Request for Release of Funds  On or about January 11, 2023 the County of Fayette. will authorize RACF to submit a rèquest to the Departmènt of Community and Economic Development (DCED) for the release of HOME Inyestment Partnerships Program: funds. under Title IE of the Cranston-Gonzalez National Affordable Housing Act of 1990, to undertake the  following projects:  2022-H-ER-EA-01 City Mission-Living Stores; Mission. Place Construction  181 North Gallatin. Avenue City. of Uniontown Fayette County, Pennsylvania  This project involves the development of Mission Place, a multi-purposed housing project being developed by City Mission-Living Stones, Inc on approximately 1-acre in the City of Uniontown - Fayette County, PA. The development will provide up to 4. buildings of permanent supportive rental housing and will serve very low income and/or formerly homelèss familes/individuals, éxpand administrative offices, and construct a playground and. green: space for the residents and community. Therefore, an Environmental Impact Statement (EIS) under the National Environmental Policy Act (NEPA) of 1969 is not required. Additional project information is contained in the Environmental Review Record (ERR) on file at the Redevelopment Authority of the County of Fayette, Pennsylvania located at 86 West Main Street, Uniontown, PA where the ERR may be examined or copied weekdays from 8:30am to 4:00pm. This location is accessible to persons with disabilities. Public Comments  Any individual, group, or agency may submit written comments on the ERR to RACF (86 West Main Street, Uniontown, PA 15401). Comments should specify  which Notice they are addressing.  Environmental Certification /Request for Release of Funds  RACF on behalf of the County of Fayette, PA certifies to DCED that Andrew P. French, in his official capacity as RACF's Executive Director, consents to accept the jurisdiction of the Federal Courts if an action is brought to enforce responsibilities in relation to the environmental review process and that these responsibilities have been satisfied. DCED's approval oft this certification satisfies its responsibilities under NEPA and related laws and  authorities, and allows the County of Fayette and RACF to use Program funds.  Objections to Release of Funds  DCED will accept objections to its release of fund and RACF's certification on behalf of the County of Fayette, PA for a period of fifteen days following the anticipated submission date or its actual receipt of the request (whichever is later) only if they are on one of the following bases: (a) the certification was not executed by the Certifying Officer of RACF on behalf of the County of Fayette, PA; (b) RACF on behalf of the County of Fayette, PA has omitted. a step or failed to make a decision or finding required by HUD regulations at 24 CFR part 58; (c) the grant recipient or other participants in the development process have committed funds, incurred costs or undertaken activities not authorized by 24 CFR Part 58 before approval of a release of funds by DCED; or (d) another Federal agency acting pursuant to 40 CFR Part 1504 has submitted a written finding that the project is Objections must be prepared and submitted in accordance with the required procedures (24 CFR Part 58, Sec. 58.76) and shall be addressed to the Department of Community and Economic Development, Center for Community Building, 4th Floor, Commonwealth Keystone Building, Harrisburg, Pennsylvania 17120-0225.
