MINUTES REGULAR CITY COUNCIL MEETING CITY OF CRANDALL, TEXAS Court Chambers - Police & Municipal Court Building 104 East Trunk - Crandall, Texas 75114 Monday - August 19, 2024 At 6:00 p.m. Mayor = David Lindsey Mayor Pro Tem - Scott Rogers Council Member -1 Tim Atkins Council Member - Caleb Allen City Manager -Jerry Dean Council Member - Katy Vaughan Council Member - Adam Holden REGULAR.MEETING 1. Open Meeting, Invocation, Pledge of Allegiance- Mayor Lindsey called the meeting to order at 6:00 pm and led the invocation, followed by the Pledge of Allegiance. 2. Roll Call- present. Mayor Lindsey conducted roll call. Councimember Holden was absent. Councimember Vaughan was absent. All other Councimembers were Citizen Comments: Three (3) minutes are allowed per speaker on any item related to the City, including items listed on the agenda. Five (5) minutes will be allowed during a Public Hearing. Comments will be allowed before considering each item on the agenda, provided that the City Secretary has received a speaker 3. request form before the start of the meeting: None. 4. Announcements by the Mayor, City Council Members or Staff. At this time, reports about items of community interests on which no action will be taken may be given to the public as per Chapter Mayor Lindsey announced that the Police and Fire Department Softball game is on October 19, 2024, and the Harvest Festival is on November 551.0415 of the Government Code- 9, 2024. 5. Receive Councilmember requests for future agenda items- Councilmember Rogers requested during agenda item #8 a map of the City of Crandall to be posted in the Court Chambers in the event the Council needs to refer to a specific property or location in the City. Mayor Lindsey requested during agenda item #8 the City Manager look into a TV for the courtroom to be able to view a map of the City of Crandall or plats. 6. Updates by the City Manager or staff- Updates on TX DOT presenting to council- on activities in and around the City of Crandall. Updates of school traffic control- The City Manager stated that Lane Selman, Area Engineer with TXDOT, will be at the 9/3/2024 Council meeting to provide updates The City Manager stated that the first day of school was a little hectic, but the rest of the week has moved very well. The City Manager stated that the Police Officers are directing traffic on FM148 and US 175 in the mornings and FM741 and US 175 in the afternoons. The City Manager gave thanks to the Chief of Police and his team for directing traffic. Updates on Main ditch and road work- The City Manager stated that the Main Street ditch work should wrap up this week and move over to 4th Street. The City Manager stated that the Paving Contractor is expected to start after Labro Day. Comprehensive plan meeting reminder- The City Manager reminded the Council that the Comprenensive Plan meeting is Thursday August 22, 2024, from 6-8pm at the Updates on Labor Day weekend schedule. Offices close at 3:00 pm 8/30 and reopen 8:00 am on 9/3 (council meeting is The City Manager stated that City offices close at 3pm on August 30, 2024, and reopen at 8am on September 3, 2024. The City Manager stated that the Council meeting is on September 3, Court Chambers. 9/3): 2024. 7. Consent Agenda A. Consider and act on approval of City Council Minutes: 08/5/2024- B. Consider and act on approval of Line-Item Transfers- Councilmember Atkins made a motion to approve the consent agenda. Councilmember Rogers seconded the motion. The motion was carried out with a unanimous vote of 3-0. REGULAR AGENDA 8. Consider and act on a request for approval of a Final Plat for Arbors at Eastland Phase 1 as requested by Lennar Homes ofTexas Land and Construction, LTD. Arbors at Eastland Phase 1 consist of 125.210 acres of land. The property is generally located approximately 4,200 feet Southeast of FM 741 and CR 269 intersection in the City of Councilmember Rogers made a motion to approve. Councilmember Allen seconded the motion. The motion was carried out with a unanimous vote of Consider and act on Ordinance No. 08192024, adopting the 2021 Editions of the various International Codes previously adopted and the 2023 Edition of the National Electric Code, all with local amendments, and adopting and clarifying certain related fees- Crandall's city limits, Kaufman County, Texas- 3-0. 9. The City Manager discussed this agenda item. Councilmember Atkins made a motion to approve. Councilmember Allen seconded the motion. The motion was carried out with a unanimous vote of Consider and act on Ordinance No. 08192024A- Approving a negotiated settlement between the Atmos Cities Steering Committee ("ACSC") and Atmos Energy Corp., Mid-Tex Division regarding the 3-0. 10. company's 2024 rate review mechanism filing: The City Manager discussed this agenda item. Counciimember Allen made a motion to approve. Councimember Rogers seconded the motion. The motion was carried out with a unanimous vote of 3-0. 11. Consider and act on the North Lift Station project and funding: The City Manager discussed this agenda item. Councimember Atkins made a motion to approve. Councilmember Rogers seconded the motion. The motion was carried out with a unanimous vote of Public Hearing: to receive input regarding the FY2024-2025 operating budget. This budget will raise more revenue from property taxes than last year's budget by an amount of $310,604 which is a 10.8 percent increase from lastyear's budget. The property tax revenue to be raised from new property added to the tax roll this year is $130,635- Mayor Lindsey opened the public hearing at 6:25 pm and no one spoke on this agenda item. Mayor Lindsey closed the public hearing at 6:25 pm. Consider and act on Ordinance No. 08192024B - Approving a budget for the city for the fiscal year beginning October 1, 2024, and ending 3-0. 12. 13. September 30, 2025- The City Manager discussed this agenda item. Councilmember Rogers made a motion to approve. Councilmember Allen seconded the motion. The motion was carried out with a unanimous vote of Consider and act on Resolution No. 08192024C - Changing the time of the City of Crandall City Council's regular meetings on the firstand third Mondays of each month from 6:00 p.m. to7:00 p.m- 3-0. 14. No action was taken. The council requested an Ordinance at the next meeting regarding changing the council meetings to once a month and 7pm. 15. Adjourn into Executive Session- carried out with a unanimous vote of 3-0. Councilmember Atkins made a motion to adjourn into executive session at 6:42 pm. Councimember Allen seconded the motion. The motion was Executive session: Texas Open Meetings Act, Section 551.071, Consultation with Attorney (rules governing city council meetings and potential amendments, and on any posted agenda item.) 16. Adjourn from Executive Session- Councilmember Allen made a motion to adjourn from executive session at 7:47 pm. Councilmember Rogers seconded the motion. The motion Consider and act on any action for any item listed for the Executive was carried out with a unanimous vote of 3-0. 17. Session- No action was taken. Adjourn- 18.
