January 10, 2023 MILLERSVILLE BOROUGH COUNCIL MEETING MINUTES Thel MILLERSVILLE BOROUGH COUNCIL MEETING was held on Tuesday, January 10, 2023, in the Millersville Borough Public Meeting Room located at 100 Municipal Drive, Millersville, Pennsylvania. The meeting was called to order at 7:001 PM by Council President Lauren Hauck, followed by aj pledge to the flag as well as an observed moment of silence. COUNCIL MEMBERS Lauren E. Ave., Millersville Lynn Miller, 172 Oak Knoll Cir., Millersville Phil Gerber, 12 Circle Rd., Millersville Tony Hightower, 210 New St., Millersville, Civil Service Commission Elaine Walmer, LNP MINUTES None CITIZENS' REQUESTS OR CONCERNS Lynn Miller, 172 Oak Knoll Cir., spoke in favor ofr regionalization of the police department. NEW BUSINESS None REPORTS OF BOARDS, COMMITTEES. AND COMMISSIONS PLANNING COMMISSION President Hauck made a motion to approve Crossgates Phase III Bellaride's extension request to record a final plan. Ms. Gerber seconded. The motion passed with a unanimous vote. CIVIL SERVICE COMMISSION 1of3 January 10, 2023 MILLERSVILLE BOROUGH COUNCIL MEETING MINUTES Tony Hightower spoke regarding candidates who had failed their background checks. Ms. Gerber made a motion to remove the candidates from consideration based on these background checks. Ms. Giberson second the motion. The motion passed with a unanimous vote. HISTORIC COMMISSION Phil Gerber spoke regarding 2 issues. The Masonic lodge wanted to: remove the 2 front doors and put in other doors. He also discussed the condition of Brooks Hall. BLUE ROCK REGIONAL FIRE COMMISSION None REPORTS OF COUNCIL COMMITTEES FINANCE ADVISORY COMMITTEE None PUBLIC WELFARE AND PUBLIC WORKS ADVISORY COMMITTEE None PERSONNEL ADVISORY COMMITTEE Ms. Gerber said they had received a letter ofresignation from Police ChiefJohn Rochat with the purpose ofretirement. Ms. Gerber made ai motion to accept the resignation. Ms. Bellile seconded the motion. It passed with a unanimous vote. President Hauck thanked him for his many years ofs service. MAYOR'S REPORT Mayor Aichele thanked ChiefRochat for his 25 years working for Millersville Borough. He also commended Council for their hard work. MILLERSVILLE UNIVERSITY REPORT Dr. Victor DeSantis spoke about the University Council trustees meeting. He said they wanted to: remain competitive and to make sure they are affordable. They approved a 2-year cycle with level fees and no increase for housing costs. Food costs would be going up a modest level next year. Tuesday the 17th the University the residence halls were opening back up. Sunday the 15th, was move in weekend. Monday they were hosting the region's MLK breakfast run by Crispus Attucks. Over holiday break, Christmas Eve and day, there were water line breaks in some buildings due to the cold weather freezing pipes. They would be mitigated by move in day. He also stated that they were. looking forward to bringing back the historic Brooks Hall. PENN MANOR REPORT 2of3 January 10, 2023 MILLERSVILLE BOROUGH COUNCIL MEETING MINUTES None PRESIDENT'S REPORT President Hauck said that after careful consideration, we would be leaving Council Committees as they are. Finance is Ms. Weidinger, Ms. Giberson, Ms. Gerber and Ms. Eager. Personnel is Ms. Gerber, Ms. Bellile, Mr. Hubbs and Ms. Weidinger. Public Works is Ms. Bellile, Mr. Hubbs, Ms. Eager and Ms. Giberson. The first person listed for each is the committee chair. She then stated we would bel having a Council meeting on January 24th. BOROUGH MANAGER'S REPORT Mr. Sahd stated that he had an update from Weebee Audio. Their manager said the processor is in and it was in test mode. The SEK Auditors update was that both Mr. Sahd and Ms. Kornfeld would be meeting with them in the following week. Regarding Stevens & Lee, President Hauck had spoken with. Joe Hoffman and would bei reaching out to them. Ms. Bellile discussed our Codes and Zoning report. There was not a lot of activity. Mr. Sahd stated that the County Board of Elections and Registration Commission wants us to sign an agreement to use Millersville borough hall again for aj polling location for the primary and general elections. UNFINISHED BUSINESS President Hauck discussed the proposed Fireworks Ordinance. Mr. Sahd said it had already been advertised and was ready for a Council vote. Ms. Gerber made a motion to approve the proposed ordinance. Mr. Hubbs seconded the motion. The motion passed with a unanimous vote. Mr. Sahd said the Shentel Cable Franchise Agreement was signed. No action was needed. EXECUTIVE SESSION None ADJOURNMENT Ms. Gerber made a motion to adjourn. Ms. Bellile seconded the motion.
