RUSSELL RINALDI: Anybody have any questions for Joe? MR. HOOVER: Joe and Dave, how about this water down on Drakes Lane or Milwaukee Avenue? MR. LOPATKA: On the bottom. MR. HOOVER: Joe put that dye in 10 1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 there last week when we were there. It hasn't come out yet. I'm checking that every day. I C don't know where this water's coming from. MR. LOPATKA: Where did you put it in? MR. HOOVER: Up on the top of the hill where his trailers are. He's got trailers that are - instead of being level they're level with the ground. He dug a hole sO he doesn't have to jump up, sO he can just walk in the trailers. So there's a hole there. There's four trailers there. They all have water underneath them, sO we thought we'd put some dye in there and see if it comes out on the bottom, eventually. It's been a week, Joe, week and a half easy and it hasn't come out yet. The three of us were there. Now, the water company was up there and on Morton Street there's a valve we found that goes and feeds every one of those houses. It spreads out. That was quiet. Dead quiet. There's no noise on that at all. There's no noise on the water main on 11 Milwaukee, but when you look at it the whole road --I mean, they paved the road, obviously. But they pitched it that way. Could that be pithed that much that all of that underground water was just going there? 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 d don't know. It can't be. MR. WATER: The water's coming out somewhere around below the wall there. Right? MR. HOOVER: Yeah. MR. LENCESKI: I had Earthworks there and we dug. MR. BUTLER: Something's got to be busted. It's not a leak. It's continuous, and now, to me, looking at it it looks like it's worse. MR. LOPATKA: Could be a spring, too. They can pop up anywhere. MR. BUTLER: But it doesn't run continuous like that. MR. LOPATKA: You have one in Dunmore that never stopped. It ran for years. MR. HOOVER: I'm looking for the catch basin there and dig down four feet but 12 1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 there's no place to put it. You can't put the water on the state road. I C don't know what to do down there. I know it's not the best season in the world to be working on it. MR. LOPATKA: When we were down there I was saying let's get it across the road, it's going to run down the shoulder to the state road, but ultimately it should probably get collected and tied in somewhere down there. For right now to alleviate the situation we can just talk about putting just a pipe across there. MR. HOOVER: Can't we dig down into that road three feet and just put, like, a French drain? MR. LOPATKA: Well, I think that Joe tried to do that and it fills up. MR. LENCESKI: Continue that French drain further. MR. LOPATKA: It's going to end up getting on the state road, and at some point it's going to filter out and go across the road and creating a hazard. MR. RUSSELL RINALDI: I ( didn't know, 13 1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 first of all, that he dug down into the earth to drop the trailers. Do we have the timeline of when he dug down? Did he dig down four months ago and then three days Tater it started Teaking? MR. HOOVER: Those trailers have been there for years. MR. LOPATKA: The water is sitting there. It's not leaking out. MR. SOKOLOWSKI: We dropped dye in. MR. LENCESKI: There had to be a problem there prior to this because someone put rip-rap there at one time. I don't know who did it or when they did it, but we dug up a lot of stone that was put there. MR. HOOVER: There was originally stone before we dug there. MR. LENCESKI: And we put more stone in to try and figure out where the water was coming from. We started out high up the i1l and I had Matty test it to see if the water's coming from the ground and riding the shoulder of the road. So we were digging, dirt's dry. Digging down, digging down, then we started digging in front of 14 the wall. It was coming through the wall, the base of the wall, below grade. The 2 3 4 5 stone that existed. MR. BUTLER: Could it be that it was actually draining there and the dirt got on top of it and stopped the water from going 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 through the gravel? MR. LENCESKI: When we dug it, we dug it much deeper than the existing gravel that was there, sO I don't know. MR. LOPATKA: They did mill it. MR. HOOVER: Inch and a half off, inch and half on. MR. LOPATKA: If they just milled it, it would have kept doing the same thing. I don't think it's the paving. A17 they did was take an inch and a half off. MR. BUTLER: The water would change, the quantity, how much it goes on the road. It can't be consistent. Being it's consistent I'm saying it's coming from a pipe. It never slows down. MR. HOOVER: I - listened to the service to that house. That's where I thought it was, that green house. They're quiet. Then I called the guy from the water company, met him down there an hour later : MR. LOPATKA: If it was the service somebody would have called the water company at some point. The main can't be broke. CHIEF DUBERNAS: Was there, like, an old water system for the grape vines? MR. SOKOLOWSKI: There was, yes. MR. BUTLER: When he had the grapes there he had a sprinkler system set in with the grapes. So obviously he was getting water from somewhere. MR. RUSSELL RINALDI: Maybe a pipe broke underground. MR. HOOVER: But that valve, like I said, on Morton Street it goes into the curb. There's a valve there. He put his key on that valve and put electronic sounders on it and it was quiet. Then you Took up the street about 200 feet, then it goes to that house, it goes to that house, to that house, to that house, and then it 16 1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 goes : because the building where : the furniture place. It goes to that. There's, like, five services off of it. You think you would have heard it. MR. LOPATKA: If there was something broke :- MR. HOOVER: Now, there's got to be another line going to the grapes on the hill. MR. LOPATKA: He's saying that's above ground. MR. HOOVER: We need to get a look in those buildings, that furniture building, to see if there's water : MR. BUTLER: There's people been working in that furniture store. I don't know what they're doing in there. But he's had people working in there. MR. HOOVER: The last service on that line, you have the green house, then you have the car wash, which is across the street. That would go down that bank there. Then it comes across the street, 45, it's in the berm of the road. From the berm of the road, which is about 40 feet from where Joe 17 1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 dug, that blow-off is quiet and it's dry. MR. LOPATKA: Where does the line go up the street? Is it in the road? MR. HOOVER: It's in the berm of the road. Right on the edge of the road. MR. LOPATKA: On the low side? MR. HOOVER: Yeah. It's on the edge of the road. Would have heard that. That would have been screaming. If there's irrigation : we have to get in that building. ATTY. RINALDI: And he took it from before the meter, sO it's not running on the meter. MR. HOOVER: I don't even think there's a meter in there. But if he tapped al line on the inside somewhere underground maybe but you would hear noise. MR. SOKOLOWSKI: You would hear it run. MR. BUTLER: We're just testing the things where we know pipes are. It's getting more and more as time goes on. MR. HOOVER: Mike, did they check for chlorine? MR. LENCESKI: No chlorine. I had it tested. MR. HOOVER: We have to get in touch with Chickey, see if there's anything tapped. MR. RUSSELL RINALDI: Joe, what's some other options you can try and find it? MR. LENCESKI: Dig a drench, fill it with gravel, let it naturally go onto the road. It's going to perk out on that side of the road. MR. HOOVER: We'11 have to get in touch with Chickey. MR. LOPATKA: The small, Tittle building in front, it's slab on grade. MR. SOKOLOWSKI: It's all concrete. There's maybe ten, 12 feet of building in front. That's all that's there. You have a wall around it, but there's no roof, there's nothing. If there's anything in that front little part I don't know. MR. HOOVER: Something's not right. MR. LOPATKA: The first inlet is probably 200 feet down the state road. If you're going to : MR. HOOVER: Down by the car wash? MR. LOPATKA: Yeah, before it. MR. LENCESKI: Above it. MR. LOPATKA: You'd have to put one on that side of the road, put one on the shoulder, and then run a pipe down PennDOT's road to fix the problem the right way. HOOVER: The Throop Civic Center, in 1996 it cost $1.6 million. You can probably triple that, maybe more. MR. LOPATKA: I think the estimate that we had done - that was bought.
