September 25, 2018 MILLERSVILLE BOROUGH COUNCIL MEETING MINUTES The MILLERSVILLE BOROUGH COUNCIL MEETING was. held on Tuesday, September 25,2018 in the Millersville Borough Public Meeting Room located at 100 Municipal Drive, Millersville, Pennsylvania. The meeting was called to order at 7:00 p.m. by Council President, Daniel P. Ostrowski, followed by the pledge to the flag and a moment ofs silence was observed. President Ostrowski welcomed everyone, announced that Mr. Gotshall is absent due to his attendance to the ICMA conference in Baltimore and mentioned that after Citizen's Requests or Concerns there will be a brief] Executive Session to discuss a personnel issue. Kirk, 436 Herr Avenue, Millersville Abbey Ford, Student Government Association ofMillersville University Alberto and Seve Flores, 341 Valley Road, Millersville Charles Flanagan and Quynhhoa Thi Nguyen, 33 Manor Avenue, Millersville Elaine Jones, LNP CITIZEN'S REQUESTS OR CONCERNS Ms. Carol Thomas of 170 West Charlotte Street asked for the status on her request last month concerning decorations in the Borough and had a couple suggestions. She'd like tos see the holiday tree decorated in a more visible location, possibly at one oft the churches. President Ostrowski stated that the Borough does do some decorations and that the Millersville Business Association does the tree lighting event annually. He welcomes any citizen group or churches to organize events and stated that when citizens get involved it brings personality to a town. Mr. Kirk of436 Herr Avenue asked the status of the intersection improvements ofl Duke and Frederick Streets. President Ostrowski stated the Borough is still looking at funding for that project. He noted that one ofthe grants that was awarded is less than the Federal requirements. He stated that our primary goal is to stay ahead of any development at the Funk's! property. 1of5 September 25, 2018 MILLERSVILLE BOROUGH COUNCIL MEETING MINUTES EXECUTIVE SESSION At 7:05 p.m. Council broke for an executive session to discuss aj personnel issue. At7:15 p.m. Council returned to make ai motion by Mr. Cantey and seconded by Ms. Bates to accept the resignation of] Borough Manager, Bradley Gotshall with an effective date of10/31/2018 pending the completion oft tasks. With no further discussions the motion passed by aunanimous voice vote. President Ostrowski mentioned that Mr. Gotshall is leaving the Borough for an awesome opportunity. MINUTES A motion to approve the minutes for the. August 28, 2018 Council Meeting was made by Ms. Miller and seconded by Ms. Bates. With no discussions the motion passed by a unanimous voice vote. REPORTS OF BOARDS, COMMITTEES. AND COMMISSIONS Ms. Bellile gave a monthly report on the Blue Rock Regional Fire District meeting held Thursday, September 6th. The meeting detailed the approval of the financial report, budget and grants. She noted a cleanup by the volunteers is being scheduled for the mold incident after the insurance adjuster is finished. PERSONNEL ADVISORY COMMITTEE REPORT Mr. Cantey made a motion out of committee to approve the resolution to reappoint Phyllis Giberson to the Borough's Educational Service Agency with the term ofoffice expiring on January 1, 2022. With no discussions the motion passed by a unanimous voice vote. RESOLUTION BOOK RESOLUTION NO. 2018-14 Mr. Cantey mentioned that they are working on filling the vacancies ofthe student representatives ofboth Millersville University and Penn Manor. PUBLIC WELFARE AND PUBLIC WORKS ADVISORY COMMITTEE REPORT Ms. Miller made a motion out of committee to award the general contractor for the Waste Water Treatment Plant Dewatering System Replacement project to the lowest bidder Heisey Mechanical, Ltd. in the amount of$1,669,250.00. Ms. Miller mentioned the bid was reviewed by the Borough's Engineer, Solicitor and insurance agent. With no discussions the motion passed by Ms. Miller made ai motion out of committee to award the electrical contractor for the Waste Water Treatment Plant Dewatering System Replacement project to the lowest bidder au unanimous voice vote. 2of5 September 25, 2018 MILLERSVILLE BOROUGH COUNCIL MEETING MINUTES Garden Spot Electric, Inc. in the amount of $148,885.00. Ms. Miller again mentioned the bid was reviewed by the Borough'sl Engineer, Solicitor and insurance agent. With no discussions the Ms. Miller made a motion out of committee to allow a co-logo branding campaign on the Service Line Warranties program. Ms. Miller provided information and discussed the samples of the co-logo approach. Ms. Bates stated her concern for the language that was in the samples which seemed to be above co-logo branding. The Mayor believes that any type ofco-relationship is putting us on the hook and our reputation at risk. Mr. DiGuiseppe noted that whenever you put your name with another company, iti is an automatic endorsement oft that product or