MINUTES OF A REGULAR MEETING OF THE BOARD OF THE LANCASTER COUNTY HOUSING AUTHORITY JUNE 25, 2024 FOLLOWING THE 4F PM MEETING OF THE LANCASTER COUNTY LAND BANK AUTHORITY 28 PENN SQUARE, SUITE 100 LANCASTER, PA 17603 The members oft the Board of the Lancaster County Housing Authority met Tuesday, June 25, 2024. The Board meeting was held at the offices of the Lancaster County Housing & Redevelopment Authorities, 28 Penn Square, Suite 100, and via Zoom Videoconference. Members of the Board in attendance: Jim Eby, Ed Fisher, Gerald Robinson, and Jim Williams. Staff members present were: Justin Eby, Executive Director; Michaela Allwine, Director Housing and Community Development; Scott Fredo, Director of Finance and Administration; Audrey Steinmetz, Director Tenant and Landlord Services; Jocelynn Naples, Director of Communications, Development and Special Projects; Rachel Valmonte, Compliance Manager; Sean Krumpe, Community Development Program Manager; Jody Heinrich, Grants Manager; Steve Kaufhold, Construction Project Manager; Marjorie Shaffer, Homelessness Housing Also in attendance: Tim Stuhldreher, Editor OneUntedlancastercom: Alice Yoder, Lancaster County Commissioner and Ethan Grabowski, Lancaster County Commissioners Office Inter Coordinator and Beth Dreyer-DeGoede, Secretary. Mr. Fisher called the meeting to order at 4:11 p.m. Public Comment - None Minutes of the May 2024 meeting were approved. The motion was made by Mr. Jim Eby, second by Mr. Williams and unanimously accepted. Communications - None Staff Reports - None The Monthly Activity and Status Report is attached hereto and made a part hereof. The Financial Report for the month of May 2024 was approved on a motion by Mr. Jim Eby, second by Mr. Robinson and unanimously accepted. Mr. Fredo noted that they have over 100% voucher utilization. Mr. Fisher asked how long they could be at that level and will it dropl back down. Mr. Fredo said 15-18 months and yes, it would drop. Mr. Fisher thanked the Housing Authority staff for their work. Commissioner Yoder asked how this utilization compared to the past and if they could increase the number of vouchers. Ms. Steinmetz said it was lower utilization int the past, and perhaps they could increase the number of vouchers but it is difficult to find landlords who will accept them. Committee Reports - None New Business: 1) The board approved a Memorandum of Understanding with the Lancaster County Children and Youth Agency, the Lancaster City Housing Authority, and the Lancaster County Homelessness Coalition for administration of the Foster Youth to Independence Program. Ms. Steinmetz noted this is a program for youth aged 18-24 years old who were previously in foster care. They would be eligible for a 36 month housing voucher which could be extended. Individuals would be placed on a wait list, vetted for eligibility and then given a voucher. Mr. Jim Eby asked how many vouchers would the Housing Authority get. They could get 25 vouchers, and could ask for more, up to 50. Mr. Stuhldreher asked if this is a new program and when it might be rolled out. Ms. Steinmetz noted it was new and they hope to get it started by the end of. July. Commissioner Yoder noted that this has been a long time request from Children and Youth and will be filling a gap in our community. Ms. Steinmetz said that partnering agencies would provide services to the youth. Mr. Stuhldreher asked ift this served the same demographics as Manor Youth House, and it does. Mr. Fisher said he was excited about this program. Mr. Justin Eby said it had good collaboration between many organizations. The motion to approve was made by Mr. Williams, second by Mr. Robinson, and unanimously carried. Other Business: Mr. Fisher announced that the next meeting of the Board of the Lancaster County Housing Authority is expected to be held Tuesday, July 23, 2024, after the 4 p.m. meeting of the Lancaster County Land Bank Authority.
