November 14, 2023 MILLERSVILLE BOROUGH COUNCIL MEETING MINUTES The MILLERSVILLE BOROUGH COUNCIL MEETING was held on' Tuesday, November 14th, in the Millersville Borough Public Meeting Room located at 100 Municipal Drive, Millersville, Pennsylvania. The meeting was called to order at 7:001 PM by Council Vice President Mary Ann Gerber, followed by a pledge to the flag as well as an observed moment ofs silence. COUNCIL MEMBERS Lauren E. Lane, 827 Tanglegate Pl., MillersVille MINUTES Mr. Hubbs made ai motion to approve the August 22, 2023, Council Meeting minutes. Ms. Giberson seconded the motion. The motion passed with a unanimous vote. CITIZENS' REQUESTS OR CONCERNS Richard Franz, 55 N. Duke St., wanted tol know when they were going to open up between N. Duke St., Frederick St. and Letort. Ms. Weidinger stated that Mr. Boxleitner had: mentioned in the last meeting that he would need to get permission from PENNDOT first because it's as state road. He was also concerned about the speeding on N. Duke St. ChiefMargevich stated that he would send officers that way to investigate the issue. CIVIL SERVICE COMMISSION None PARKS COMMISSION None BLUE ROCK REGIONAL FIRE COMMISSION lof3 November 14, 2023 MILLERSVILLE BOROUGH COUNCIL MEETING MINUTES None REPORTS OF COUNCIL COMMITTEES FINANCE ADVISORY COMMITTEE Ms. Bellile made ai motion to approve a 6% pay increases for part-time and management employees. Ms. Bager seconded the motion. The motion passed unanimously. Mr. Hubbs made a motion to approve advertising the 2024 Draft Budget. Ms. Giberson seconded the motion. The motion passed with a unanimous vote. Mr. Hubbs made ai motion to approve the resolution to increase the zoning permits from $25 for the first $10,000 to $100.00 and for the rental permits to increase from $70 for 20 or less units, to $100.00. For 20 or more units, the increase would go from $50 to $75. Ms. Bellile seconded the motion, and the motion passed with a unanimous vote. PUBLIC WELFARE AND PUBLIC WORKS ADVISORY COMMITTEE REPORT Ms. Bellile stated that she was unaware of the conditional approval of the Lombardo Land Development plan item. President Hauck stated that it had come before the Planning Commission, who had provided conditional approval. Rob Moyer said that he thought the final date was January 24, 2024. It was decided to table the item until the December 12th, Council meeting. Mr. Hubbs made ai motion to consider awarding the Charlotte St. sanitary sewer replacement project tol PACT ONE, LLC: for the low bid price of$1,424,782. Ms. Eager seconded the motion. The motion passed with a unanimous vote. PERSONNEL ADVISORY COMMITTEE Ms. Gerber made a motion to confirm the employment of Rebecca DeSantis Randall to serve as Borough Manager with an annual salary of$95,000 and a start date of December 18th, 2023. Ms. Giberson seconded the motion. The motion passed with al unanimous vote. MAYOR'S REPORT Mayor Aichele said that he had spoken with Kyle Elliot, Millersville University local meteorologist, who gave his prediction for the winter. He was expecting 35 inches this year. He also discussed the Veteran's Day Memorial that took place the previous Friday and commended all of the Veterans that participated. He thanked Sue McCullough for her hard work, the road crew that assisted that day and Millersville University for their help. MILLERSVILLE UNIVERSITY REPORT Andrew Geer said many students were dealing with the stress of finals season. Dr. Victor DeSantis said that one of the signature University swans had passed away by accidentally hitting electric wires while trying to fly. They would be getting a new set ofs swans. The men's soccer team won the PSAC championship. They automatically got a bid to the NCA tournament. We'd be hosting the first round oft the NCA tournament here in Millersville. He said there were still tickets to the Glorious Sounds oft the Season for those who were interested. She also thanked the Police Department for participating in the Trunk or Treat event on Halloween. UNFINISHED BUSINESS EXECUTIVE SESSION ADJOURNMENT Ms. Giberson made a motion to adjourn.
