July 11, 2023 MILLERSVILLE BOROUGH COUNCIL MEETING MINUTES The MILLERSVILLE BOROUGH COUNCIL MEETING was held on Tuesday, July 11, 2023, in the Millersville Borough Public Meeting Room located at 100 Municipal Drive, Millersville, Pennsylvania. The meeting was called to order at 7:00 PM by Council President Lauren Hauck, followed by a pledge to the flag as well as an observed moment ofs silence. COUNCIL MEMBERS Lauren E. Duke St., Millersville MINUTES None CITIZENS' REQUESTS OR CONCERNS Bill Boyd, 28 S. Duke St., Millersville, discussed the lack of Council meeting minutes on the website. He also discussed concerns about property inspections being conducted by a third party. He had concerns about trash, and the appearance ofcertain properties. NEW BUSINESS REPORTS OF BOARDS, COMMITTEES. AND COMMISSIONS 1 July 11,2023 MILLERSVILLE BOROUGH COUNCIL MEETING MINUTES PLANNING COMMISSION None CIVIL SERVICE COMMISSION None PARKS COMMISSION Brooke Magni, Lauren Dissinger and Karen Delong presented their report. They requested a $6,000 increase for the park fund. This would bring the total dollar amount to $41,960 from the general fund. Ms. Weidinger made a motion to increase the budget by $6,000, seconded by Ms. Giberson. The motion passed with a unanimous vote. REPORTS OF COUNCIL COMMITTEES FINANCE ADVISORY COMMITTEE None PUBLIC WELFARE AND PUBLIC WORKS ADVISORY COMMITTEE Ms. Bellile gave an update on Lafayette Place. She reported that Joselle Cleary, Borough solicitor, had not received a title search and other required information to process a street dedication. Ms. Cleary suggested that the Borough let the neighbors know that just because their streets are paved does not mean its accepted. Ms. Bellile would work with Mr. Sahd to gett the wording of the notice in place. PERSONNEL ADVISORY COMMITTEE Ms. Gerber made ai motion to consider the appointment of. Julie Fry for Part-Time Clerk at the Borough office, conditioned upon al background check. Mr. Hubbs seconded the motion. The motion passed unanimously. Ms. Gerber made a motion to accept the resignation ofLindsay Gerner from the Zoning Heard Board, seconded by Mr. Hubbs. The motion passed with a unanimous vote. Ms. Gerber made a motion to approve Sgt. Reynolds taking courses that will assist him inl his position, as stated in the police contract. Ms. Bellile seconded the motion. The motion passed with a unanimous vote. MAYORS REPORT Mayor Aichele reported that he will be attending the mayor's conference in Lancaster. Topics included the homeless situation in Lancaster County. He stated that he would report what hel learns at a later date. Ms. Bellile stated that the Tomato Festival in Washington Boro would be that Saturday as well. 2 July 11,2023 MILLERSVILLE BOROUGH COUNCIL MEETING MINUTES MILLERSVILLE UNIVERSITY REPORT None PENNMANOR REPORT None PRESIDENTS REPORT President Hauck reported that she will be attending the LCBA (Lancaster County Boro Association) Meeting on July 26th. President Hauck reported that the Non-uniform union personnel contract negotiation took place in March. The negotiations were going well. President Hauck stated that the Borough Manager, Mr. Sahd, had announced his resignation as ofJuly 19th. A roll call vote took place to accept his resignation. Itj passed with the following votes: Bellile- no, Weidinger - yes, Gerber - yes, Hauck - yes, Hubbs - yes, Eager - no, Giberson -I no.
