That's something the rating is variable on andi it does give an opportunity tot the County tos structure this again withi minimal budgetary impact for a $2.5M Bond. The County willl have ar rating call with Standard and Poore'si inl New York City andt they'lli look att the previous history ofthe County, its current financial situation and the structure oft the new. Bonds. We're hoping tol have that call the week after Thanksgiving, that will allow ust then toj put together the offering document and bei int thei market as early asl December 7th. Ifnot, that'sa Thursday, wei might push itto Tuesday, the 12th ofI December. The Bonds will close on) December 28 ofthis year at which Mr. Payne statedy your may notice thel Resolution and the BPA speak ofar not to exceed number of$ $3,265,000.00. That is not what the County ist borrowing, thati ist the process that we as the underwriter take withi the State and the Department of Community and Economic Development to give uss some flexibility to work within that $2.5M number that you'lla actually be borrowing. They will be nowhere: near borrowing $3,265,000.00. We are estimating that the amount ofal Bond issue that would bet the result of $2.5Mi into a construction fund willl be about $2.65M. (Atthist time attorney Caron said she could not Mr. Payne continued that they' 'Il take any questions regarding the Ordinance. (Atthis time attorney Caron said she could nowl hearl Mr. Payne.). Mr. Payne informed attorney Caront that hej just finished his dissertation on the structure and the financing and asked attorney Caroni ifs she has a minute, coulds youj just go over the Ordinance and exactly what they're going Attorney Caroni introduced: herself and apologized for the technical difficulties and said she isal Bond attorney with) Eckert Seamans in! Harrisburg and that she serves as Bond counsel tot the County. As Bond counsel, we prepared the Ordinance, number 33-2023 signed by thel Board of Commissioners. Attorney Caron then readl highlights from Ordinance #33-2023 and Reporter Preston Ehrlera asked Commissioner Osterbergi ifhe could go over the $2.5M construction bond can yout tell us about what thisi is for? Commissioner Osterberg answeredi itisf for thel Bennett. Avenue project; it's for the completion ofthe interior of the existing Courthouse, the 1872 Courthouse; iti ist the continued efforts to expand the sewage treatment: facility at Reporter Preston Ehrler asked what the current Bond rating ofthe County is? David) Payne answered the current Bond rating Reporter Preston Ehrler asked what the structure oft this Bondi is, how often isi it going out for? David Payne answered the Reporter Preston) Ehrler asked what'st thel Bond based on, howi isi itg goingt to be priced? David Payne answered the Bondi is based oni municipal marketa addendum and that ist the price oft the municipal bonds that'sf factored in every day. That price isa tax-exempt: rate because the County has the opportunity tol borrow as at tax-exempt entity. Itis based off oft the ten-year treasury, whichi is a1 taxabler rate. Ify you follow the flow oft the ten-year treasury from now until day ofp pricing, going up or down oru up or down, the rate willl be al littlel higher ora a little lower as we gett toward that first week ofI December. MISCELLANEOUS PennState Extension Calendar of Events PRESS & PUBLIC COMMENTISOUESTIONSTIOASADOURAMENT Meeting attendee, Kevin) Holian ofl Dingman Township, commented that Pike County, Pennsylvania has a female Commissioner elected. It's interesting though, for clarity, Ithink al lot of Pike County residents need to be aware that, ifit pleases any oft the Commissioners, correct mei ifl'm wrong, in 2011 Pike County was fortunate enough tol have appointed by then. Judge Joel Kameen, Kathy Hummel as an appointed Pike County Commissioner. Just for clarity ofall of us, yes Christa willl bet thei first votedi inf female. Commissioner Osterberg saidr no, that's not true. Wel had Margaret Mary. Jonas back int the late '80's and Sally Thompson in the late "90's. Ijust want tor makes sure that's clear. Commissioner Osterberg continued, the voters have spoken; Christa Caceras was votedt tol be ther next County Commissioner. We welcome her being here. That needst tol be cleared up, Kathy] Hummel was appointed toi fill out the unexpired term of Harry Forbes (former Commissioner) int thei interim of ane election. That'swhy that occurred, they needed someone toi fill thats spot without somebody running. That was the first year Iran for Commissioner, and she hads saidt that she would not run. Kathy Hummel isav very qualified persont tol be Commissioner ofthis County. Kevin Holians said she iss still with us, Ithink. Commissioner Osterberg said she Reporter. Jeremy Van] Duyne said we were informed by a letter that wei received about the County's private company named Service Access Management, and Pike County Children and Youth. Commissioner Osterberg asked SAM? Yes, they' 're the ones that we use to manage our Children and Youth Services. Ithink we went into that contract two, maybe three years ago, they' ret the ones that we contract out and use. They use thisi in other counties, it's not unusual. Reporter Vanl Duyne said they're alleging mismanagement within thej private company, and] want to! know a little bit more about it. Commissioner Osterberg answered wel know nothing about mismanagement. Wel have a very. good relationship with SAM. Children and Youth, just sO wet understand, isa very difficult section ofthe County to operate. Isay this because the situations that those men and women that work up there are puti in are extremely difficult. It'sr really difficult toi find people that are qualified to dot thatj job, that want to dot thatj job. Another side ofiti is to try and find a director that wants tol handlei it. We went through lots ofs struggles sincel I've been here with directors. Thisi is a decision we madet that wei felt a management team would be best suited upt there tor manage the entire staff. They don'tmanaget the entire staff, therei is still a section up there called Intake, which is actually the County'ss side ofit. Wel know nothing aboutr mismanagement ofSAM. Iknow that wel have Solicitors that are continually upt there, monitoring everything that goes on. We don'tknow anything about that. What we do knowi ist that thej jobt that all oft those men and women havet to deal with on a dayi in and day out basisi is extremely difficult, and wer respect all ofthat. Idon'tknow whatl letter you! have. We didn'ts see al letter sol I'mi not going to speak much more of it. Commissioner Waldron saids sincel I'veb been here, SAMI has done a goodj job. There weres some issues about management, but we saidt tot them we need yout tol have somebody here, all thet time, tor manage everybody involved ont the SAMs side of things. They answered thatr request, and wel have Kelly (Mclaughlin) doing ar really goodj joba ast the Manager/Director, ifyou THE NEXT REGULARI MEETING OF THE] PIKE COUNTY COMMISSIONERS WILLBEHELDON WEDNESDAY.
