May 2, 2018 Planning Commission Minutes Gary Hess moved to approve the minutes of the May 2, 2018 meeting of the Planning Commission. Lauren Hauk seconded the motion. With no further discussions, the motion passed by a unanimous vote. ECRETARYSREPORT None NEW: BUSINESS 1. Revisions to the preliminary Land Development plan forl Penn Manor High School The Commission recognized James Hocker to give an update on the District's plan Since the District's last submission to Planning, a good deal of the Borough Engineer's comments in the review letter have been considered, reviewed and taken care of. The Commission then discussed consideration ofModification Requests #5 & #6. Michael Walker moved to recommend conditional approval of the preliminary plan, with submission. With no further discussions, the motion passed by a unanimous vote. 2. Modification #5 Members of the Commission questioned and had further discussion on whether or not a slope greater than 8% would be an issue for fire apparatus accessing Model Avenue, as requested. The District as well as Borough staff indicated that there were no comments Michael Weidinger moved to recommend conditional approval of Modification #5, Streets and Sidewalk Ordinance $320-34.B. Modification #6 Michael Walker moved to recommend conditional approval of Modification #6, SALDO $325-14.B. Michael Weidinger seconded the motion. OLD BUSINESS Mr. Weidinger expressed frustration with the Borough Manager's decision not to bring the waiver of land development request of 248 Manor Avenue before the Planning Commission, before taking it to Council for consideration. Light discussion on the matter ensued. BOROUGH MANAGER Mr. Gotshall gave an update on the Borough's: new Novus Agenda system. Mr. Gotshall also updated the Commission on the Borough Council's recent action to sign a Memorandum of Understanding with the Lancaster County Redevelopment Authority in an attempt to develop the Downtown Overlay District as pert the plan.
