Monthly Minutes of the Lancaster County Salary Board May 6, 2024 The meeting was called to order by Commissioner Joshua Parsons at 1:30 p.m. in the Commissioners' Conference Room 701, 7th Floor, at the Lancaster County Offices, 150 N. Queen Street. Members Present: Commissioner Joshua Parsons, Commissioner Alice Yoder, and Controller Lisa Colon. Commissioner Ray D'Agostino arrived at 1:50 p.m. Others Present: Leonard Brown, Judith Erb, Lawrence George, Carmen Simone, Kevin Edwards, Sheriff Christopher Leppler, Christina Peddigree, Dennis Dougherty, Tim Note: There were others present who did not sign in and whose identity is unknown. Commissioner Yoder moved to approve the meeting minutes of the April 1, 2024, meeting. Judge Leonard Brown, Court Administration, requested approval to hire applicant (85354) at an annual salary of $70,444 which is above the start rate for a Consumer Debt & Civil Case Management Staff Attorney-Judicial Operations position (504709), Grade R, effective May 6, 2024. (Min $66,729 Mid $83,421 Max $100,093.50). Judge Brown moved to approve. Judith Erb, BHDS, requested approval to reclassify two Caseworker positions (503476 and 502761), Grade 1, to Caseworker Senior, Grade K, effective May 6, 2024. This will result in the incumbents (21453 and 23495) receiving a 6% increase. Commissioner Yoder moved to Burke, Kathy Kunkel and Hannah Cody. Controller Lisa Colon seconded. Approval to hire an applicant at an annual salary of $122,500 which is above the start rate for a Director of Budget Services position (504666), Grade X, effective May 20, 2024. (Min $95,388.80 Mid $119,246.40 Max $143,083.20) Additionally request approval for the applicant to accrue 3 weeks of vacation for 0-5 years of service, four weeks for 6-10 years of service and five weeks for 11 + years of service effective May 20, 2024. Controller Colon Kevin Edwards Property Assessment, Request approval to hire applicant (89281) at an annual salary of $51,226.50 which is above the start rate for an Appraiser position (500057), Grade H, effective May 13, 2024. (Min $71,177.60 Mid $88,982.40 Max $106,766.40). b. approval to hire applicant (89258) at an annual salary of $75,025 which is above the start rate for a Criminal Lieutenant position (501211), Grade N, effective upon hire. (Min $58,552 Mid $73,195.20 Max $87,838.40). C. approval for a temporary 5% salary increase for employee (24034), due to assuming additional duties, effective April 8, 2024, until position is filled. d. approval for a temporary 5% salary increase for employee (25766), due to assuming additional duties, effective April 29, 2024, until position is filled. Sheriff Leppler moved to approve items a,b,c and d. Controller Colon seconded. The motion carried unanimously. Christina Peddigree, Human Resources, requested approval for a temporary 5% salary increase for employee (26523), due to assuming additional duties, effective approximately June 3, 2024, until August 25, 2024 or until the return of the incumbent into the position. Ms. Peddigree highlighted the unanimously. following: The 1st quarter 2024 County Turnover Rate is 4.10%. Over the last 5 years the 1st quarter 2024 is the lowest turnover quarter. Not seeking other employment - ex. 12 retirements 3. Work culture/family circumstances Hires are significantly up in January and February 2024. The employee head count of 1804 is the highest in the last 6 years = returning to pre- pandemic staffing. (2019 was 1819) Commissioner D'Agostino moved to adjourn the meeting at 2:08 pm.
