However, Carroll & Blackman wanted to bring this to Council for approval for the new name on the invoices; the first is for general services, and the seçond is for b. Mayor Ford explained before, when this was discussed, the parks were being taxed as a commercial basis and that was why it was left as it was, but could be looked at again. Mayor Ford - Report regarding resubmission of the FEMA Hazard Mitigation Grant for Severe Repetitive Loss Properties in Bevil Oaks - Mayor Ford reminded everyone that last summer the City applied for a Hazard Mitigation Grant through FEMA to remove one of the severe repetitive loss properties. The grant did not get approved due to a glitch in the system in that there were some new rules. While the property had flood insurance on it when the grant was applied for, the property did not have flood insurance on it when the grant program was started. This caused the grant to be denied. However, there is a new grant, and there are two more properties that will be added to the new grant, with a possibility of another one. Two properties will be funded at 100% if awarded, while the other two since they are not considered severe repetitive, will be at what is called 75/25. This means the homeowner will have to come up with 25%, which they already know about. There is one more property that may decide to also apply for the grant. We currently have 13 repetitive loss properties, and 2 severe repetitive loss properties. The difference is when FEMA has paid out more in claims than the value of the property, then it is considered severe. The cost of this new grant application is $2,500 and the application date is March 15th. Mr. Ward, the grant administrator who is helping with this, is helping make sure everyone is on the list and has been working with Doug Canant with DD6 to make sure the properties in Bevil Oaks were on the Bevil Oaks lists, and not just on the Jefferson County list. Councilman Merendino asked Mayor Ford if she stated this was $2,500. Mayor Ford stated yes. He continued asking if we lost the previous $4,000. Councilman Fruge asked Mayor Ford if he understood correctly Mr. Ward was not charging us to redo the original grant application due to the circumstances, correct? Mayor Ford stated that was correct, he was not charging us anything at all to redo the original grant application and in the end, some of this may come back to us in the end, but if none of it comes back to us, the most we will be out is $6,500. Mayor Ford explained that Mr. Ward nor even people at FEMA realized this was thrown in, where the person had to have flood insurance when the program started versus when the grant application was submitted, as this was the first time this has happened. This is why Mr. Ward was not charging us anything to reapply for the original grant application, and only for the adding of the additional properties. Councilman Merendino stated that a grant administrator, who in this case was Mr. Jeff Ward, is hired to make sure everything is right in order to make sure we do not lose our money. Mayor Ford stated that was correct, and also why Mr. Ward was not charging us to reapply for the original property. Councilman Fruge explained that we don't know exactly how much the City may get back until the demolition bids come in and we see what is spent on those costs. Ift there is money is left over, the City gets to keep the remainder. Councilwoman Nelson spoke up and stated we are trying to help the citizens of the whole City and specific citizens who have significant problems and wants to know what Councilman Merendino finds SO amusing about the entire situation by laughing and smirking. Councilman Merendino stated he would be happy to explain. He stated they wrote a $4,000 check and then put it on the agenda 2 weeks later for approval, which he put on Facebook and he (Councilman Merendino) stated he was sure Councilwoman Nelson seen. Councilwoman Nelson stated no, she has him blocked because he was SO abusive to her last spring. Councilman Merendino stated her husband had been abusive too. Councilwoman Nelson stated it may should have gone differently, but we are doing everything we can to help citizens in this community, and you think it is funny, la am offended by that. Councilman Merendino stated he was offended by her being offended. Mayor Ford stated we were authorized to write the check and the whole 9 yards, but that is another story, but this is why we are informing everyone here tonight, to make sure everyone is informed. We are working to help 3 individual familiesi in particular, and as more funds come available we will keep working to help others as we can. Councilman Fruge asked what happens if someone who isin the 75/25% is not happy, what happens? Mayor Ford explained they can choose to back out at any time, and can also put their home on the market for sale and sell the home instead if they decided. Councilman Merendino asked what would happen to that part of the grant money we have asked for if they backed out for any reason. Mayor Ford stated that part would not be given to us in that case. The homeowner is not under any obligation at this time. However, should the grant go through and the buyout be finalized with each property, the City will demo the property and if there is any money left over, get to keep the remainder of the money. But, in the end, all the City knows for sure we will get is land. b.Counci-woman Adams - Report on building maintenance and changes made - Councilwoman Adams discussed how there have been improvements to the Civic Center. Doug Emmons installed a hoist to help with the Christmas in the Park items and getting things to the top. He also built a storage area under the stairwell. The speakers are now on the wall, which was done by Mr. Emmons and Ronnie Adams. Councilwoman Adams also stated we have ordered a couple more mics because the secretaries are having a hard time picking up what the Councilmembers are saying to get a real accurate account of what is being said during the meetings as itis hard for them to hear it. Councilwoman Adams continued stating we have also had some strange things happen lately. We have had 2 doors left standing open, one was the Council Chambers door, and one was the bay area side door. There were some things missing such as Christmas in the Park items, some tables and maybe some chairs. Since then we have changed the locks and now passcodes that must be used for coming and going. Councilman Merendino asked if it had been reported