August 25, 2020 MILLERSVILLE BOROUGH COUNCIL MEETING MINUTES The MILLERSVILLE BOROUGH COUNCIL MEETING was held on Tuesday, August 25, 2020 in the Millersville Borough Public Meeting Room located at 100 Municipal Drive, Millersville, Pennsylvania. His letter addressed his concern for the proposed development oft the farmland located at the intersection of Rt 741 and Rt 999. He expressed in detail the concern for air quality, traffic congestion, ecosystem destruction and the poor location for such aj project. Ms. Hauck stated she would respond to the letter and gave thanks for the public Mrs. Erb voiced her concern over the lack of communication from the City ofLancaster Water Department and asked if Council would support the Borough Manager reaching out to request advanced notifications in the future. Ms. Hauck extended an invitation for them to attend the next Public Welfare and Public Works Advisory Committee meeting and Mrs. Magni offered her contact information for any social media posting they would like to do through the Borough's input and comments. MEETINGI MINUTES MINUTES A motion to approve the minutes for the June 23, 2020 and July 28, 2020 Council meetings was made by Mr. Ostrowski and seconded by Mrs. Gerber. With no discussions the motion passed by a unanimous voice vote. REPORTS OF BOARDS. COMMITTEES. AND COMMISSIONS Ms. Bellile reported the Blue Rock Regional Fire Commission held a meeting via Zoom on Thursday, August 6, 2020. She stated there was a lot ofa activity in July. They are planning a picnic to be held in Freedom Memorial Park on September 26th to help recruit new members. She announced the paving at Station 903, Highville is completed. She also mentioned that the lease at Ms. Hauck reported she attended the LIMC meeting held on August 12th and noted that the next LIMC meeting is scheduled to be held at the Borough Office on October 14th. She also noted that the next Borough Planning Commission meeting will be held on September 2nd and that the proposed plan for the development at Rt741 and Rt 999 will again be discussed and ai revised plan Highville ends in November and isi in negotiations. will be brought forward. PERSONNEL ADVISORY COMMITTEE REPORT Mr. Ostrowski reported that there were no motions coming out of committee. The committee discussed a revised procedure for filling Board and Commission vacancies and that the procedure would be reviewed and returned to the committee in September. Mr. Ostrowski mentioned a counteroffer was made to the Union for the Non-Uniform agreement, but it was rejected. Further negotiations are: necessary. PUBLIC WELFARE AND PUBLIC WORKS ADVISORY COMMITTEE REPORT Ms. Hauck reported that there were: no motions coming out of committee. She thanked the Mayor for bringing forward a consideration ofa COVID-19 related ordinance, however the consensus oft the committee was that the types of restrictions in the proposed ordinance would negatively impact the residents. The committee also considered al Fireworks ordinance. On the advice oft the Solicitor, whereas the borough may not create an ordinance that is stricter than the State law, the committee will seek education, including encouragement of people to call the police, and the fact that there are very limited areas within the borough boundaries where fireworks can be displayed. FINANCE ADVISORY COMMITTEE REPORT Mrs. Gerber made a motion out of committee to approve the July 2020 monthly financial statements as presented. With no discussions the motion passed by a unanimous voice vote. 2of5 August 25, 2020 MILLERSVILLE BOROUGH COUNCIL MEETING MINUTES Mrs. Gerber made ai motion out of committee to approve the resolution to eliminate Police Officers' contribution to Police Pension Plan for 2020. With no discussions the motion passed by a Mrs. Gerber made a motion out of committee to approve the Borough's 2021 Minimum Municipal Obligation for the Police Pension Plan in the amount of $478,423 and the Non-Uniform Pension Plan in the amount of$138,085. With no discussions the motion passed by a unanimous Mrs. Gerber made a motion out of committee to approve the resolution to trade or exchange the Borough' 's personal property, 2013 Nissan, in the acquisition ofa 2020 Jeep Cherokee for the Police Department. With no discussions the motion passed by a unanimous voice vote. Mrs. Gerber made a motion out of committee to approve the budget adjustment for the purchase of the RingCentral telephones and subscriptions in the amount of$13,000. The adjustment will move the amount from the General Capital Reserve Fund's Engineering account and into the Equipment Replacement-Admin account. Auditor's