June 14, 2022 MILLERSVILLE BOROUGH COUNCIL MEETING MINUTES The MILLERSVILLE BOROUGH COUNCIL MEETING was held on Tuesday, June 14, 2022, in the Millersville Borough Public Meeting Room located at 100 Municipal Drive, Millersville, Pennsylvania. The meeting was called to order at 7:00 p.m. by Council President Lauren Hauck, followed by the pledge to the flag. A moment of silence was then observed. She added that the LERTA would not be discussed at this meeting, as itl had been discussed during the hearing at the prior meeting. The only discussion about the LERTA would be the action taken this evening. 1of4 June 14, 2022 MILLERSVILLE BOROUGH COUNCIL MEETING MINUTES A citizen requested clarification on President Hauck's comment: regarding the LERTA. Ms. Gerber elaborated that Council was required toj publish and hold al hearing regarding the LERTA as they are with any changes to ordinances. Council did hold a public hearing on that topic. She. stated that our attorney, by law, published the hearing information int the newspaper on May 11th. By law, action needs to be taken within 60 days ofi it being published. Ms. Gerber said that this is what was being done tonight. In addition, agendas are published on our website prior to meetings. Comments were: made by some citizens- that did not know about the prior meeting. MINUTES Ar motion was made by Ms. Gerber to approve minutes from the May 24, 2022 Borough Council meeting. Ms. Weidinger seconded. Mayor Aichele said he had an edit to the minutes. It stated that he was asked to remain for the executive session. He said he was not asked to remain for the executive session. Ms. Gerber made a motion to approve the minutes as amended. Ms. Weidinger seconded. With no discussions, the motion passed by unanimous voice vote. NEW BUSINESS None REPORTS OF BOARDS, COMMITTEES. AND COMMISSIONS PARK COMMISSION Ms. Gerber stated that the park commission had reorganized. Brooke Magni (who was not present). had' become Chairperson, while the Vice Chair was now. Joseph Little. At the meeting of the park commission, it was recommended that the Millersville Business Association, which is holding a Saturday in the park event on September 17,2022, have approval for use oft the entire park and be exempt from reservation of pavilion fees. Ms. Gerber made a motion to approve this use oft the park. Ms. Weidinger seconded. With no discussions, the motion passed by unanimous voice vote. BLUE ROCK REGIONAL FIRE COMMISSION None PLANNING COMMISION-STHERING COMMITTEE Mr. Weidinger stated there was no report. President Hauck asked ift there was an update on when next public meeting is scheduled. Mr. Weidinger said the Steering Committee meets on the 1stThursday of every month. The next public meeting date has yet to be set. Ity will be sometime int the fall. PERSONNEL ADVISORY COMMITTEE Ms. Miller stated that the committee met about 2 months ago to discuss changing the park commission from 31 to 51 members. 2 people have expressed interest in serving. With no discussions, the motion passed by unanimous vote. Ms. Miller added that there were additional personnel issues, but they would be discussed in executive session. PUBLIC WELFARE. AND PUBLIC WORKS ADVISORY COMMITTEE REPORT None FINANCE ADVISORY COMMITTEE None MAYOR'S REPORT Mayor Aichele expressed condolences to all the members oft the Blue Rock Fire Rescue for the recent loss of one oft their firefighters in a tragic accident. He stated that we currently have an ad out to hire a police officer that is getting al lot ofinterest. President Hauck commented thati it isa al long process. Mayor. Aichele said they had until July 7th to complete the application process, and they would continue from there. PENN MANOR REPORT None MILLERSVILLE UNIVERSITY REPORT None BOROUGH SECRETARY REPORT None PRESIDENT'S REPORT None UNFINISHED BUSINESS President Hauck said the LERTA ordinance had been discussed. The property applied for tax exemption. We did hear from the public at the last meeting as required by law. At this time, she made ai motion to approve the LERTA article 321. Mr. Hubbs seconded the motion. Ar roll call vote was taken. Ms. Bellile-yes, Ms. Weidinger-yes, Ms. Gerber-No, Ms. Miller-yes, Mr. Hubbs-yes, Ms. Eager-no, President Hauck-yes. Motion carried with a vote of5-2. EXECUTIVE SESSION President-Hauck made a motion to enter executive session at 7:15pm to discuss personnel issues. Ms. Miller seconded the motion. Mayor Aichele was included in the session. 3of4 June 14, 2022 MILLERSVILLE BOROUGH COUNCIL MEETING MINUTES The-meeting reconvened at 7:37pm. President Hauck stated that there were 3 action items. She made a motion to appoint Greg Sahd as interim Borough Manager. Ms. Gerber seconded the motion. With no discussions, the motion passed by unanimous voice vote. His first day will be July 5th, 2022. Ms. Gerber stated that the next item was that our Code Officer is retiring as ofJune 30th. She said that they spent some time with Sue McCullough, who is his support person. They also spent time interviewing Commonwealth Code, who already do some of ouri inspections. We sent their contract to our solicitor, who came back with numerous suggestions of changes, most of which were insignificant. Ms. Gerber made ai motion to accept a contract with Commonwealth Code based on their making the suggested changes from our solicitors. Ms. Weidinger seconded the motion. With no discussions, the motion passed by unanimous voice vote. For the 3rd action item, Ms. Gerber stated that there had not been time toj put this on the agenda, but wel had a part time worker, Tonya Kirchner, who had resigned as of that morning. Her last day would be Friday, June 24th. Ms. Gerber made ai motion to accept Tonya'sresignation. Ms. Weidinger seconded the motion. With no discussions, the motion passed by unanimous voice vote.
