BOROUGH OF WIND GAP 545 East West Street WIND GAP, PA 18091 610-863-7288 FAX 610-863-1011 The Council meeting of the Borough of Wind Gap on Tuesday, January 3, 2023 was called to order at 7:00 p.m. by President George Hinton, at which time he reminded those present that the meeting was being recorded. In attendance were Council members Steve Bender, Dave Manzo and Alex Cortezzo. Also, in attendance were Mayor Wesley J. Smith, Borough Solicitor Ronald Karasek, Borough Engineer Brian Pysher, and Borough Manager Louise Firestone. Absent were Councilmen Dave Hess, Patrick Webber, and Jeff Yob. PUBLIC COMMENT 1. Jason Keenhold, 104 East Third Street, came before Council asking why Council raised taxes for 2023. George Hinton replied that Council voted "Not" to raise taxes for 2023, sO apparently there is misinformation regarding taxes that is circulating. APPROVAL OF MINUTES On motion by Dave Manzo to approve the December 20, 2022 minutes and seconded by Alex Cortezzo. Roll call vote taken. Council agreed unanimously. APPROVAL OF EXPENSES -$158,446.04 On motion by Dave Manzo to approve the expenses in the amount of $158,446.04 and seconded by Steve Bender. Roll call vote taken. Council agreed unanimously. SOLICITOR'S REPORT See attachment one (1) ENGINEER'S REPORT Brian Pysher reported that the MS4 permitting process is ongoing. Acela Engineering, Mike Waldron, has provided a Draft document to be reviewed by representatives from the borough. Acela is asking that comments as submitted sO the public meeting can be held as part of the MS4 process. Brian will print the documents and leave hard copies at the borough office. Some oft the proposed improvements include rain gardens down by the community garden along the wetlands and on the west side of the building, to put rain garden. Brian reported that UGI has scheduled installation oft the gas line to the municipal building and the maintenance garage starting January 9 2023. We will have to have each unit vented. He will get three estimates for the work needed to be done. Brian will meet with Rich tomorrow regarding Constitution Avenue. He also received revised plans from 20 Green Knight Drive, he will make sure that they meet all oft their conditions. Brian said that Muschlitz will have to reopen the road on Green Knight Drive and install another inlet box since the water pools on the road during and after a rain event. NEW BUSINESS 1. Approval Advertisement 2023 Borough Meeting Schedules/Dates On motion by Dave Manzo to approve the advertisement of Borough Meetings for 2023 and seconded by Alex Cortezzo. Roll call vote taken. Council agreed unanimously. 2023 Re-Appointment to Slate Belt Regional Police Commission 2. (Commissioner + 1Alternate Commissioner) On motion by Alex Cortezzo to approve the 2023 re-appointment of Dave Hess as Commissioner and George Hinton as Alternate Commissioner on the Slate Belt Regional Police Commission and seconded by Dave Manzo. Roll call vote taken. Council agreed unanimously. OLD BUSINESS Council did not discuss any Old Business at this time. ADJOURNMENT On motion by Dave Manzo to adjourn the meeting of. January 3, 2023.
