FINANCE/PLANNINGIZONING Ronald Kratz - Chairman; Members: Kevin Steckel, Zachari Halkias 1. Committee Member discussion on listed topics: a. Discussion on possible modification of spending limit in ordinance. Manager Stevens stated that the ordinance that was written to increase the approval limit for the manager did not work the way it was supposed to. Ordinance 704 was supposed to increase the manager's approval from $1,000.00 to $5,000.00. However, it still required approval by committee chairs. Therefore, itdid not have the desired effect. President Bartholomew would like this b. Introduction and discussion of the role of finance director. Councilor Kratz suggested the possibility of bringing on a finance director. President Bartholomew suggested that this be budgeted for 2024, and Councilor Steckel agreed. Committee Member discussion on listed topics: a. Discuss letter from Jeffrey Hausman - fire department issues. Councilor Steckel would like this to be discussed at a later time, due to the fact that b. Review changes to fire department ordinance. Councilor Steckel stated there had been a list of recommendations submitted. Ron Hausman suggested to Jeffrey Hausman was not present at this meeting. Jeffrey Hausman that we simplify the fire chief residence requirement to determine if they were acceptable. It would be up to the council to consider each individual. Ron added that nothing else was touched concerning with the credentials. You would have to be a member of the department, schooling, none of that was addressed. Ron added that Northern Lehigh School District had been eliminated, they do not have to reside in the school district. Another change that was recommended and not changed was that when the the fire chiefwas not available the designated person was the assistant chief, that was because the department never had a deputy chief. President Bartholomew questioned the mileage distance for the fire police. Ron stated we should eliminate the radius across the board. One requirement that is still necessary is you must be a line officer and work your way up the ranks. President Bartholomew stated that a meeting had taken place in April of 2022 with the fire chief and asked him to review the ordinance and come back to the council with the changes. Review application for use of facilities for Fall Food Truck Festival & Rock the Park for Sat., Sept. 17, 2023, from 2:00 PM to 10 PM at the park and amphitheater from Caring Hearts. Rain date, September 18th from 12:00 PM to 8:00 PM. The committee discuss having the concert end at 8:00 PM and charge for the use of the facility. President Bartholomew would like this placed on the next regular council agenda for approval with the change of b. Discussion on possible appointment to NLRA Board toi fill vacancy created by impending resignation of Councilor Kratz. Due to Councilor Kratz' job, he is unable to continue his appointment. Councilor Halkias has agreed to fill the vacancy until another appointment can be made. This will be placed on the time. next regular council agenda.
