MINUTES REGULAR CITY COUNCIL MEETING CITY OF CRANDALL, TEXAS Court Chambers - Police & Municipal Court Building 104 East Trunk - Crandall, Texas 75114 Tuesday - September 3, 2024 At 6:00 p.m. Mayor- David Lindsey Mayor Pro Tem - Scott Rogers Council Member - Tim Atkins Council Member - Caleb Allen City Manager - Jerry Dean Council Member - Katy' Vaughan Council Member - Adam Holden REGULAR MEETING 1. Open Meeting, Invocation, Pledge of Allegiance- Mayor Lindsey called the meeting to order at 6:00 pm and led the invocation, followed by the Pledge of Allegiance. 2. 3. Roll Call- Mayor Lindsey conducted roll call. All Councimembers were present. Citizen Comments: Three (3) minutes are allowed per speaker on any item related to the City, including items listed on the agenda. Five (5) minutes will be allowed during a Public Hearing. Comments will be allowed before considering each item on the agenda, provided that the City Secretary has received a speaker Dr.A AJ Murry, Superintendent with Crandall ISD spoke during agenda Announcements by the Mayor, City Council Members or Staff. At this time, reports about items of community interests on which no action will be taken may be given to the public as per Section Mayor Lindsey announced that the Chamber Golf Tournament is on September 16, 2024, Crandall ISD Education Foundation is on October 23, 2024, Cotton Harvest Festival is on November 9, 2024, Crandall High School Homecoming Parade is on September 18, 2024, and the request form before the start of the meeting: item #8 regarding safety concerns on FM: 3039. 4. 551.0415 of the Texas Government Code- Homecoming Game is on September 20, 2024. The City Manager announced that the Comprehensive Plan open house is on September 10, 2024, at 6 pm in the Court Chambers. Councimember Rogers reminded everyone that the Neighbors helping Neighbors Program needs volunteers to assist with mowing yards and Receive Councilmember requests for future agenda items- Councilmember Atkins requested to review the BlackJack Disposal Agreement at the next council meeting. Mayor Lindsey seconded the Councimember Holden requested the Trinity Meadows HOA on the next agenda to present to the council. Updates to road and drainage projects- The City Manager stated that the Main Street ditch work is materially complete and has moved over to 4th Street. The City Manager stated that road repairs are expected to begin over the Updates on commercial and residential development in the Jason Brooks, Code Enforcement Officer provided updates on commercial business openings and commercial business/projects coming soon to include Express Tire & Wheels, DNA Wellness, Gorditas El Rancho, Cotton Gin, Dollar Tree, O'Reilly's Auto Parts, QuickTrip, Crandall High School Performing Arts building, and Staff training and development updates for FY24- The City Manager provided an update on hours of training and development completed by staff in FY2023-2024. Provide department updates on building permits and Jason Brooks, Code Enforcement Officer provided updates on next two weeks. City of Crandall- Golden Chick. inspections- building permits issued June through August. Provide an update on general police activity- The Chief of Police provided a quarterly update on crimes, traffic stops, traffic unit, calls for service, incident/offense reports, arrests, cases cleared and filed, majori incidents, Ofticerinvolved shooting, staffing, upcoming recruiting events, FEMA Disaster training completed by Police Department, and stated that 3 new squad vehicles have hit the streets. 7. Consider and act on approval of Line-Item Transfers- Councilmember Rogers made a motion to approve the consent agenda. Councilmember Allen seconded the motion. The motion was carried out with a vote of 3-2. Councimember Vaughan and Councilmember Holden abstained. REGULARAGENDA 8. Updates by Lane Selman with TXDOT- Lane Selman with TXDOT provided updates on projects in Crandall and answered questions from each council member including areas of concern or suggestion. Mr. Selman answered questions regarding crosswalks, sidewalks, lighting on FM 3039 by the Crandall Freshman Center and Crandall High School, restriping lanes on the eastbound service road approaching FM 148, lane additions under the FM 148 and US 175 bridge, Updates by Officer Johnson with the Police Officer Association- The City Manager announced that Officer Johnson was unable to attend the council meeting to provide updates on this agenda item due to a call Updates from the Crandall Volunteer Fire Department regarding Battle Bradley Miller, Captain Paramedic with the Crandall Volunteer Fire Department presented an overview of the upcoming charity Softball game with the Police Department on October 19, 2024, at 5:00 pm at the High School Softball field. Public Hearing: Consider and act on public comments by proponents or opponents of the proposed 2024 tax rate of $0.65 per $100 of Mayor Lindsey opened the public hearing at 7:17 pm and no one spoke on this agenda item. Consider and act on Ordinance No. 09032024 - Approving the 2024 certified appraisal rolls; levying ad valorem taxes for 2024 at $0.6500 per one hundred dollars assessed valuation of all taxable property within the corporate limits of the city to provide revenues for current expenses and interest and sinking fund requirement s; providing due and delinquent dates; providing for the incorporation of premises- Councilmember Holden made a motion that the property tax rate be increased by the adoption of a tax rate of0.65 cents, which is effectively a 0.781 percent increase in the tax rate.
