MEETING MINUTES OF THE THURSDAY, JUNE 20, 2024, AT 8:00 A.M. AT THE OFFICES OF THE 28 PENN SQUARE, SUITE 100 LANCASTER, PA 17603  VACANT PROPERTY REINVESTMENT BOARD LANCASTER COUNTY HOUSING AND REDEVELOPMENT AUTHORITIES  The members of the Vacant Property Reinvestment Board met Thursday, June 20, 2024. The Board meeting was held at the offices of the Lancaster County Housing & Redevelopment Members of the board in attendance: Bob Heiserman, Ed Fisher, Heather Zink, Rick Martin, Staff members present: Sean Krumpe, Community Development Program Manager, and Beth  Authorities, 28 Penn Square, Lancaster, and via Zoom Videoconference.  Scott Graham and Dan Hess. Dreyer-DeGoede, Secretary.  Mr. Heiserman called the meeting to order at 8:01 am.  There were no public comments.  The minutes of the May 2024 meeting were reviewed. Mr. Hess made a motion to approve the minutes and Mr. Martin seconded the motion. The minutes were unanimously approved.  There were no Hearings.  Mr. Krumpe noted that there was correspondence from 2250 Lincoln Highway East. We are setting up a meeting with the property owners and the township codes office to try to get For 1198 Iron Bridge Road, Mr. Krumpe has been in contact with the property owner. She is looking to put a rehabilitation plan together. She is not living in Pennsylvania. Conoy Township has a property we will be considering next month.  everything together sO they can move forward.  Millersville Borough is looking to submit properties to our board. They have a new borough  manager. Old Business: None New Business:  1. Consideration of Referral for Acquisition of 2764 Lebanon Road in Rapho Township to the Lancaster County Redevelopment Authority. Mr. Krumpe said that the  1    property continues to have break-ins and vandalism. The sewer issue has not been resolved. When a property is taken by eminent domain we do not take on any mortgages or liens. Ms. Zink made a motion and Mr. Hess seconded and it was unanimously approved. There is a $10 million mortgage on the property through M&T Bank, Mr. Fisher asked if anyone had been in contact with the bank. We have  not yet.  Other Business: None  The next meeting of the Vacant Property Reinvestment Board will be held July 18, 2024, at 8 a.m. at the offices of the Lancaster County Housing and Redevelopment Authorities, 28 Penn Square, 1st Floor, Suite 200, Lancaster, PA and via the Zoom video conferencing platform.
