March 9, 2021 MILLERSVILLE BOROUGH COUNCIL MEETING MINUTES Thel MILLERSVILLE BOROUGH COUNCIL MEETING was. held on Tuesday, March 9, 2021 in the Millersville Borough Public Meeting Room located at 100 Municipal Drive, Millersville, Pennsylvania. The meeting was called to order at 7:00 p.m. by Council President Carrie Smith followed by the pledge to the flag and ai moment of silence was then observed. Robert Haslam, 216 Herr Avenue, Millersville Richard and Darlene Eager, 529 Oak Ridge Drive, Millersville Dorothy Imel, 1902 Blue Ridge Drive, Lancaster CITIZENS' REQUESTS OR CONCERNS Mr. Sykes asked ift the Planning Commission and/or Council could put together what we think should be developed (at Rt 741 and Rt 999) and see ift the developer is interested. He believes what is being proposed is a little high density. Mrs. Miller stated the land is not owned by the Borough; a family trust owns that land. The landowner has a right to try to make as much money as possible. Ms. Hauck mentioned that the Planning Commission has already asked Council to investigate the possibility of a new zone for those parcels. In that case the public will Mr. Hersh stated that citizen input should be the first step before considering a new: zone. He said, if we want Millersville to continue to look like Millersville, we should stay with the already established zones. President Smith read Mr. Hersh's letter submitted to her on March gth. In summary the letter addressed getting citizens' input for the land development and the request for Council members to be present at all public meetings. Ms. Hauck replied that Council isi in compliance with State requirements for attending public meetings. Herselfn nor any other Council member wants toj put the public or each other at risk. Until things change, it is up to the individual whether they want to attend inj person. She stated that we do the best we can and insure we stay in compliance with the Sunshine Act. She further stated that we encourage citizen participation and have specifically chosen this hybrid version sO that people have the option of joining either inj person or virtually. MINUTES None PERSONNEL ADVISORY COMMITTEE REPORT None PUBLIC WELFARE AND PUBLIC WORKS ADVISORY COMMITTEE REPORT None FINANCE ADVISORY COMMITTEE REPORT None MAYOR'S REPORT Mayor Aichele commented that this Council is dedicated to making sure the Borough continues to run smoothly even though we are all trying to deal with this pandemic. He appreciates the effort Council has put in during this past year. MILLERSVILLE UNIVERSITY REPORT Dr. DeSantis thanked Council for the opportunity to be present tonight. He started his report with some troubling news. As most have already heard, the University had come under a cyber-attack that heavy impacted all of their systems. The IT department and outside contractors have been working around the clock trying to bring their systems back up. They are very appreciative for the patience that as been shown by faculty, staff, and students. He finished his report with good news by stating that the support they received on this year's One Day Give was remarkable. This year they raised over $600,000 from over 2700 different gifts. PENN MANOR REPORT Miss DeVinney reported the school has once again switched to total virtual attendance for this week due to the individuals effective by COVID, not by the number ofCOVID cases. She reported that St. Joseph Children's Health is doing a meal handout at the Pequea Police Department building. The school district is encouraging Penn Manor families ini need to utilize this opportunity. She also reported that Penn Manor is offering SAT's (Scholastic Aptitude Test) to all Juniors due to COVID cancelling many scheduled exams. 2of4 March 9, 2021 MILLERSVILLE BOROUGH COUNCIL MEETING MINUTES BOROUGH MANAGER REPORT ChiefRochat announced that Maher Duessel will be attending the next Finance Advisory Committee meeting to present the 2020 yearend financials in detail. PRESIDENT'S REPORT None REPORTS OF BOARDS, COMMITTEES.AND: COMMISSIONS Mr. Weidinger, Chair of the Borough Planning Commission stated that the members were unanimous on recommending to Council the proposal from Mr. Charlie Schmehl ofUrban Research and Development Corp (URDC). He noted that the Planning Commission would very much like to have a large assembly oft the community and that all their public meetings have been held in-person. He went on to note that the scope ofURDC proposal is somewhat a limited scope. He stated the Planning Commission believes it is appropriate to get Mr. Schmehl's opinion or the opinion of another professional as the next step. Council discussed and had questions on citizen's input, how and when that would happen, when to hire a consultant, and potentially have other outside sources provide economic impacts, environmental impacts, and housing needs, what agencies or experts could be beneficial to talk to and having a communication plan. There were then discussions on the option to do nothing. It was stated that the current zoning with the overlay has been created with significant public input and that this zoning has been inj place for decades which allows Millersville to grow and have some businesses. Ms. Hauck mentioned the option to re-zone that area could be considered if Council wants to make changes that could not be addressed through other options when there is a developer that wants to work with the Borough. Chief Rochat mentioned another fact to consider is the Borough's Comprehensive Plan is due for another update in about a year. Ms. Hauck made a motion to accept the URDC proposal and move forward with engaging them for an initial phase of review. Ms. Bellile seconded the motion. Specifics to the motion were discussed and further explained. Having no further questions, President Smith called for a roll call vote. The motion did not pass. Ms. Bellile and Ms. Hauck voted yes. Mrs. Gerber, Mrs. Magni, Mr. Ostrowski and President Smith voted no. President Smith asked Council to comment on where they wanted to go next. She started by saying she would like to see the Planning Commission to come up with a bit more ofat timeline and structure on where the Consultant fits and the other pieces would fit in. Mr. Ostrowski mentioned he would like to see the framework of what we would ask the consultant to do and that itv would be wise for Council to look at a couple more consultants. Discussions then turned to creating an ad hoc advisory committee and to lay out a scope of what this committee would be responsible for. President Smith stated she would look to advertise the vacancies oft this new committee and have the Personnel Advisory Committee interview and make recommendations to Council for appointment. Ms. Hauck stated her reservations that citizens will not be able to serve the role ofaj professional planner or a consultant. President Smith made a motion, seconded by Mr. Ostrowski to create an ad hoc advisory committee to Council comprised of Planning Commission members, Council members, and citizens oft the Borough. With no further discussions on the motion, President Smith call a roll call vote.
