CITY OF CLEAR LAKE SHORES  WORKSHOP MINUTES Budget Workshop #3 August 6, 2024 @ 5:00 pm  These are the certified minutes of the Budget Workshop ofthe City Council for the City of Clear Lake Shores, County of Galveston, State of Texas, that was held on the above-mentioned date and time.  1.  CALLTO ORDER & DETERMINATION OF QUORUM: Mayor Pro Tem Fenwick called to order at 5:00 pm  Present: Mayor Pro Tem Fenwick, Councilman Waters, Councilman Fisher, Councilman Scanlon, Councilman Terrell, CA Mike Kramm, Police Chief Donaldson, Finance Director Cheryl Hunter, City  Secretary Christy Stroup Absent: Mayor Chronister DISCUSSION ITEMS: a.  2.  Third discussion of FY25 budget Discussion topics:  League City Chamber of Commerce and Clear Lake Chamber of Commerce possible Mayor Pro Tem Fenwick asked if salary increases were included. Cheryl Hunter stated no. Mike Kramm said that a salary survey was going to be done for fair market value and Councilman Scanlon asked how do we build/secure the city will not go into debt? Mike Kramm that implementing and Ad Valorem Tax would provide the city with a constant revenue stream. Relying on Sales Taxi is not a safe venture for our city since we are relying al lot on 2 big box stores that could shut down or have a disaster and not rebuild which Strategic Plan was mentioned and decided that it could be done without hiring at third Councilman Scanlon requested that the budget be reviewed to see where some costs could  membership dues increase.  presented at a later date to be implemented.