recommendations made from the Borough's yearend financial statements, stating the credit card policy and the cyber security training issues are: in the Borough Manager'sl hands. October 15ths starting at 71 PM. MAYOR'S REPORT Mayor Aichele asked Lt. Margevich to comment on the July Monthly Police Report. He noted that there were 347 Calls for Service, 7 Ordinance complaints, 1I DCR (disruptive conduct report), 13 Criminal arrests, 23 PartI IOffenses and 21 Part II Offenses. He discussed the vehicle theft on Fresh Meadow Drive and continued to ask for citizens to lock their vehicle doors and remove valuables. Ms. Hauck asked for the status on the Use of Force Policy. Mayor Aichele stated that the five Use of Force Policies were consolidated into one, revised and that the final version is being reviewed before signing. MILLERSVILLE UNIVERSITY REPORT Ms. Covell reported that students moved into the residence halls last week, while classes started yesterday, both remotely and on-campus in this hybrid method ofinstruction for the Fall semester. She announced that the MU Council ofTrustees voted to reduce the Fall 2020 general fees by 27% (about $300 per student). This move marks the second year in a row where MUhas reduced the total cost of attendance for their undergraduate students in line with the strategic goal tor make our quality education affordable. Millersville University and President, Dr. Daniel Wubah have made the commitment to achieve 100% student voter registration status in 2020. The Office of Civic and Community Engagement will be focusing efforts on not only helping students register to vote, but also keeping them informed on important dates and the ways in which they can cast their vote this election year. Events are planned to bel held on September 17th, Constitution Day; September 22nd, National Voter Registration day; and November 3rd, the deadline to vote. 3of5 August 25, 2020 MILLERSVILLE BOROUGH COUNCIL MEETING MINUTES Mr. DiGuiseppe reported that Millersville University has instituted a special app entitled LiveSafeApp to assist with COVID-19 screening for all employees and students. Students and employees should download the app and will answer a series of questions before coming onto campus each day. After the short questionnaire is completed a green or red checkmark will indicate if one is cleared and can report to work/class or not. He went on to: recognized Lois Morgan, Class of1954, recently establishing the Morgan Fund for Athletic Scholarships which will support all intercollegiate athletic programs with a $500,000 gift to the University. He further reported that facing a potentially steep financial fallout from the coronavirus pandemic, Millersville University has notified faculty of potential layoffs through a process known as retrenchment, joining nine ofi its sister institutions that have already done SO. President Wubah announced the move about two weeks ago in an email to the campus community. Ini it, he cited a projected revenue shortage since the pandemic began earlier this year and a projected enrollment decline due to the COVID-19 pandemic, along with necessary health and safety precautions that reduced on-campus residence hall capacity and the subsequent projected shortage in revenue from tuition. MU is anticipating financial challenges. He went on to stated that between refunds for students in the Spring and the lost revenue from summer camps, Millersville has found itselfina $6.9 million dollar hole this summer. Add the loss of tuition, housing, and dining revenue through the Fall, that could reach $11.5 million this academic year. Mr. DiGuiseppe announced the introduction oft the Fiat Lux Society as a giving society that honors the extraordinary contributions of donors oft transformational gifts. The recently formed fellowship of distinguished donors includes those whose generous gifts and pledges of$1 million or more to Millersville University create an enduring legacy that will benefit students for years to come. He stated the transformational gifts from Fiat Lux Society members provide incredible opportunities for thousands ofl Millersville University students to celebrate outstanding accomplishments and experience excellence in the future. Twelve entities were inducted into this new: society. He reported that MU has had its first off-campus student worker test positive for COVID-19. The student does not live in the Borough and is self-isolating. PENN MANOR REPORT None BOROUGH MANAGER REPORT Chief Rochat reported the retirement of part-time public works employee, Barry Breneman after serving 13 years of dedicated service to the community.
