MINUTES OFTHE CASTROVILLE AIRPORT ADVISORY BOARD MEETING Castroville Municipal Airport Conference Room, Aug 5, 2024 Call to Order- Thei meeting was called to order at 17:001 by John Klaerner, Board members Steve Burke, Brian Ganousis, and Kirby Turner (new member) were present. Others attending were. Arnold Dollase, Chuck Friesenhahn, Carlos Deleon, Public Comment Opportunity - Amold Dollase commented that the Grant for the STEM Project, while not awarded tot the airport, itis not dead. It has been forwarded L Breana Soto, and new. Airport Manager Michael Haley. I. tot the USDAfor possible funding like our new hangars were. IL Minutes of Previous Meeting- Motion made to approve: seconded and passed. IV. Introduction of new board members: Kenneth Lange and Kirby' Turner were appointed asl Permanent Members. Hunter Stuckey remains an Alternate. Review and discussion on Airport Board duties, mission, and vision: Mr. Klaerner presented al Mission Statement and list of duties for the AirportAdvisory Board VI. Nomination and Election of Board positions: Board voted to retain John Klaerner V. dating back to 2012. asl Board President and Stephen Burke as Recorder. VI. Airport Managers Update, Operations Report a. Fuel sales AVGAS Jul 4100 gal ($21k) JetA_1100gal ($5k) b. Pending Projects: AWOS: DBT (company selected to swapi it out) will probably meet in the next week to begin pre-construction discussion; Double gate opener for the west "farmers" gate and the one: nexti to the terminal will be installed soon. d. Alpha Bravo and Bario. Aviation havei inquired about the airport building them Fuel island failure: electrical failure cause unknown. $10,000 to repair. Hangari inspection on A,1 B,C, went well but there is a C-150 that is out of registration. Owner is working on it, trying get registration back to sell it. g. Plane crash on the 30th, C-150 (N8840S) reported a wind shear that flippedi it over on landing. Minor injuries between pilot and pax. AC totaled. h. Land use with farmer: his lease is up December 2025. Does he want to renew for C. Hangar wait list is about fifty deep hangars to lease toi them. another five years? VII. Review, Discussion, and potential recommendation Regarding the findings ini the Castroville. Municipal Airport Land Use Compliance Inspection Report, dated July 16, 2024: The first Violation involves farm equipment parked in the approach end of Runway 16 Runway Object Free Area (ROFA)(ie w/in 500' oft the end and 250 ofthe extended centerline). As of Aug 5th this equipment has been moved. The second Violation involves the Medina Valley Youth Baseball (MVYB)league using the ballfields forl less than thel Fair Market Value (FMV). The MVYB league pays $9000/yr which is far less than the FMV. However the water well on the Airport requires $42k/yri ini maintenance and operation. The City feels this is well above the potential FMV oft the Ballpark, sO they offer this as a tradeoff. The FAA willl have to make that decision. IX. Emergency Response Plan. Plan was submitted to City Council, now we. need to refine how we exercise it. How do we get emergency responders better prepared? Powerpoint Presentations? Annual X. Instrument. Approaches: the reason wel lost the night approach was due toi farm equipment parked in the ROFA, not the height oft trees. We should now have that orl biannual exercises?
