MEETING MINUTES OF THE AT THE OFFICES OF THE 28 PENN SQUARE, SUITE 100 LANCASTER, PA 17603 VACANT PROPERTY REINVESTMENT BOARD LANCASTER COUNTY HOUSING AND REDEVELOPMENT AUTHORITIES THURSDAY, FEBRUARY 15, 2024, AT 8:00 A.M. The members of the Vacant Property Reinvestment Board met Thursday, February 15, 2024. The Board meeting was held at the offices of the Lancaster County Housing & Redevelopment Members of the board in attendance: Dan Hess, Bob Heiserman, Ed Fisher, Heather Zink and Staff members present: Justin Eby, Executive Director, Sean Krumpe, Acquisition and Rehabilitation Program Coordinator and Beth Dreyer-DeGoede, Secretary. Authorities, 28 Penn Square, Lancaster, and via Zoom Videoconference. Rick Martin. Mr. Heiserman called the meeting to order at 8:02 am. There were no public comments. The minutes of the January 18, 2024, meeting were reviewed. Ms. Zink made a motion to approve the minutes and Mr. Hess seconded the motion. The minutes were unanimously approved. There were no Hearings. Mr. Krumpe noted that there was correspondence from East Lampeter Township for a property The 170 S. 5th St. property is under contract. Mr. Krumpe will let them know that the 2nd Blight Determination has passed. The new owners will need to rehabilitate the property with us. Mr. Krumpe has seen additional interest from realtors for the 2764 Lebanon Rd. property in application at 2250 Lincoln Highway East. Rapho Township. He will keep a list of interested parties. Old Business: 1. Resolution of the Lancaster County Vacant Property Reinvestment Board accepting the rehabilitation of the property at 2739 Marietta Avenue in East Hempfield Township and approving its removal from the Vacant Property Reinvestment Board process. Mr. Krumpe received a letter from East Hempfield Township and certificate of occupancy, sO it can be removed from our process. Mr. Hess made a motion to remove it, Ms. Zink seconded the motion, and it was passed. 1 New Business: 1. Consideration of First Blight Determination Resolution for 1198 Iron Bridge Road in Rapho Township. Mr. Krumpe noted that no communication has been received and the certified mail has been returned. Mr. Martin made a motion to approve, Ms. Zink seconded the motion, and it was approved. Other Business: The next meeting of the Vacant Property Reinvestment Board will be held March 21, 2024, at 8 a.m. at the offices of the Lancaster County Housing and Redevelopment Authorities, 28 Penn Square, 1st Floor, Suite 200, Lancaster, PA and via the Zoom video Ms. Zink made a motion to adjourn the meeting; Mr. Hess seconded the motion, and all were conferencing platform. in favor.