service. With motion passed by a unanimous voice vote. no further discussions the motion did not pass; by record ofa 2-4 voice vote. FINANCE ADVISORY COMMITTEE REPORT In the absence ofMr. Bailey, Ms. Bates made ai motion out of committee to approve the August 2018 monthly financial statements as presented. With no discussions the motion passed by a unanimous voice vote. MAYOR'S REPORT Mayor Moriarty reported on the police report for the month of August by stating the Calls for Service were off the scales this month with 410 reported calls. He stated that the ordinance complaints and citations were average, both ats 9. And that the criminal arrests were somewhat high at 30. The PartIclearance rate was 30% and the Part II clearance rate was 69.45%. Chief Rochat upon request gave a detailed explanation of clearance rates and provided examples of situations. He also noted that with the return ofs school, there is more traffic, resulting in more traffic accidents this month. Mayor Moriarty mentioned that LNP will be doing a community article on parade week that will spotlight Millersville. He went on to mention that they had their first town and gown breakfast with MU President, Dr. Wubah and anticipates al busy relationship. He also addressed a communication class at the University on the role ofal Mayor in a Borough VS. a City. MILLERSVILLE UNIVERSITY REPORT Mr. DiGuiseppe reported that this Saturday, September 29th from 11 a.m. to 1:30 p.m. is the annual Millersville Business Association's Saturday in the Park event which will have something for all ages, games, food, entertainment and is free and open to the public. Het thanked the Borough for our participation. He mentioned Saturday is also their open house which runs from 8:30 a.m. to 1:30 p.m. and that Fall break begins after the last class on October 5th and classes resume on October 10th. He announced on October gthat 7 p.m. the 11th Congressional District Debate with Congressman Lloyd Smucker and. Jess King is sold out at the Winter Center, but space is available. He went on to announce Homecoming Weekend is October 12th and 13th. Weekend highlights include Friday's golftournament at Crossgates, campus tours, athletic hall of fame and special events throughout the day and evening; alumni tent party, football game and of course the Millersville Communiy-Universiy, Parade that starts at 9 o'clock Saturday morning. Again, he stated his appreciation for the Borough's support; the Police, Fire and Street department staff. They are still looking for more volunteers if anyone isi interested. He mentioned the semi-annual academic and administration building fire drills will be conducted the week of October 22d through 26th. Mr. DiGuiseppe reported on a few recognitions, including the nationally recognized Higher Education Excellence in Diversity Award and a STEM (science, technology, engineering and mathematics) Award from INSIGHT Into Diversity Magazine. He also recognized Millersville University was again ranked among the top 30 public institutions in Mr. DiGuiseppe commented as already stated that MU is looking at two applicants to fill the vacancy for the Millersville University student advisor to the Borough Council. Selection the North in the U.S. News & World Report's 2019 rankings. should be soon. PENN MANOR REPORT None BOROUGH MANAGER REPORT President Ostrowski mention Mr. Gotshall is not present but had previously distributed his written Manager's report for the month of September and would entertain any questions or comments. Ms. Bellile mentioned Trick-or-Treat will be Wednesday, October 315! the night of Halloween again this year. PRESIDENT'S REPORT President Ostrowski as a follow up on the Mayor's report, mentioned they had a good meeting with Dr. Wubah and his leadership team. They walked out of the meeting with multiple action items. The University stated an interest inl being involved with the Borough's Economic Development Committee and asked that we add a faculty member. The next Economic Development Committee meeting is tomorrow: night beginning at 61 p.m. The University has scheduled a night-time safety/security walk next Thursday starting at 8:30 p.m. and invited us to go along. President Ostrowski stated he is looking forward to working with Dr. Wubah and the University's leadership team over the next few years. NEW BUSINESS Mr. Kirk asked ifthere was any status on the Herr. Avenue street repair from the cave-in. In absence oft the Borough Manager, Mr. McMullen volunteered toj provide his knowledge oft the situation. The City ofLancaster had Rettew come in and do a seismic study. Hej just received a copy oft the report today and has not had time to review the details but summarized that it's possibly a sink hole that they believe may be caused by the sewer lateral leaking. The Borough has not performed televising of the lines yet to disprove their belief.
