Assistant fire chief, Bill Stull,  anything for the meeting?  MR. STULL: No. Just one thing.  Holly Ridge Estates, we started doing our inspections down there. Units three, four, five, six and seven were done about two weeks ago, both inspections and preplans, and the other day we were down there for units eight and nine. Both preplans and inspection were done on that. The PIB loan that we're working on for next year, I'm working on the whole package right now. So it will be ready for August to be on the agenda to  be voted on. That's all.  MR. KOLLONIGE: I spoke to  Mr. Sokolowski a few times and I've gotten no real response to my problem. I spoke to Representative Haddock's office and they got  the same response I got.  I've got some neighbors that -- I  live in a crap hole. I'd like to say what I really feel about it. I have pictures here if you'd like to see them. My address is 110 Thomas Street. The one home I'm speaking about backs into my home. It comes off of Sussex. Another one comes off of Oak that comes into the side of my home. I mean, it's really disgusting. This is the view from my kitchen window, what I look at    15  1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25  when I'm doing dishes and everything. This is the other yard. That is all overgrown bushes. The one groomed is my yard. It's terrible. That's coming from my back yard looking at it and that's what's coming into my yard. That's their fence all around,  too.  MR. RUSSELL RINALDI: Mike, is there  homeowners :  MR. SOKOLOWSKI: They abandoned the  house.  MR. RUSSELL RINALDI: The house is  abandoned?  MR. SOKOLOWSKI: Yes. Now, I spoke  with the property manager. I gave him all the information, what needs to be done, and  they still haven't gotten back.  MR. RUSSELL RINALDI: Have we cited  them?  MR. SOKOLOWSKI: No. This is going  on probably about three weeks now, four  weeks.  MR. KOLLONIGE: Four, five weeks.  Then you were there once before.  MR. RUSSELL RINALDI: Told them what  needs to be done, they still haven't taken  care of it?  MR. SOKOLOWSKI: No.  MR. RUSSELL RINALDI: Have you  contacted them back to ask them why they  haven't :  MR. SOKOLOWSKI: I was on vacation  prior to that week and now this is the week  after. So it's another week.  MR. RUSSELL RINALDI: Bill,  according to the ticket book he has he can  cite them. Correct?  ATTY. RINALDI: What's the issue? MR. RUSSELL RINALDI: Overgrown  trees.  ATTY. RINALDI: We have an ordinance  for weeds.  MR. SOKOLOWSKI: The bank, whoever  has it.  MR. KOLLONIGE: Do you remember the  stink house where they found all the dead  animals? That's the house.  MR. SOKOLOWSKI: But there were  people living in it.  MS. SHOTWELL: After it was  condemned?  MR. SOKOLOWSKI: Well, I don't know. MR. We're on international news all the ways down to Kentucky. It really was disgusting. You don't like a guy, you don't wish he was  shot, amen.  Now, being the position is open,  rumor's going around that Mike Lettieri might take that position. I hope he doesn't, because if he didn't learn his lesson when he was running for office and was thrown under the bus by his so-called friends - I hope Mike is smart enough not to - take that because come November he's going to have to rerun for that council  seat. RUSSELL RINALDI: The process is  tonight we have to make a motion and we have  to set an advertisement date.  MS. WILK: Mr. Rinaldi, you're  talking to an old politician. I know the rules and regulations. And I'm not trying to be sarcastic, but when you pick up the news and you're down : they're talking about 01d Forge in a little dinky town down in Kentucky, come on. I knew his sarcasm would get him in trouble one day, but that's a Notari thing. I thank you for your time.  MR. RUSSELL RINALDI: Thank you,  Mrs. Wilk. Mark Polster?  MR. POLSTER: I'm here to echo the  flooding on Drake's Lane. We live at 161 Drake's Lane. As you know, that's one of your problem spots in the borough. We just really want to put forth the voice that the  water is a big problem.  Back in 2021 it was waist deep, in  August. Just this year at 12 feet    20  1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25  encroachment during the flooding onto the property. It's backing up the sewer, it's backing up the drains. We know that you've been studying this project for 21 years now, and we just ask for more urgency in this matter. If you can please do what you can in your power. Help your DPW. They've been knocking on our doors for shovels and rakes to clean out these drains in the middle of the night. So you're not only helping us, you're helping them, and I thank you for your time and we appreciate it.  MR. RUSSELL RINALDI: Thanks, Mark.  Wendy?  MS. DONNINI: It's my first meeting.  I'm a resident five years. I'm also someone who lives on Drake's Lane, just a few houses down from my neighbor. We've been talking collectively about what we can do to bring this to the forefront. We all have photos of the flooding, and the one thing that I noticed this most recent event is the road never gets blocked off and people inevitably try to drive through it. There is always someone in a pickup truck who wants to go    21  1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25  through it as fast as they can, and when they do there's typically a smaller vehicle on the other side and they get overtaken by the water and the car stalls. Then they end  up having to be towed.  If feel like there should be more  attention paid to this particular location, since it is an issue, to prevent the people from coming through because they wash all of that debris up onto people's homes, their lawns, cars, and it just keeps happening. In the five years that I've been there I've seen it really, really bad on three occasions. I have photos, I have videos.  Again, I go with Mark's statements  and wonder at what point are we going to talk about addressing the problem. I know it's a lot of money, but it's one of several areas that is a problem in the borough. But I'd like to find out at what point we can  expect something to happen.  MR. RUSSELL RINALDI: Dave, give us  an update?  MR. LOPATKA: Yeah. I did get down  there. I actually started putting together    22  1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25  a drainage map sO I can see where all the water is coming from, then we'11 come up with some kind of solution. I know right now there's two inlets on that section of  road.  