MEETING MINUTES OF THE THURSDAY, APRIL 18, 2024, AT 8:00 A.M. AT THE OFFICES OF THE 28 PENN SQUARE, SUITE 100 LANCASTER, PA 17603 VACANT PROPERTY REINVESTMENT BOARD LANCASTER COUNTY HOUSING AND REDEVELOPMENT AUTHORITIES The members of the Vacant Property Reinvestment Board met Thursday, April 18, 2024. The Board meeting was held at the offices of the Lancaster County Housing & Redevelopment Members of the board in attendance: Bob Heiserman, Ed Fisher, Heather Zink and Rick Staff members present: Justin Eby, Executive Director, Sean Krumpe, Acquisition and Rehabilitation Program Coordinator and Beth Dreyer-DeGoede, Secretary. Authorities, 28 Penn Square, Lancaster, and via Zoom Videoconference. Martin, Dan Hess and Scott Graham. No others were present. Mr. Heiserman called the meeting to order at 8:01 am. There were no public comments. The minutes of the March 2024 meeting were reviewed. Ms. Zink made a motion to approve the minutes and Mr. Hess seconded the motion. The minutes were unanimously approved. There were no Hearings. Mr. Krumpe noted that there was correspondence from the Columbia Borough. We will have certification for the blight determination for 170 S. 5th Street from the Municipal Planning Commission. Ms. Zink noted that the new owner is making progress on the property. Mr. Krumpe also said that our inspector met with the property owner of the property at 2250 Lincoln Highway East in East Lampeter Township. We will continue the process there to ensure that the work gets done. Old Business: None New Business: 1. Consideration of the Second Determination of Blight for 1198 Iron Bridge Road in Rapho Township. Mr. Krumpe reviewed steps we had taken. The owner has not signed for the certified mail and no communication has been received. Mr. Heiserman asked if we had ever had communication with the property owner and we have not. Mr. Martin asked if we ever reached out to a mortgage company. We 1 have not. Mr. Heiserman asked ift there was any other way to try to contact the property owner. Mr. Krumpe is going to ask our solicitor for our options. He will see iftaxes have been paid and if sO, who is paying for them to see if a contact can be made. Mr. Hess moved to approve the second blight determination, Mr. Martin seconded the motion and it was approved. Other Business: Mr. Martin asked about the East Lampeter Township property. We are working with the property owner but are continuing with the process. Next month we will talk about the next steps and we will see what progress has been made.