to the Sheriff's department. Councilwoman Adams stated no, she did not. She stated the tables and chairs will now be counted each time the civic center is rented. Councilman Merendino asked about installing cameras. Councilwoman Adams stated she was going to look into it, but the budget is very tight. She stated Doug Emmons has also built a cabinet for the equipment where the microphone and speakers go into. Mayor Ford explained this is the system we discussed at the last meeting, and how hard it is for Kimberely Vandver to get the meetings online. Mrs. Vandver explained it takes up to 8 hours or longer to get meetings online, and she cannot do anything else on her computer while this is going on. Mayor Ford stated with these issues, we would like Council too consider spending this money during this budget year and get it started if Council wanted to go ahead and consider it. Kimberely Vandver explained this would include four (4) cameras at the civic center, including three (3) outside and one (1) inside to record the council meetings. Councilman Tevis made the motion to approve with Councilman Fruge seconding; all approved. M/M/2/C: Tevis/Fruge b. Consideration/Approval of changing mobile home park permit fees from $100 per year to $500 per year. Mayor Ford stated it was brought up a few weeks ago during the budget meeting and it was stated it would be brought back during this meeting with more information. Mayor Ford asked Kimberely Vandver to do more research on this, and turned it over to Mrs. Vandver. Kimberely Vandver stated she looked at multiple things, including property taxes. Whoever owns the land pays land taxes, and whoever owns the home pays personal property taxes. Mrs. Vandver also pulled the minutes to see what the initial reasoning for the permit fee was for, which the minutes show it was to cover the expenses for everything, such as the expenses for the salary for office staff and the inspector. Our current building inspector is not only a code enforcement officer, but also a building inspector, including ac commercial building inspector, and he stated the current $100 fee is adequate to cover his time to inspect those properties, and leaves room for if we need to send notice for any violations. Mrs. Vandver then called other cities to see what their polices were on mobile home parks. This included Sour Lake, Lumberton, Silsbee, and Beaumont, at which none of them charge an annual permit fee. Some of them do charge an initial permit fee, but they do not charge an annual fee. Councilman Fruge stated at the last meeting he stated he would consider entertaining this, but in light of all the taxes they pay and information given, Ifeel it should be left alone. Councilman Merendino stated it was good that Mrs. Vautrot and the rest of them came tonight to help explain it as well. NO MOTION MADE- dies for lack of motion. APPROVED 9. Reports from the Mayor and following Committees: a. Councilman Fruge - Discuss DD6 proposal to improve drainage at the low water crossing on River Bend Dr. as well as revamp the ditch behind City Hall that starts at Sweetgum and runs West to the low water crossing on River Bend Dr. = Councilman Fruge gave his presentation showing the survey completed regarding the grant received for the new playground from the Texas Parks and Wildlife. He showed where everything is currently scheduled to go, including the walking trails scheduled for a later date. He continued by explaining that after some discussions between the Mayor, Councilman Fruge, and several people at DD6 regarding potential funds they (DD6) may have to concrete line the ditch that runs through the property, asking DD6 to help. In the end, DD6 stated they would not concrete line the ditch, but they would reshape it, and redo the crossing at Riverbend that currently floods by replacing the pipe with bigger pipes if we remove the utility that is there, Councilman Fruge explained the park is scheduled to be developed close to the ditch. But if they reshape the ditch for us, they will require a 90-foot easement, which will cut into where we currently have planned for the park and walking trails, meaning we will need to complete this before we finish the playground equipment. Councilman Fruge went on discussing what DD6 would require from us to move forward with this project, and the potential costs. The costs based on the district engineer gave us on our portion of the work, would be approximately $45,000 should it be approved during the city side budget. Councilman Merendino also stated he wanted it known to the citizens that these consent items cannot be discussed. Mayor Ford stated Kimberely Vandver sent a larger copy to everyone this afternoon that could be read, and it is the budget we discussed at the last meeting. Councilman Merendino asked if this means we are going to spend the $65,000 on the ditch? Councilman Fruge stated no, it was $45,000. Councilman Fruge informed Council that DD6 has met with BISD and received the easement for free, which was included in the original presentation on the ditch. He continued explaining that from approximately $30,000 of our share, DD6 will conduct approximately $250,000 worth of work. Mayor Ford - Bevil Oaks & the Jefferson County Hazard Mitigation Plan - Mayor Ford stated she wasn'tsure if anyone ever thought about who paid for all the assistance we receive after a hurricane or other disaster. We are part of the Jefferson County Hazard Mitigation Plan, as are other cities and organizations. This allows us to tap into their resources during disasters. Every sO often, FEMA sends down a list of what the County as well as the City, must do in order to stay a part of the plan. They will check to see if you have been working on the plan during the last 5 years. One thing they expect us to do is make sure properties are being elevated, whether it be a new structure, or ifi it has hit the 51% rule. We have done that, as well as apply for grants, which we have also done. They have wanted to see generators at our critical infrastructures and we are almost complete with that, including the City Hall, Fire Station, water plant, sewer plant and Civic Center. We still need them for the lift stations. Other items include hanging tree limbs over streets, lines, and other areas.; FEMA grant update = we just learned we are in the status of "for further review" which is good. The alternative is declined. However, it looks like we should get the project under way sometime around March of next yearifall goes well. b.
