BOROUGH OF WIND GAP 545 East West Street WIND GAP, PA 18091 610-863-7288 FAX 610-863-1011 Wind Gap Borough Council on Tuesday, January 17, 2023 was called to order at 7:00 p.m. by Council President George Hinton, at which time he reminded those present that the meeting was being recorded. In attendance were Council members Dave Hess, Steve Bender, David Manzo, and Alex Cortezzo. Also, in attendance were Mayor Wesley J. Smith, Borough Solicitor Ronald Karasek, Borough Engineer Brian Pysher, and Borough ManagerL Louise Firestone. Absent were Councilmen Jeff Yob and Patrick Webber. PUBLIC COMMENT 1. AWind Gap resident complained about the notification that he received for the January 4t_Zoning Hearing Board meeting regarding the Verizon Cell Tower being proposed on' Wind Gap Borough's Municipal Complex property. He felt that all the citizens of Wind Gap should have been made aware and notified individually about the cell tower. APPROVAL OF MINUTES On motion by Dave Manzo to approve the January 3, 2023, minutes and seconded by Alex Cortezzo. Roll call vote taken. Ini favor: S. Bender, A. Cortezzo, G. Hinton, D. Manzo. Abstained: D. Hess. Motion carried: 4-0-1. NEW BUSINESS 1. Re-appointment of Linda Paynter to Planning Commission - 4-year term On motion by Dave Manzo to re-appoint Linda Paynter to the Planning Commission for af four-year term and seconded by Steve Bender. Roll call vote taken. Ini favor: D. Hess, G. Hinton, D. Manzo, S. Bender. Opposed: A. Cortezzo. Motion carried: 4-1. 2. Appointment of Mike Laudano to Zoning Hearing Board - 3-year term. On motion by Dave Manzo to appoint Michael Laudano to the Zoning hearing Board for at three-year term and seconded by Steve Bender. Roll call vote taken. In favor: D. Hess, G. Hinton, D. Manzo, S. Bender. Opposed: A. Cortezzo. Motion carried: 4-1. OLD BUSINESS 1. Attorney Karasek reported that he received an e-mail from Attorney Ronald Corkery who represents the developer for the billboard on Route 33 along Male Road in the borough. The developer had proposed to move the billboard from the current location, but Attorney Corkery submitted a copy of the Supreme Court Decision indicating that the billboard does not have to be moved and no Land Development Plan submission is required to allow the billboard to remain int the present location. ZONING OFFICER'S REPORT Zoning Officer, Suzanne Borzak, was not present and no written report was provided at this time. COMMITTEE REPORTS Steve Bender said that the Summer Sounds dates are incorrect on the report. Louise Steve Bender asked if the Borough was looking to purchase another Z-trac riding mower. Louise Firestone reported that there are currently two zero turn riding lawnmowers, but the street department would like to replace the oldest mower because of the wear and amount of hours on the motor. They suggest replacing the oldest mower by putting it out to bid on Municibid. This is just an item that was put on for discussion. Council had no questions at this Firestone will review to verify that the correct dates are advertised. time. MAYOR SMITH REPORT Mayor Smith reported that he had the opportunity to attend the grand opening of the SixTen Hair Salon at their new location at West West Street. It was well attended; he was there along with the Slate Belt Chamber. They took photos and got some good press for a local business in the borough. Nothing new for the Slate Belt Council of Governments (COG), there was no meeting in December. He will be in attendance for their next meeting on Wednesday, January 18+h.