MS. DONNINI: There's three. We get  from up at the housing complex because there's one up there, sO all the water comes  down, goes around.  MR. LOPATKA: There's two right on  Drake's Lane in that low spot. They tie into the sanitary system. They're not big pipes. So I did take pictures of those and Idid drive around to figure out exactly what's coming there. So I have a map put together on that side. I didn't really design anything yet. I am working on it.  MS. DONNINI: I try to keep the  drains clean. I walk it with my dog every day picking up trash when we know it's going to rain. So let's make sure that at least the drain is clean sO the water can get through, but it still keeps :  MR. DONNINI: Anybody who's impacted  by it we're out there.  MR. RUSSELL RINALDI: If you do  notice it prior to a storm or anything. I mean, Joe goes around and checks them anyway, but if you notice it before he drove past it or got to it just call the borough building and we'11 go right down and clean  it.  MS. DONNINI: We're supposed to get  some severe weather tomorrow. It's when it  comes down hard and fast.  MR. RUSSELL RINALDI: That's why,  Dave, if we could try and at least expedite the plan, see how we could do some type of  work down there to help.  MS. POPPLE: I came here to comment  on Mr. Notari's comment online, but I am surprised and actually happy that he did the    24  1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25  right thing, and for that I do give him all the respect for doing the right because I feel as though that him to remain on council would have given us a blighted image throughout the town, the county, the state, and apparently quite a few other states. But he did the right thing, and I applaud all of you for accepting the resignation. He did the right thing. I am very  surprised.  MR. RUSSELL RINALDI: If anyone  didn't sign and would like to address us you  can come forward.  MR. YATSIK: Pete Yatsik. I kind of  supporting Donald Trump. We went to the same college. He's older than me.  This is a serious matter. You make  comments like that : I've known Mr. Notari for a while. I think what we have to do right now is exercise some forgiveness and empathic support and compassion to Rick Notari. Thumbs up for our military. I don't know, this country's gone haywire. I published an article at Columbia University about polarization. We're right, they're wrong.  We need common ground.  There's a concept known as zero sum  gain. For me to win, you must lose. Tip O'Neill and Ronald Regan got things done  even though they disagreed.  That said, Vicky had a nice  conversation with the Lackawanna County an hour before I called. Nice lady. I called an hour later. Pat McKenna -- I was a journalist, WBRE. The way I was treated by Pat McKenna : you guys are Facebook friends with me. Read how I was treated. Very converse the way Vicky was treated. He was editor of the Scranton Times. I didn't identify myself but I let him know that I  was a reporter. This is more of Luzerne and Lackawanna County. There's just hatred out there that can't be  tolerated anymore. We have a reputation for nepotism more sO of political patronage. I just want to know who hired Pat McKenna and Nick Notari, if it was based on meritocracy or was it this concept of political patronage or nepotism. We have to get  together, guys. Thank you.  MR. SHOTWELL: I would just like to  take a moment to talk about Councilman Notari's resignation. I've known Rick for most of his life. I think you would be hard pressed to find many people who have done more for the people of this community than Rick Notari. For the past three decades he's given of himself and his time to be an active member of this community, a member of Snow Forge, a volunteer coach, and an organizer of more fundraisers to help people  in this town than I can think of.  Somebody's sick and needs a fundraiser to benefit them, Rick's the first guy to step  in.  IK know that he is upset with himself  and I wish this didn't happen. I know he wishes it didn't happen. But I echo what Pete said, that maybe it's time to look at him more of a human who deserves forgiveness and just move forward, because he's  deserving of a little bit of grace. I think it was an isolated incident by a very good man, and I for one am grateful for his  service. Thank you.  MR. Everyone sitting at this table signed a letter and statement. We all condemned him for that. To echo some of everyone's words up  here, but Councilman Komensky, violence is - there's not a place for it anywhere in the world and there never should be.  To talk a little bit about Rick,  this is my 17th year. He was here -- actually, this August would have been his eighth year. He was appointed after Councilwoman Stone resigned. So this would  be his eighth year.  Rick Notari's a human being like the  rest of us. We've all made mistakes in the past, we've all said things we regret. Some worse than others, some not as worse. But he did a lot of good things while he served with the borough. I mean, I was here with him on a lot of good decisions he made whether it was for public safety and police, whether it was for our borough and parks, whether it was for our youth, our seniors. I - mean, he was involved in a lot of  important decisions. He supported a lot of important decisions and he helped move a lot of those important decisions forward, and it    38  1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25  brought a lot of good to the town, to the people, to the youth and community as a  whole.  Again, Mr. Notary is wrong for his  words. I think in his letter he expressed that pretty well and pretty openly and pretty honestly. He expressed them to us as well when we met with him. I - think he's 100 percent sorry. I think if I he could he would take it back. Obviously he can't. In his resignation, as he stated, he's going to do his best to be a better person and he's going to do his best to move on with his life and help the people in any way. I'm  sure he still would.  He's an 01d Forge guy. I think he  really cares and loves the town. Again, was he wrong? Yes. But, I mean, I wouldn't want his last thing to be just remember the one bad thing he said for a lot of the good that he did.
