reading of Ordinance No. 1230 -  Setting Ad Valorem Tax Rate for FY2024-2025, as presented.  Finance Director, Shannon Wallace, lets the Commission know ofa fraud attempt on the city's current bank account, as well ast the need to take Ray Resendez's name offoft the city's bank accounts as a signer. A motion was Mayor Pro Tem Sims, seconded by Commissioner Willis and passed unanimously to approve the opening ofai new bank account, and leave Commissioner Barr, Commissioner Brooks, Mayor Pro Tem Sims, and Commissioner Willis as signers on the bank account, and have two separate Commissioners sign checks until a permanent City Manager is in  place.  Mayor Brinkmann recommends the city reach out to PRPC to begin the search for a new city manager as soon as possible. He goes on to say the city will need to engage in a search for an interim city manager as well. He states he would also like to engage with a company named Texas First for the interim city manager search. A motion was made by Commissioner Barr, seconded by Commissioner Willis and passed unanimously to approve the city to engage.
