July 24, 2018 MILLERSVILLE BOROUGH COUNCIL MEETINGN MINUTES The MILLERSVILLE BOROUGH COUNCIL MEETING was. held on Tuesday, July 24, 2018 in the MillersVille Borough Public Meeting Room located at 100 Municipal Drive, Millersville, Pennsylvania. The meeting was called to order at 7:00 p.m. by Council President, Daniel P. Ostrowski, followed by the pledge to the flag and a moment ofs silence was observed. COUNCIL: MEMBERS Daniel P. Deb Roth Penn Manor Boys Bowling Team with Head Coach Chris Vital Along with family members and friends CITIZEN'S REQUESTS OR CONCERNS Elaine Jones, LNP Ms. Heather Sharpe, Executive Director of the Lancaster Public Library gave their annual library presentation and thanked the Borough for support. Her report included Millersville Borough' 's 2017Library statistics. Some of those statistics mentioned were that 1,346 Millersville: residents have a library card or about 16% ofthe Borough's population, 24,756 items were borrowed, and she estimated that the value ofmaterials borrowed were at $420,852. She went on to explain how the library is funded, mentioning a lot of fundraising. She went on to state how the Lancaster Public Library is ranked in the State; 4th in total "other revenue" generated, gth in total number of card holders and 12th in total circulation of materials. She closed her report by again thanking the Borough for their support and asked ifit is at all possible to increase the annual contribution. MAYOR'S REPORT Mayor Moriarty presented ai recognition for retirement and of outstanding achievement to Mr.. Jeffrey Roth, Penn Manor Athletic Director. The recognition stated various achievements over his 17 years of service, including under his tenure, 8 PIAA State team championships, 7 individual State medals and 1 Olympian. Mr. Roth took a moment to say he has a lot of good memories, is appreciative of the support given by the Borough as well as the School District and is thankful to Mayor Moriarty presented ai recognition for outstanding achievement to the State Champions Penn Manor Boys Bowling Team under head Coach Chris Vital. The recognition mentioned this Comet team is the first in school history to have won this State Championship have been part oft the great Penn Manor Athletic program. three years in a row. AND COMMISSIONS None PERSONNEL ADVISORY COMMITTEE REPORT None PUBLIC WELFARE AND PUBLIC WORKS ADVISORY COMMITTEE REPORT Mrs. Miller made a motion out of committee to approve the revised Intergovernmental Cooperation Agreement with Manor Township for the operation of the Blue Rock Regional Fire District. Mayor Moriarty asked if anyone knows why Manor Township opted toj phase out the Fire Company representative as opposed to adding another position to the Commission. Mrs. Miller stated that there were different representatives at the committee meeting and can only state that different versions exist to why they chose to eliminate the Fire Company member. She noted both the Street Superintendent and the Police Chiefrecommended this device. With no discussions the motion passed by a unanimous voice vote. Mrs. Bates made ai motion out of committee to approve the Borough meeting its 2019 Minimum Municipal Obligation for the Police Pension Plan in the amount of $380,044 and the Non-Uniform Pension Plan in the amount of $144,464. MAYOR'S REPORT- continued Mayor Moriarty reported on the June monthly police report noting there was only one Part One Offense, a: zero Part One Clearance rate and a 61.5% Part Two Clearance rate. Chiefnoted there were a couple major cases that have cleared. Mayor Moriarty reported on his attendance to the PA State Mayors' Association annual conference held this month at the Lancaster Marriott. He noted it was a full 3 % days with speakers such as Attorney General, Josh Shapiro and Executive Director ofDCED, Kim Bracey. Mayor Moriarty reported he performed no weddings for the second quarter of2018. MILLERSVILLE UNIVERSITY REPORT Mr. DiGuiseppe reported the Board of Governors ofPennsylvania's State System of Higher Education approved the second smallest tuition increase in more than a decade for the 2018-2019 academic year. An approximate 3% increase or $112 a semester. He mentioned there are over 520,000 State System alumni who live in Pennsylvania and Lancaster County boosts almost 20,000 Millersville University alumni ofwhich 3 to 4,000 live in the Borough. He announced that MU has made it easier to locate fellow students or MU employees who live nearby and are interested in carpooling. A confidential online ride-matching service is being offered with Commuter Services ofPA. He went on the announce that the Millersville Community-University Parade Committee is now accepting nominations for its annual Grand Marshal for parade day on Saturday, October 13th. To date, with Mayor Moriarty as fund raising Chair, has raised over $65,000 in cash, pledges and gifts-in-kind. The deadline for Grand Marshal nominations is July 31St. According to TheBestSchools.orgs Millersville University's master's degree programs in emergency management has ranked number seven in the nation. The program requires 30 credit hours of coursework and 100 students are currently enrolled. Mr. DiGuiseppe noted that a special Bike Share project has been under consideration with OFO, an international bicycling company founded in 2014 who operates over 10 million yellow bicycles in 250 cities in 20 countries. The University will incur no cost to implement a dockless proposal for bikes to be rented for a nominal fee. Each bike has a code on the frame which the customer scans to unlock the bike and each yellow bicycle has GPS satellite positioning which allows users to see which bikes are available nearby. He went on to mention that later in August the University will post the vacancy for the MU student representative to the Borough Council. July. He did not have anything inj particular to report. The citizen members are Keely Childers Heany from Pineapple Manor (417 Manor Avenue), Alberto Flores from Bert's Bottle Shop (369 Comet Drive) and Jeremy Nafziger from BH Excavating (201 Manor Avenue). Plus, they have Geoffrey Beers from Student Services/ Student Lodging. He further mentioned they will be looking to hold these meetings on the fourth Wednesday oft the month starting at 6 p.m., with a tentative first meeting being August 22nd. He encouraged Council members to attend the meetings and reiterated that this is an advisory committee with no decision-making power.
